Gargotta\, Chief United States Bankruptcy Judge\, Western District of Texas \nJudge Gargotta was appointed to the bench on October 1\, 2007. He was then appointed Chief Bankruptcy Judge for the Western District of Texas on November 2\, 2021. Judge Gargotta has a B.A. and M.A. from Texas A&M University and his J.D. from St. Mary’s School of Law in San Antonio\, Texas. After law school he clerked for the Honorable Ronald B. King\, United States Bankruptcy Judge for the Western District of Texas. He then served as an Asst. U.S. Attorney for 17 years prior to taking the bench. Judge Gargotta is a member of the NCBJ\, Federal Bar Association\, and Larry E. Kelly Inn of Court. He serves as an Associate Editor for the American Bankruptcy Law Journal and is an adjunct professor at St. Mary’s Law School. Judge Gargotta has spoken at numerous bar conferences on a local and national level. Judge Gargotta and his wife Susan has been married for over 36 years and have two sons. \nMichael Cecil\, Counsel to the Chapter 13 Trustee for the Middle District of Florida at Tampa \nMichael Cecil is a staff attorney for Jon Waage\, the Chapter 13 Standing Trustee for Ft. Myers and Tampa\, FL.  Mr. Cecil has practiced bankruptcy since 2004 starting first in Jacksonville\, FL as a creditors’ rights attorney. He has worked for three chapter 13 trustees\, and was a debtors’ attorney.    He has spoken at numerous seminars and training sessions for bankruptcy practitioners. \nHe had the good fortune of arguing the In Re Valone case with co-counsel in front of the 11th Circuit Court of appeals. \nHe has presented at multiple NACTT seminars\, enjoys the practice of bankruptcy law and hopes to contribute to your basic understanding of the the topic. \nKatherine Iskin\, Counsel for the Chapter 13 Trustee for the Northern District of Indiana at Fort Wayne \nKatherine Iskin has been counsel to the Office of the Chapter 13 Trustee for the Fort Wayne\, Lafayette\, and South Bend Divisions of the Northern District of Indiana since 2013.  She also teaches Bankruptcy Law as an adjunct professor of law at the University of Notre Dame.  Prior to joining the Chapter 13 Trustee\, she was an attorney at Miller & Hollander in Naples\, Florida.  Katherine has a BA from Centre College in Danville\, KY and received her MA and JD degrees from The Ohio State University in Columbus\, OH. \n  \n \nFrank Dicesare\, Counsel for the Chapter 13 Trustee for the Southern District of Ohio at Cincinnati \nFrancis J. DiCesare has been a Staff Attorney for Margaret A. Burks\, Chapter 13 Trustee for Cincinnati\, since November\, 2001. He received his Bachelor of Arts at Carnegie Mellon University in 1984\, with University Honors\, and his Juris Doctor\, cum laude\, from Tulane University in 1987. \n  \n  \n  \n  \nJon Liberman\, Partner\, Sottile & Barile LLC (Moderator) \nJon Lieberman is a Partner at Sottile & Barile LLC\, in Cincinnati\, Ohio. Jon serves on the Executive Board of the national Federal Bar Association (FBA) Bankruptcy Law Section\, and on the Editorial Board of The Federal Lawyer\, the journal of the FBA. A member of the American Bankruptcy Institute (ABI) for over 23 years\, he is both an Associate and a Coordinating Editor of the ABI Journal\, and serves as Special Projects Leader of ABI’s Bankruptcy Litigation Committee. Jon is co-author of “Thorny Issues in Consumer Bankruptcy Cases\,” currently on sale through ABI’s bookstore\, and is former Co-Chair of both the ABI Consumer Bankruptcy Committee (for which he was named ABI’s Co-Committee Member of the Year)\, and ABI’s Legislation Committee. Jon is a a former Air Force Officer and Distinguished Military Graduate of Air Force ROTC\, and is Co-Chair of the Outreach Committee of ABI’s Veterans and Servicemembers Task Force. He is a Board Officer of the Southern District of Ohio Bankruptcy Bench-Bar Conference\, and former Chair of the Consumer Bankruptcy Sub-Committee of the Southern District of Ohio Bankruptcy Court Attorney Advisory Committee. Jon is also former Education Director of ABI’s Commercial and Regulatory Law Committee\, and served on ABI’s 40 Under 40 Steering Committee.
