Capitol Hill is known for being a bastion for lawyers, but there are some legal jobs on the Hill that you may not be aware of. About the Presenters
Felicia Lopez
Ms. Lopez is a senior attorney at the Government Accountability Office, an independent, nonpartisan legislative branch agency that advises Congress about ways to make government more efficient and effective. GAO audits and reports on the performance of federal programs, analyzes policy and outlines options for Congress, and issues legal decisions and opinions in areas related to bid protests of federal contracts and the use of public money, among other responsibilities.
Her primary practice is within GAO’s Defense Capabilities & Management (DCM) section where she serves as engagement counsel supporting GAO audit teams evaluating DOD programs, projects and activities. Her current portfolio includes nuclear capabilities; the NC3 enterprise; force structure requirements particularly with regard to peer competitors; the Defense industrial base; and DOD budget and appropriations issues, among other topics. Prior to joining GAO’s DCM practice in 2015, Ms. Lopez served as appropriations law counsel at GAO from 2008-2015.
Ms. Lopez received her Juris Doctor from Howard University School of Law in 2008. Prior to law school, she served as committee staff for the Senate Select Committee on Ethics, and in a variety of legislative-focused positions at an environmental NGO. She earned her B.A. in Political Science with a History minor from the University of New Hampshire in 1989.
She’s a member of the District of Columbia and Supreme Court Bars.
Matt McGhie
Matt McGhie is Senior Counsel at the United States Senate Office of the Legislative Counsel, where he has worked since September 2001. He drafts legislation for U.S. senators in the areas of foreign assistance, immigration, and homeland security, among others. He is a 2001 graduate of the J. Reuben Clark Law School at Brigham Young University and a 1992 graduate of the University of Southern California, where he received a Masters’ in Public Administration.
Mr. McGhie has been a member of the FBA since 2001, serving as President of the Capitol Hill Chapter in 2012 and Chair of the International Law Section in 2016. He also co-founded the International Conference on Legislation and Law Reform, which first convened in 2013 and will be holding its eighth conference on October 24-25, 2024 at the Washington DC Bar headquarters.
TJ McGrath
T.J. McGrath serves as the General Counsel for the Medicare Payment Advisory Commission advising the Executive Director on legal and business matters. Prior to MedPAC, she was the General Counsel at the Congressional Budget Office, and Associate General Counsel for the TRICARE Management Activity now the Defense Health Agency. She served 12 years on active duty with the Air Force Judge Advocate General Corps and 18 years as a reservist.
T.J. co-founded Ardaithe Consulting LLC, developing tailored soft skills training for leadership and staff. Specializing in Resiliency Training, Resolving Workplace Disputes, and Leading Teams, she has deployed training modules on Ethics, Sexual Harassment, Bystander Intervention, Mindfulness, and De-escalation.
For the FBA she currently serves as the Co-Chair for the Leadership Subcommittee, Diversity & Inclusion Standing Committee.
