Joseph G. Feldstein (“Joe”) is the Managing Partner of Feldstein LLC, a boutique litigation and transactional firm based in San Juan, Puerto Rico, and a distinguished attorney with more than 13 years of experience across federal and Commonwealth practice. Joe’s commitment to the profession extends well beyond his immediate practice: he has been an active chapter and national Federal Bar Association member for over 13 years, and currently serves on the FBA’s National Board of Directors. Within the FBA, he has held leadership positions including Director, Secretary, Vice-President, and President of the Puerto Rico Chapter, and served as First Circuit Representative for the Young Lawyers Division. He continues to contribute actively to several National Committees.
Joe began his career in the chambers of the Honorable Gustavo A. Gelpí, then a Federal District Judge and past FBA National President, now serving on the U.S. Court of Appeals for the First Circuit. From that foundation, his experience has grown to span federal civil rights, constitutional litigation, employment and labor law, admiralty, and complex commercial matters. In government service, Joe served as Deputy Solicitor General of the Commonwealth of Puerto Rico, where he led a division of more than 30 attorneys and 15 support staff and stood up the Attorney General’s Ethics Unit. He also served as Deputy Director of the Puerto Rico Tourism Company, an executive leadership role overseeing a 300+ employee public corporation, and as Chief Legal Counsel of the Federal Bureau of Prisons in Puerto Rico. A committed advocate for juvenile justice, Joe currently serves as compliance coordinator under a long-running federal consent decree governing Puerto Rico’s juvenile-justice institutions, working directly with the U.S. District Court and the court-appointed federal monitor to advance systemic reform.
Joe is also a member of the law faculty at the Pontifical Catholic University of Puerto Rico School of Law, where he teaches Federal Civil Procedure, Federal Criminal Procedure, Federal Appellate Procedure, Correctional Law, and Federal Litigation and Civil Rights, training the next generation of federal practitioners.
At Feldstein LLC, Joe represents institutional, corporate, and government clients on complex litigation, corporate governance, commercial contracting, employment counseling, IP and trademark, and regulatory compliance matters, with substantial reach into the U.S. Hispanic and Latin American markets. Whether counseling executive leadership on high-stakes risk decisions, defending healthcare systems in federal and Commonwealth proceedings, or advancing public-policy positions through amicus briefs to the First Circuit and U.S. Supreme Court, Joe brings a combination of federal-system fluency, government-service perspective, and business-minded pragmatism to every engagement.
