Part I: Responding to the Rise in Unruly Passengers and Assaults on Aircraft

Throughout the past few years, high profile incidents involving passengers who disrupted flights and threatened and assaulted airline crewmembers have made headline news. In 2021, the U.S. Department of Transportation’s (DOT) Federal Aviation Administration (FAA) saw a significant increase in the number of unruly passenger incidents on airlines, initiating over 1,000 investigations into violations of their regulations by individuals. In order to address the upsurge in unruly passenger incidents, government agencies and industry stakeholders have taken collaborative steps to counter the rise in this behavior. This panel will discuss the actions the Federal government and industry have taken to reduce the prevalence of these incidents and protect airline crewmembers and the general public. Additionally, the panel will discuss the legal and policy challenges that government and industry stakeholders encountered through their efforts and how they sought to address them, as well as lessons learned from the past few years of dealing with these issues.
