Part II: Transportation Cybersecurity: Federal and Industry Initiatives

Recent cyberattacks on transportation and infrastructure are sobering reminders of the potential threat to transportation systems of sophisticated, malicious cyber activity. Panelists will discuss the threat landscape, the roles and authorities of federal agencies in maintaining cybersecurity, recent industry and federal government responses, concluding with a moderated discussion concerning the role of public-private partnerships to counter such threats.

Brian Harrell, Vice-President and Chief Security Officer, AVANGRID
Brian currently serves as the Vice President and Chief Security Officer (CSO) at AVANGRID, an energy company with assets and operations in 24 states. He is responsible for the company’s physical & cybersecurity, privacy, security compliance, and fire protection departments.
In 2018, Brian was appointed by the President of the United States to serve as the sixth Assistant Secretary for Infrastructure Protection at the U.S. Department of Homeland Security. He was also the first Assistant Director for Infrastructure Security at the Cybersecurity and Infrastructure Security Agency (CISA). He has spent time during his career in the US Marine Corps and various private sector agencies with the goal of protecting the United States from security threats.
Brian is a Board Member and Strategic Advisor to many great companies.
Sonya Proctor, Assistant Administrator for Surface Operations, Transportation Security Administration
Sonya T. Proctor is the Assistant Administrator for Surface Operations, which aligns surface transportation security operations under direct executive leadership to provide the most effective and efficient security solutions for the four modes of land-based transportation: mass transit, freight rail, highway motor carrier and pipeline. Serving in TSA, Ms. Proctor’s executive accomplishments have spanned the policy, law enforcement and security operations areas.
She brings to TSA an extensive operational background in law enforcement and transportation security. Ms. Proctor started her law enforcement career in the Nation’s Capital, with the Washington, D.C. Metropolitan Police Department. During her twenty-five-year tenure she served in the patrol and investigative ranks, directing and leading the department through many city wide challenges, including crime reduction, civil disturbances, sensitive investigations and significant departmental reorganization. She rose to command many key positions, among them, the Human Resources Bureau for the Department, the Office of Internal Affairs, and the Special Events Unit of the Special Operations Division, which handles all major events, Presidential escorts, parades, marches, and demonstrations – scheduled and unscheduled – in the Nation’s Capital. She also served as Commander of the Third Police District, often recognized for its broad diversity and model community policing approach she developed with her community partners. She served in every rank from patrol officer to Chief of Police, retiring from the department, after serving as the Chief of Police, in an interim capacity.
Ms. Proctor went on to serve as the Chief of Police for the national Amtrak Police Department, developing a new strategic blend of city policing in a passenger railroad environment. In conjunction with NYPD Commissioner Ray Kelly, Ms. Proctor co-chaired the Northeast Corridor Coalition, a group of law enforcement leaders along the Amtrak route between Washington, DC and New York City to enhance post 9-11 security for passengers on that heavily travelled route.
A graduate of the 130th session of the FBI National Academy and a life member of the International Association of Chiefs of Police, she remains active in the national and international law enforcement community. Ms. Proctor earned her bachelor’s and master’s degrees from the Johns Hopkins University.
Michael Stephens, General Counsel and Executive Vice-President, Tampa International Airport
Michael A. Stephens serves as General Counsel & Executive Vice President for the Hillsborough County Aviation Authority and Tampa International Airport. In addition to being a member of the Authority’s executive leadership team, he oversees all legal, regulatory, compliance and information technology matters. He is responsible for providing legal opinions and advice to the CEO and Board Members on a wide variety of legal matters related to all aspects of the Aviation Authority’s governance and operation of Tampa International, Peter O Knight, Plant City, and Tampa Executive Airports.
Michael has over 20 years of experience managing complex legal, compliance, human resources, risk management and information technology issues. Prior to joining the Aviation Authority, he served as the Chief Legal Counsel for the Hillsborough Regional Transit Authority (HART). Michael also served on active duty as a Captain and Trial Counsel in the U.S. Army Judge Advocate General Corp, where he was appointed as a Special Assistant U.S. Attorney. Michael also served on active duty as an Air Traffic Controller in the U.S. Air Force.
Michael graduated from Morehouse College with a B.A. in International Relations. He also holds a Juris Doctor from the Washington College of Law at The American University as well as a M.A. in International Affairs from the School of International Service at The American University.
