Mr. Findling is the Immediate Past President and a Life Member of The National Association of Criminal Defense Lawyers (“NACDL”). \nCeleste Koeleveld\, Partner\, Clifford Chance\nCeleste Koeleveld has over 25 years of experience in government enforcement\, regulatory and civil litigation matters that span federal\, state and local government in the United States. Over the course of her career\, she has held senior positions in the US Attorney’s Office for the Southern District of New York (SDNY)\, the New York State Department of Financial Services (DFS) and the New York City Law Department. As City Attorney\, Sharonda was the lead attorney handling the most comprehensive police consent decree in the history of the United States.  At the same time\, she represented the City in another consent decree aimed at reforming the Orleans Parish Jail\, which was then-recognized as one of the worst prisons in America.   Both of those consent decrees required Sharonda to engage in negotiations with the United States Department of Justice on a near daily basis.  Sharonda also was the lead attorney representing the City in settling a more than 30-year dispute relating to back pay and pension issues for the New Orleans Firefighters. Sharonda had served as Chief Deputy City Attorney from October 2011 until May 2013.  Prior to joining the City of New Orleans\, Sharonda was a partner in the general litigation section at Sher Garner\, where she handled cases ranging from construction disputes\, medical malpractice\, insurance coverage disputes\, entertainment law contract negotiations\, intellectual property licensing issues\, and bankruptcy adversary proceedings. Bonner\, Deputy Chief Counsel\, Field Operations\, Transportation Security Administration (Moderator) \nBryan Bonner is the Chief Counsel senior executive for TSA Security Operations senior executive leadership on all legal\, operational\, policy\, and risk management matters. TSA Security Operations holds responsibility for all domestic transportation security operations\, leads over 46K employees\, and manages $4B+ annual budget. Through 60 geographically dispersed attorneys\, Bryan manages the delivery of in house legal services to over 160 TSA senior executives responsible for transportation security at 450 nationwide airports. Bryan has served as TSA’s principal operational law attorney\, spearheading agency wide legal support to the TSA Critical Incident Management Group for Hurricanes Harvey\, Irma\, Maria\, Florence\, as well as the Yemen 2010 transatlantic aircraft bomb plot\, and the 2009 Christmas Day “Underwear Bomber.” Promoted through roles of increased scope and accountability\, Bryan has served in several key positions within the TSA Chief Counsel’s Office. Additionally\, Bryan served as Counselor to the Aviation National Intelligence Manager Director with the Office of the Director of National Intelligence (ODNI). In this role\, Bryan provided legal and policy advice and guidance regarding aviation intelligence within the Intelligence Community. Bryan also help spearhead the creation of Aviation Domain Intelligence-Integration and Analysis Cell (ADIAC)\, established by Transportation Security Administration (TSA) in collaboration with ODNI and aviation security partners whose objective is to bring industry and government professionals together to share sensitive and classified information regarding aviation security to enhance information sharing and intelligence integration within global aviation community.Before joining TSA\, Bryan held a variety of senior legal positions as an Assistant Staff Judge Advocate with the United States Air Force and the Federal Reserve Board. As an Assistant Staff Judge Advocate\, Bryan served as the Chief of Labor Law/Employment Law\, Chief of Military Justice\, Special Assistant United States Attorney (SAUSA)\, and Appellate Defense Counsel\, over multiple assignments. Bryan has served as a long time mentor with the Department of Homeland Security\, Office of the General Counsel’s Honor’s Attorney mentor program\, as well as the TSA Chief Counsel’s Summer Intern program. Outside of TSA\, Bryan is an Adjunct Professor of Practice at Washington & Lee University\, School of Law and serves as Vice Chair on the Board of Trustees at Browne Academy in Alexandria\, VA. Bryan graduated from the University of Virginia (1990) with a Bachelor of Arts in Philosophy and the College of William and Mary Law School (1993) with a Juris Doctor. \nChristopher R. Bidwell\, Senior Vice President\, Security for Airports Council International – North America (ACI-NA) \nChristopher Bidwell was named Senior Vice President\, Security for Airports Council International – North America (ACI-NA) in January 2019. In this position\, he is responsible for leading the association’s efforts on aviation security and oversight of ACI-NA’s regulatory activities. Bidwell serves as a subject matter expert\, providing guidance on security policy\, monitoring domestic and international aviation security developments as well as regulatory actions and programs affecting security at North American airports. Bidwell represents industry aviation security interests as a member of several Department of Homeland Security (DHS) and Transportation Security Administration (TSA) committees and working groups. He chairs the DHS Aviation Sector Coordinating Council (ASCC) and serves as the vice chair of the TSA Aviation Security Advisory Committee (ASAC)\, providing recommendations to further enhance aviation security. \nThomas Bush\, Deputy Executive Assistant Administrator for Operations Support\, Transportation Security Administration \nThomas Bush was named the Deputy Executive Assistant Administrator for Operations Support in March 2020. He is currently leading the Business Resumption Task Force\, which is charged with the planning and coordination of TSA’s return to full operations\, as well as the future state of operations\, following the COVID-19 pandemic. He comes to Operations Support from the Intelligence and Analysis program office where he served as the Assistant Administrator since November 2015. He was previously the Deputy Assistant Commissioner for the Office of Intelligence with U.S. Customs and Border Protection. Prior to his role as CBP\, Bush served a two-year assignment as the Senior Advisor to the Secretary of Homeland Security on Vetting and Intelligence systems. Bush began his career in 1991 as a program analyst for the Department of Defense Strategic Defense Initiative and entered the U.S. Customs Service in 1994. During his tenure\, Bush served as a program manager for the Office of Field Operations\, the Director of Analytical Development for the Office of Strategic Trade\, and Director of Targeting and Analysis Systems in the Office of Information and Technology. In 2006\, Bush joined the Office of Anti-Terrorism\, where he served as the Deputy Executive Director. Bush was appointed to the Senior Executive Service in 2010 as the Executive Director for Intelligence and Targeting where he was responsible for supporting the counterterrorism mission of U.S. Customs and Border Protection through the collection and analysis of advance traveler and cargo information\, providing front line officers with targeting indicators on high-risk movements approaching the border. \nGraham Keithley\, Assistant General Counsel\, Airlines for America \nGraham Keithley is Assistant General Counsel for Airlines for America\, serving as legal counsel to member airlines on a range of regulatory issues at the international\, federal\, state\, and local levels.  His portfolio includes matters regarding safety\, security\, and public health regulations\, consumer protections\, accommodations for passengers with disabilities\, and drug and alcohol testing.  Prior to joining A4A in 2019\, Graham was an attorney in top aviation practices at major law firms\, including Baker McKenzie and Jones Day. \n  \nRonald A.
