Immigration Law Section: Adoption Webinar

This panel will discuss the intricacies of INA 101(b)(1)(E), (F) and (G). As immigration and adoption practitioners, Karen Law and Rachel Thompson receive a lot of questions regarding the complex process for international adoption. This panel attempts to clarify common misconceptions and myths surrounding international adoption and provide a legal framework for one pursuing adoption in any context.

Rachel L. D. Thompson 

Rachel L. D. Thompson, an immigration and adoption attorney, is the owner and managing attorney at Poarch Thompson Law. She serves on the Federal Bar Association’s Governing Board as Programs Chair and is the Chair of their Law School Committee. She was the recipient of the FBA-ILS “Younger Lawyer of the Year Award” (2018) and the recipient of the “Alison Parker Young Woman of Achievement Award” (2016) given by DePaul Community Resources where she served as a board member for six years. She also served as a board member for Blue Ridge Legal Services. In 2020, she was listed in Roanoker Magazine’s Class of 2020 for “40 Under 40,” was named a Rising Star by Super Lawyers Magazine, and nominated by her peers as Legal Elite by Virginia Business. She is also an adjunct professor at Liberty University School of Law teaching Adoption Law. Rachel first moved to Southwest Virginia after she attended Liberty University School of Law (Lynchburg, Virginia), graduating in May 2012. The multiculturalism inherent in her native city (Philadelphia) and her family (South African mother and Jamaican father) instilled an early and profound love for diverse cultures and a hope in the possibilities of immigration. She is married to her law school sweetheart and has four children and two dogs.

Karen Stoutamyer Law

Karen Stoutamyer Law is an adoption and immigration attorney practicing in Virginia. As a Virginia adoption attorney, she represents prospective adoptive parents, foster parents, birth parents, and adoptees before courts all over the Commonwealth. Her immigration practice is national. She graduated from the University of Pennsylvania School of Law in 1985 and became licensed in Virginia in that same year. She is a fellow of the Academy of Adoption and Assisted Reproduction Attorneys and a member of the American Immigration Lawyers Association, the Virginia State Bar, and the Virginia Women Attorneys Association. She served as the Deputy Director of Intercountry Adoption for the Academy of Adoption and Assisted Reproduction Attorneys for two years. She also served on the AILA International Operations Liaison Committee for two years. Working with those professional associations, she submitted comments to USCIS on proposed rules, operating procedures and policy memoranda. She has also assisted with drafting federal and state legislation and has provided comments and technical expertise to legislators and policy makers at the Department of State, USCIS, and the Virginia Assembly. She was designated as a 2013 Angel in Adoption by the Congressional Coalition on Adoption. In cooperation with the Loudoun County Department of Family Services and the Virginia Women Attorneys Association, she co-chaired the annual celebration of adoption in Loudoun County, Virginia, for thirteen years. She often provides training to other attorneys on Virginia adoption law and intercountry adoption issues and publishes articles on those same topics
