SUMMARY:Webinar: The First Amendment and Federal Courts

Leita has nearly 15 years of experience defending media organizations in libel litigation and helping them obtain access to governmental and judicial records. Putnam has been appointed as the Deputy General Counsel for the U.S. Department of Transportation\, and will serve as the Acting General Counsel.  In this role\, he works closely with the Department’s senior leadership and nearly 500 attorneys to manage legal and policy matters concerning all of the Department’s operating administrations. \nPrior to joining the Biden Administration\, John worked most of his career as a transportation\, environment\, and energy attorney in Denver and Washington\, DC. He represented State departments of transportation\, local governments\, transportation agencies\, and private entities in Colorado and nationwide on a range of transportation\, energy\, environmental issues under the Federal transportation laws\, the Clean Air Act\, the National Environmental Policy Act\, and the Clean Water Act. \nMost recently\, John was the Director of Environmental Programs for the Colorado Department of Public Health and Environment (CDPHE). He was responsible for overseeing the air\, water\, waste\, and environmental health and sustainability divisions\, as well as coordinating with the Air Quality Control Commission\, Solid and Hazardous Waste Commission\, and Water Quality Control Commission. While at CDPHE\, he also served as a Commissioner on the Colorado Oil and Gas Conservation Commission and Trustee for the Natural Resource Damages Trustees.  John worked closely with the Colorado Department of Transportation\, Colorado Energy Office\, Department of Natural Resources\, Department of Agriculture\, and other agencies to develop Colorado’s Roadmap for Greenhouse Gas Pollution Reduction Roadmap\, clean truck plans\, critical infrastructure COVID-19 support\, and other programs for the State of Colorado. \nJohn also served as chair and member of the Regional Air Quality Council\, which is the lead air quality planning agency for the Denver metropolitan area and North Front Range\, as well as chair of the Boulder Planning Board and Boulder Board of Open Space Trustees.  He also served as a consulted expert or committee member for projects for the United States Government Accountability Office\, the Transportation Research Board\, the National Academies\, and Airports Council International. \nJohn received his law degree from the University of Chicago and Bachelor’s degree from Williams College. \n\nRegistration\nRegistration for this event will close July 27 at 4 PM ET.  \nRegistration Fees \n\nFBA Members & Nonmembers: Complimentary Registration\n\n\nIf you have any questions regarding this program\, please contact sections@fedbar.org

Check the program page for updates as programming is added. \n\nAbout the Presenters\nSarah Wahl\, Recruiting Officer\, Attorney-Advisor\, Office of the Inspector General\, U.S. Office of Personnel Management (Co-Moderator) \nFritz Swartzbaugh\, Deputy Counsel\, Office of the Inspector\, General U.S. AbilityOne Commission (Co-Moderator) \nPaul St. Hillaire\, Assistant Inspector General for Legal and Legislative Affairs\, U.S. Office of Personnel Management \nPaul St. Hillaire was appointed Assistant Inspector General for Legal and Legislative Affairs (AIGL) in October 2019.  He is responsible for overseeing the Office of Legal and Legislative Affairs (OLLA)\, which provides legal advice and guidance to the Inspector General and the Office of the Inspector General (OIG) components and interacts with Congress on behalf of the OIG.  He also serves as the Debarring Official\, who is responsible for debarment and suspension actions of health care providers participating in the Federal Employees Health Benefit Program.  Prior to his appointment to the AIGL\, Mr. St. Hillaire served as senior counsel and Acting AIGL in OLLA\, and Acting Deputy Assistant Inspector General for Management in the OIG.  He previously served as Deputy Assistant General Counsel in the U.S. Office of Personnel Management’s (OPM) Office of the General Counsel and in several other roles in the OPM organization formerly known as Retirement and Insurance Services.  He earned a Bachelor of Science degree from the University of Maryland and received his Juris Doctorate from the University of Baltimore. \nSusan Ruge-Hudson\, Counselor to the Inspector General\, U.S. Government Publishing Office \nSusan L. Ruge-Hudson serves as the Counselor to the Inspector General.  In this role\, she provides legal and policy advice to the Inspector General on a wide variety of topics\, including issues related to protecting the office’s independence.  Her primary duty is to support and assist the Inspector General as he executes his oversight responsibilities under the GPO Inspector General Act of 1988 and the Inspector General Act of 1978.  She also works closely with the Assistant Inspector’s General on matters related to audits\, inspections\, investigations\, and other oversight activities. \nRuge-Hudson has been in the Inspector General Community since 2010\, when she joined the U.S. Office of Personnel Management Office of the Inspector General.  While at OPM OIG\, she was the Senior Counsel for Legislative and External Affairs and oversaw all Congressional and media outreach efforts.  She left OPM OIG in 2019 to join the Defense Digital Service\, a small office reporting directly to the Secretary of Defense\, charged with bringing IT practices from the private sector to the Department of Defense. \nPrior to joining the Federal Government\, Ruge-Hudson worked at private law firms\, specializing in tax law.  She has a Bachelor of Science in Politics from Washington & Lee University\, a J.D. from Columbia Law School\, and an LL.M in Taxation from Georgetown University Law Center. \nTanner Horton-Jones\, Senior Counsel with U.S. Agency for International Development OIG’s Office of General Counsel \nAs senior counsel with USAID OIG’s Office of General Counsel\, Tanner leads a team of three attorneys with a primary focus on meeting the legal needs of the Office of Audit and Office of Management.  The team supplies research and advice to each audit from its inception through the closure of its recommendations\, along with support for OIG’s contracting unit\, learning and development program\, IT team\, internal policy management\, and other core administrative functions.  Additionally\, Tanner is the legal liaison for USAID OIG’s unique work providing oversight of U.S. overseas contingency operations in partnership with the Inspectors General for the Departments of State and Defense.  He also serves as the OIG’s Whistleblower Protection Coordinator\, ensuring that the OIG fulfills its obligation to educate employees about whistleblower rights and properly respond to retaliation complaints.  He is actively involved in the OIG community\, including teaching courses through the CIGIE Training Institute. \nTanner holds a J.D. from American University Washington College of Law and is licensed to practice law by the State of Maryland.  He completed his undergraduate studies at Sewanee\, where he studied French and Political Science. \nKevin Miller\, Counsel to the Inspector General\, Farm Credit Administration \nKevin T. Miller serves as Counsel to the Inspector General at the Farm Credit Administration\, an independent agency tasked with regulating and supervising the Farm Credit System\, a nationwide network of borrower-owned financial institutions that provide credit and related services to agriculture and rural America. He provides legal and other advice to the Inspector General and Office of Inspector General staff concerning audits\, inspections\, evaluations\, investigations\, and other matters relevant to the office’s oversight responsibilities. \nBefore joining the FCA OIG in 2018\, Miller worked as an attorney-advisor in the U.S. Office of Personnel Management OIG. He holds a J.D. from New York University School of Law\, where he was a Root-Tilden-Kern public interest scholar and Articles Editor of the Law Review\, and a B.A. from Princeton University. \nJason Tulley\, Supervising Attorney and Former Training Director\, Trial Division \nJason D. Tulley is currently a Supervisor in the Trial Division at the Public Defender Service for the District of Columbia (PDS). Prior to that he was the Training Director where he trained all the new attorney at PDS for five years and trained over one hundred of the court appointed private attorneys in Superior Court. For the five years before that\, Mr. Tulley was Special Counsel for Forensics and Expert services where he led the organization’s nationally renowned Forensic Practice Group which focuses on litigation of science issues from DNA to fingerprints to the psychology of eyewitness identification and manages the agency’s budget for expert witnesses.  Mr. Tulley has been at PDS for eighteen years where he has tried murder\, sexual assault\, and other major felony cases as well as worked on the forensic issues for the D.C. exoneration cases which led to the FBI Hair review.  He is also past Chair of NACDL’s Forensic Science Committee\, where he worked on a national level to ensure scientifically sound forensic practices and education for the defense bar in all forensic disciplines.  Prior to working in D.C.\, Mr. Tulley was an attorney in the Trial Division of New York City’s Capital Defender Officer\, where as a Deputy Capital Defender he represented indigent persons facing death penalty charges.  Before moving to New York\, Mr. Tulley was an associate for Bennett & Nathans\, LLP\, a small Maryland law firm that handled state and federal civil and criminal cases\, including a substantial capital defense practice.  He graduated from the State University of New York at Binghamton in 1992\, and then the University of Maryland School Of Law in 1995. \nJennifer Williams\, Staff Attorney\, Appeals \nInterested in one of our other PDSDC divisions – Parole\, Juvenile Services\, Prisoner Reentry Legal Services\, Mental Health\, Civil Legal Services (including special education and immigration)? She has experience litigating in state and federal courts and before administrative agencies. Christine has worked on permitting matters for offshore wind farms and worked on litigation relating to the cleanup of contaminated land. \nChinyere Ezie\, Senior Staff Attorney\, Center for Constitutional Rights \nChinyere Ezie is a Senior Staff Attorney at the Center for Constitutional Rights\, where she advocates for racial justice\, gender justice\, Lesbian\, Gay\, Bisexual\, Transgender\, Queer\, and Intersex (LGBTQI) rights\, and challenges governmental abuses of power. She also served as a Trial Attorney at the U.S. Equal Employment Opportunity Commission\, where she litigated employment discrimination cases and secured a $5.1 million jury verdict and historic injunction on behalf of workers who were subjected to religious harassment. Levi is the director of GLAD’s Transgender Rights Project and a nationally recognized expert on transgender legal issues.  Levi’s precedent-setting transgender rights cases include: O’Donnabhain v. Commissioner of Internal Revenue (2010)\, which established that medical care relating to gender transition qualifies for a medical tax deduction; Adams v. Bacharach of the U.S. Court of Appeals for the Tenth Circuit.\nJudge Bacharach authored the popular book Legal Writing: A Judge’s Perspective on the Science and Rhetoric of the Written Word. Judge Bacharach received his B.A. from the University of Oklahoma in 1981 and his J.D. from the Washington University School of Law in 1985. Judge Bacharach was a Law Clerk to the Hon. William J. Holloway\, Jr.\, U.S. Court of Appeals for the Tenth Circuit\, from 1985-1987. From 1987-1999\, Judge Bacharach was engaged in private practice in Oklahoma City. From 1999-2013\, Judge Bacharach was a U.S. Magistrate Judge in the U.S. District Court\, Western District of Oklahoma.
