Gabriel V. Tese, Esq., Member of Spector Gadon Rosen Vinci, PC, brings extensive experience in government contracts and other alternative government agreements, commercial litigation, and regulatory compliance across federal and state jurisdictions. His firm’s primary practice is on cyber and technology issues, however, he has continued to assist government contract clients on federal procurement issues, bid protests, commercial contract disputes, technology related agreements, and small / disadvantaged business certification.
As Chief Counsel at Letterkenny Army Depot (2018-2022), he managed legal operations for a half-billion-dollar manufacturing facility, reviewing all of the contracts for the Army Contracting Command – Letterkenny Branch, negotiating and drafting complex public-private partnerships with major defense contractors and implementing educational partnership agreements with Universities and University Affiliated Research Centers. He also served as the installation procurement fraud advisor and liaison to the U.S. Attorney’s Office on several significant criminal procurement fraud cases.
At Eckert Seamans (2022-2024), Mr. Tese represented contractors handling bid protests and other federal contract disputes, as well as commercial contract disputes and litigation. His practice included FAR/DFARS compliance, small business program counseling, and contract negotiation/administration. He regularly advises on joint ventures, teaming agreements, and government contract modifications. During his time at Eckert, he developed expertise in small business programs, including women-owned, veteran-owned, and minority-owned business requirements, and regularly presented on government contracting topics and small business compliance.
Mr. Tese served 22 years in the Army and Army National Guard, retiring as a Major, including service as a JAG officer in various contract and fiscal law positions, including during a deployment with an Engineer Brigade responsible for all of the construction contracts in the CENTCOM area of operations.
Licensed in PA, NY, NJ, and TX, Mr. Tese earned his J.D. from Brooklyn Law School and B.A. from Rutgers University.
