She has won numerous appeals at the administrative and federal level\, and is admitted to practice before the United States Courts of Appeals for the Second\, Third\, Fourth\, Fifth\, Ninth and Tenth Circuits\, as well as the Supreme Court. She has chaired the section’s International Human Rights Law section for several years\, and is a frequent speaker for the FBA\, the American Immigration Lawyers Association\, Los Angeles County Bar Association\, the Asian-Pacific Law Center\, and several other groups. A film entitled “St. Judy” was made about her advocacy on behalf of women refugees in 2018. \n  \n  \n\n\n \nCol (USAF\, Ret) Linda Strite Murnane (Moderator) \nUniversity of Cincinnati College of Law\, J.D. 1981 \nLinda recently completed two years as an Associate Justice serving on the High Court of the Republic of the Marshall Islands.  Her previous judicial experience included ten consecutive years as a military judge and chief circuit military judge for the United States Air Force.  She served in a variety of United Nations positions at the International Criminal Tribunal for the former Yugoslavia\, including service in Trial Chamber 3 as the Senior Legal Officer\, three years as the Chief Court Management Services\, and short terms as the Acting Head of Chambers and Acting Deputy Registrar.  She also served three years as the Chief\, Court Management Services at the Special Tribunal for Lebanon. \nShe currently serves on the Board of Governors for the American Bar Association (ABA) and American Judges Association (AJA) and is the co-District Director for District 7 of the National Association of Women Judges (NAWJ).  She previously served as Chair of the ABA Judicial Division and National Conference of Specialized Court Judges\, as the Chair of the ABA Standing Committee on Armed Forces Law\, and as an ABA UN Representative and Special Observer.  She served on the ABA International Law Section’s Executive Council for six years.  She is an ABA Sustaining Life Fellow\, and a past recipient of the Margaret Brent Women Lawyers of Achievement and International Law Section’s Mayre Rasmussen Award. \nJustice Murnane is the editor of “Women’s Voices: A Global Perspective on the Right to Vote”\, and is a chapter contributor to “Her Honor” both published by ABA Publications. \nShe is a retired colonel in the United States Air Force and is married to Kevin M. DESCRIPTION:**Program hosted in (ET) Time Zone** \nThe states’ Medicaid Fraud Control Units (MFCUs) are tasked with investigating and prosecuting Medicaid fraud. Many states also have analogous state FCA statutes and are commonly named in qui tam cases filed in federal or state courts. Through NAMFCU\, the states regularly collaborate\, investigate\, and litigate cases together. Perhaps most important\, NAMFCU teams regularly resolve and manage the settlement process in these multistate cases while working effectively with USDOJ and Relators\, under a system which treats every state equally and fairly\, including for states which have no qui tam statute. This process allows the states to share resources and efficiently investigate Medicaid fraud. Before joining the judiciary\, from September 2018 to March 2024\, Judge Elfenbein served as an Assistant United States Attorney in Miami\, prosecuting cases in the Major Crimes and Economic and Environmental Crimes Sections. In her last year as a prosecutor\, she was the Chief of the Collateral Litigation Section\, overseeing all post-conviction litigation and filter reviews on a district-wide basis. Prior to joining the U.S. Attorney’s Office\, she worked as a law clerk for the Honorable Beth Bloom in the Southern District of Florida. From 2006 to 2016\, Judge Elfenbein was an associate and later a partner at Rumberger\, Kirk\, and Caldwell\, P.A. where she focused her federal and state practice in the areas of aviation law\, products liability\, premises liability\, and insurance defense. She earned a degree in newspaper journalism in 2002 and a Juris Doctor degree in 2005\, both from the University of Florida. \n\n\n \n\nMatthew Allen\, Principal\, Miller Canfield Paddock and Stone\, P.L.C. \nMatthew P. Allen is a litigator and trial lawyer who has tried and arbitrated a wide variety of cases\, ranging from felony matters in Detroit’s criminal courts to bet-the[1]company securities and international intellectual property cases. Over the past decade\, Matt has been consistently voted by his peers as a leading lawyer in Michigan and the United States by the publications Best Lawyers in America\, Michigan Super Lawyers\, and Leading Lawyers. Strauss\, Professor of Business Law\, Fairfield University \nDebra M. Strauss is a Professor of Business Law at Fairfield University Charles F. Murnane\, USAF\, Ret.  They have two daughters\, Rachel Manuel and Christina Veillon\, who are both teachers\, and three grandchildren\, Abrial\, Cody and Aidan. \n \nJudith Wood \nJudith Wood has defended the rights of asylum seekers since graduating from Pepperdine University School of Law\, and has had her own law firm since 1984. She has won numerous appeals at the administrative and federal level\, and is admitted to practice before the United States Courts of Appeals for the Second\, Third\, Fourth\, Fifth\, Ninth and Tenth Circuits\, as well as the Supreme Court. She has chaired the section’s International Human Rights Law section for several years\, and is a frequent speaker for the FBA\, the American Immigration Lawyers Association\, Los Angeles County Bar Association\, the Asian-Pacific Law Center\, and several other groups. She has also matured ample experience with the Board of Immigration Appeals and the Ninth Circuit Court of Appeals. Ms. Dell’Orto has an international legal education background. Prior to these roles\, Adams joined the U.S. Attorney’s Office for the Southern District of New York and served as lead prosecutor on several prominent money laundering and racketeering cases. He also became co-chief of that Office’s Money Laundering and Transnational Criminal Enterprises Unit\, leading a team of prosecutors engaged at the nexus of sophisticated transnational crime and opaque financial networks\, and served as one of the District’s asset forfeiture coordinators\, advising Assistant U.S. Attorneys across the Office on civil and criminal forfeiture matters. Before his work for the Department of Justice\, Andrew worked as a litigation associate in an international law firm headquartered in New York. \nTimothy Grinsell\, Of Counsel\, Reitler\nTimothy represents clients in complex commercial litigation and counsels startups\, founders\, and venture capital investors in the blockchain and digital assets space. His practice spans securities class actions\, crypto theft recovery\, corporate governance disputes\, internal investigations\, and financial services disputes. Brown PC \nMr. Brown is a frequent lecturer on diverse immigration-related topics for the American Immigration Lawyers Association and the New York State Bar Association\, among other groups. He is also a frequent consultant on US immigration topics on WNBC TV. \nMr. Brown represents businesses and individuals on issues concerning immigrant and non-immigrant status. He is an experienced litigator before the immigration courts and the Board of Immigration Appeals. He has brought numerous mandamus and APA actions in the district courts as well as petitions for review in the 2nd\, 3rd and 5th circuits. \n  \n  \n \nAndrea Sáenz\, Attorney\, Co-Counsel\, NYC \nis an immigration lawyer\, teacher\, and writer with over 16 years of experience in nonprofits\, government\, and academia.  She previously served as an Appellate Immigration Judge with the Board of Immigration Appeals from 2021 to 2025\, adjudicating thousands of appeals and motions and training new Immigration Judges and attorney advisors on asylum law and discretionary relief.  Andrea also helped build New York’s universal representation programs as the attorney-in-charge of the New York Immigrant Family Unity Program at Brooklyn Defender Services from 2016-2021\, where she supervised and litigated detained and non-detained removal defense cases\, including ground-breaking federal district court and circuit court litigation challenging detention and removal.  Prior to her time at BDS\, Andrea served as a Clinical Teaching Fellow at the Kathryn O. Greenberg Immigration Justice Clinic at the Cardozo School of Law; an Immigration Staff Attorney at the U.S. Court of Appeals for the Second Circuit; an Attorney Advisor with the New York Immigration Court; and an Equal Justice Works Fellow at the Political Asylum/Immigration Representation (PAIR) Project. Andrea is a passionate trainer who has presented to advocates nationwide on habeas corpus litigation\, BIA and circuit court appeals\, legal writing\, and bond and relief from removal. Andrea was honored with the American Immigration Lawyers Association – New York Chapter’s “Pro Bono Champion” Award in 2019 and the New York City Bar Association’s Legal Services Award in 2021. Andrea received her BA from the University of California\, Los Angeles\, and her JD from Harvard Law School.  Prior to law school\, she taught high school English as a Second Language in Houston\, Texas.  She is the first lawyer in her family and a former one-day Jeopardy! champion. \n \nAshley Akers\, Litigation Attorney\, Holland & Knight \nAshley Akers is a litigation attorney at Holland & Knight in the Tysons office and co-lead of the firm’s Customs and Trade Fraud Enforcement Defense Team. Her practice focuses on government enforcement actions\, internal investigations\, complex civil and criminal litigation\, and international trade matters. \nBefore joining Holland & Knight\, Ms. Akers served as Senior Trial Counsel in the U.S. Department of Justice Civil Division and as a Special Assistant U.S. Attorney for the District of Columbia. Through the Attorney General’s Honors Program\, she led high-stakes litigation nationwide\, served as first chair in numerous trials\, and managed complex fraud investigations in collaboration with federal agencies.Ms. Akers also handled criminal prosecutions and trade enforcement matters\, litigated before the U.S. Court of International Trade\, and argued 26 cases before the U.S. Court of Appeals for the Federal Circuit. \nIn addition to her practice\, she is a faculty lecturer for the DOJ Trial Advocacy Seminar and the National Institute for Trial Advocacy\, where she trains attorneys and federal agents on litigation and investigative strategy. Ms. Akers clerked for the U.S. Court of Appeals for the Ninth Circuit and was a national moot court champion during law school. \n \nSaul Jay Singer\, Counsel\, District of Columbia Bar \nSaul Jay Singer\, Senior Legal Ethics Counsel for the District of Columbia Bar\, has served as litigation counsel with the United States Department of Justice\, with several top District of Columbia and Maryland firms\, and as a solo practitioner.  He litigated several high-profile civil rights matters\, including representing high school teacher David Sanders in a federal civil rights/wrongful death action against law enforcement officials arising out of the attack at Columbine High School\, and he specialized in professional discipline cases.  He also served as actuary and ratemaker for several ratemaking organizations\, insurance companies\, and as actuary for the National Flood Insurance Program. \nMr. Singer\, who also serves as counsel to the D.C. Rules of Professional Conduct Review Committee and the Legal Ethics Committee\, teaches Continuing Legal Education courses for the D.C. Bar\, is a sought-after ethics presenter at legal seminars and conferences\, and writes a Speaking of Ethics column for the Washington Lawyer.  He was an Adjunct Professor of Law at the American University Washington College of Law\, where he taught courses in Legal Ethics\, and he previously taught courses in Legal Analysis\, Research\, and Writing at the University of Baltimore School of Law.
