DESCRIPTION:The Federal Bar Association’s Tri-State Conference is an annual seminar\, which rotates among Sun Valley\, Idaho; Park City\, Utah; and Jackson Hole\, Wyoming. It was started eighteen years ago by then Chief Judges Dee Benson (Utah)\, Bill Downes (Wyoming)\, and Lynn Winmill (Idaho).
