Message From the Chair

Thank you for your interest in the Federal Bar Association Qui Tam Section. I am delighted to serve as Chair of the Section alongside executive board members Bill Nettles, Paul Chan, Tarra DeShields, and Caleb Hayes-Deats, as well as our committee chairs Megan Mocho (Membership), R. Scott Oswald (Programming), and Rachel Rose (Education). We will continue to work closely with an engaged Advisory Board that reflects every perspective across this practice—relator-side, defense, government, judiciary, and investigative counsel—to meet the needs of our members.
The Qui Tam Section was founded to foster education, training, and community for practitioners involved in the False Claims Act and other whistleblower statutes. Our section is named after the FCA’s important and its distinctive “qui tam” provision, which empowers private citizens (relators) to bring actions on behalf of the government and has become the catalyst for most FCA litigation and investigations. The hallmark of our organization is our balanced approach—we strive to hear all voices and aim for content that is balanced, practical, and relevant for all practitioners in this space.
Our membership continues to grow and we welcome both seasoned FCA counsel and those new to the field. Our premier event is our two-day, award‑winning Qui Tam Annual Conference, which offers panel discussions on current and important issues facing our bar, as well as prominent keynote speakers, and the opportunity for in person networking with colleagues on all sides of the bar. We also offer programming throughout the year, including our practical series “The False Claims Act Today,” and our informal roundtables, which take place almost weekly and are driven by member requests and proposals. Members also enjoy access to on‑demand programming—including our 10‑hour “FCA 101” course—so you can learn at your own pace and stay current on best practices.
As part of the broader FBA community, our Section is proud to carry forward the Association’s nonpartisan mission “to strengthen the federal legal system and administration of justice” by serving the interests of federal practitioners, the judiciary, and the public we collectively serve. Our Section will continue to foster informed, even‑handed discussion and training on key questions relating to the FCA.
We look forward to engaging with you through our established platforms—our Annual Conference, “The False Claims Act Today,” and “The Rounds”—to analyze emerging decisions, practical implications for government, relators, and defendants, and what they mean for case development, oversight, and settlement strategy. We invite all practitioners across the FCA bar to participate in these conversations and to draw on our on‑demand resources.
