She has extensive experience in immigration\, international\, human rights law and in complex litigation matters. Ms. Dell’Orto has represented clients in Court during removal proceedings\, as well as in asylum\, bond\, cancellation of removal and adjustment hearings. She has also matured ample experience with appeals in front of the Board of Immigration Appeals and the Ninth Circuit Court of Appeals. Ms. Dell’Orto obtained her JD from the University of Milan in 2013 in EU Law and International Law. In 2016\, she completed an LL.M in Los Angeles\, in Public International Law and was then admitted to the California Bar. She is also admitted to the United States Court of Appeals for the Ninth Circuit. \nBeth S. Persky\, Attorney\, Law Office of Beth S. Persky (Moderator) \nBeth Persky is a graduate of the Boston University School of Law and the Fletcher School of Law and Diplomacy\, where she studied International Law and International Human Rights law. She has practiced immigration law for more than 25 years\, and is a Certified Specialist in Immigration and Nationality Law with the California State Bar Board of Legal Specialization. Beth is the past chair of the International Law Section of the FBA and current chair of its ECOSOC Committee. She is admitted to practice before the Federal District Courts for the Central and Southern Districts of California\, and before the Ninth Circuit Court of Appeals. Her practice focuses on immigration appeals and visas. \nHon. Patricia Whalen\, Advisor to the Center for Peacebuilding\, Cohen Center for Genocide and Holocaust Studies\, and the War Crimes Research Center \nHon. Patricia Whalen has been a judge for more than 20 years\, having presided over proceedings in the U.S. and serving for 5 years (2007 -2012) as an international judge in the War Crimes Chamber of Bosnia and Herzegovina. In this capacity she served on both the First Instance and Appellate Court. She is the founding member of the Afghan Judicial Education Program\, facilitating cross-cultural judicial learning in both the U.S. and Afghanistan. Whalen was an official expert representative of the International Association of Women Judges at The Hague Conference on Private International Law. She holds specializations in areas including human rights\, war crimes\, gender violence in conflict\, genocide and crimes against humanity\, as well as family law. Judge Whalen served as a Special Advisor to the Court in Bosnia and Herzegovina focusing on judicial education in international law\, judicial management systems\, trial management\, designing judicial education programs\, hybrid legal systems\, judicial trial skills particularly in regards to war crimes\, genocide\, crimes against humanity and gender-based violence. \nIn addition to Whalen’s experience with the court of Bosnia and Herzegovina\, she also collaboratively founded the Rural Women Leadership Institute of Vermont(USA). In association with the International Association of Women Judges (IAWJ)\, she designed a program entitled the Vermont Afghan Judicial Education Program where she served as Project Director from 2004-2014. The program provided an unique homestay experience combining a cultural exchange and a legal education program for Afghan women judges aimed at maximizing their exposure to fair trial principles in both civil and common law systems. Whalen was invited in 2007 to present as a keynote speaker at the first Afghan Women Judges Conference in Kabul (sponsored by the IAWJ)\, where she discussed the impact of women in the judiciary in Afghanistan\, in which 90 Afghan women judges were present for this historic event. \nCurrently Whalen serves as an advisor to the Center for Peacebuilding in Sanski Most\, Bosnia and Herzegovina\, the Cohen Center for Genocide and Holocaust Studies in Keene\, New Hampshire and the War Crimes Research Center\, Washington\, D.C. She is a member of the Afghan Support Committee for the IAWJ. \nRachel Irura\, Head of the Witness Support and Protection Unit and head of Kigali Field Office of the United Nations Mechanism for International Criminal Tribunals \nRachel Irura holds a Master of Laws (LLM) Degree in Human Rights and Democratization in Africa from the Centre for Human Rights\, University of Pretoria\, South Africa. She is the Head of the Witness Support and Protection Unit (WISP) of the United Nations Mechanism for International Criminal Tribunals (“Mechanism”). In her most recent prior position\, Rachel worked as a Legal Officer (Courtroom Coordinator) for the Special Tribunal for Lebanon (STL) in the Court Management Services Section (CMSS) of the Registry in The Hague\, the Netherlands.  Prior to this position she was the only Court Officer for the Special Court for Sierra Leone (SCSL)\, the Hague Sub-Office\, the Netherlands in the trial of the former President of Liberia\, Charles Taylor.  Rachel has field experience as a human rights officer for the United Nations Mission in Liberia (UNMIL). Rachel has participated as a Judge at various International Moot Court Competitions organised by the International Criminal Court (ICC) and the International Committee of the Red Cross (ICRC). In June 2021\, participated in a Panel for the National Association of Women Judges’ (NAWJ) Day at the United Nations on the theme; “Moving Forward\, Falling Behind: Achieving Full Empowerment of Women During the COVID-19 pandemic.” Rachel has submitted an article titled “Women’s Political rights in Kenya: Reflections on Preventing Sexual and Gender-Based Election Violence” which is due for publication by the International Law Section\, American Bar Association (ABA) in the fall of 2022. \nJudge Vanessa Ruiz\, Senior Judge\, District of Columbia Court of Appeals\, Immediate Past President International Association of Women Judges and Past President National Association of Women Judges\, American Bar Association Margaret Brent Women Lawyers of Achievement Recipient \nVanessa Ruiz is a Senior Judge of the District of Columbia Court of Appeals\, the highest court of the District of Columbia\, Washington DC. She was appointed to the court in 1994 after nomination by the President of the United States and confirmation by the Senate of the United States. She is the longest-serving woman on the court and the first (and only) Hispanic appointed to the D.C. Court of Appeals and as chief legal officer for the District of Columbia. \nShe has been a leader in judicial ethics and access to justice initiatives. She chaired the D.C. Courts’ Advisory Committee on Judicial Conduct\, is a judicial member of the District of Columbia Access to Justice Commission and a recognized national voice for enhancing access to justice for those who are unrepresented\, immigrants\, and language minorities. \nJudge Ruiz participates in a number of local\, national and international organizations.  She is the Immediate Past President of the International Association of Women Judges\, former Chair of its Board of Managerial Trustees and a Past President of the U.S. National Association of Women Judges. She led the American Bar Association to adopt Standards for Language Access in Courts. She was the first judicial member of the D.C. Bar’s Pro Bono Committee\, a member of the Board of the Council for Court Excellence and the Judicial Council of the D.C. Hispanic Bar Association. Judge Ruiz is a member of the American Law Institute and is a Life Fellow of the American Bar Foundation. She served as Trustee of the Carnegie Endowment for International Peace. \nJudge Ruiz speaks\, at home and abroad\, on issues essential to the judiciary: judicial independence and integrity\, access to justice\, and the necessary interface with the inclusion of women and minorities in the judiciary\, equality and a gender perspective. She emphasizes civil society initiatives to improve and strengthen the judiciary\, including the importance of citizen understanding of the courts and judges’ participation in civic education in a democratic society. She serves as mentor to students\, lawyers\, and judges. \nUpon graduation from law school\, Judge Ruiz practiced law working on international\, commercial\, and intellectual property transactions and arbitration.  Five years out of law school\, she successfully briefed and argued an important civil rights case before the U.S. Supreme Court that established the standing of certain nonprofit organizations. After fifteen years in private practice\, she turned to public service\, and became the Corporation Counsel (now Attorney General) for the District of Columbia. \nJudge Ruiz has received numerous awards. Among them: Judge of the Year from the Hispanic National Bar Association; Lifetime Achievement Award from the Hispanic Bar Association of D.C.; Latina Leader in Law Award from the Congressional Hispanic Caucus Institute; the first Vaino Spencer Leadership Award of the National Association of Women Judges; Lifetime Achievement Award for Excellence in Legal Service from MALDEF; Woman Lawyer of the Year by the D.C. Women’s Bar Association. Judge Ruiz was honored with the Margaret Brent Women Lawyers of Achievement Award by the ABA Commission on Women in the Profession. She received an honorary doctorate from the Washington College of Law\, American University. \nJudge Ruiz has taught as an adjunct professor at Georgetown University Law Center and ESADE Law School in Barcelona. DESCRIPTION:For nearly 75 years\, military courts have squarely rejected challenges to the Uniform Code of Military Justice’s continued jurisdiction over certain retirees.  Two years ago\, University of Texas School of Law Professor Stephen Vladeck successfully convinced a judge of the D.C. District Court to find that courts-martial jurisdiction over retirees is unconstitutional.  Although the Supreme Court declined to hear Larrabee v. SUMMARY:South Florida Chapter: A Conversation About the Shadow Docket
DESCRIPTION:The South Florida Chapter of the Federal Bar Association is proud to host a conversation between Judge Trevor N. McFadden and Judge Rodolfo “Rudy” Ruiz II about the Supreme Court’s so-called “Shadow Docket.” Many of us have heard about the Shadow Docket but know little about what it is or how it operates. Our chapter is fortunate enough to welcome an expert on the subject\, Judge McFadden. Judge McFadden sits on the United States District Court for the District of Columbia. He has published articles and spoken widely on the precedential effect of Shadow Docket stays\, which the Court issues with little briefing\, no oral argument\, and varying degrees of opinion. DESCRIPTION:  \n  \nThe Younger Lawyers Division of the Federal Bar Association is pleased to announce the\nAnnual Thurgood Marshall Memorial Moot Court Competition will be held virtually March 14-18\, 2022  \n\nWhile the decision to make the national competition wholly virtual was a difficult one\, the YLD has determined it was ultimately the safest option for the health and wellbeing of the students\, coaches\, staff\, competition volunteers\, and the communities around them. The online format is also consistent with the learning plans of many law schools across the country. \nAlthough the competition looks different in a virtual setting\, key aspects will remain intact and continue to make it one of the premier moot court competitions in the country. Teams will be given a problem they will use to prepare and submit written briefs and argue orally against other teams in front of a panel of judges. The competition’s judges will continue to be actual state or federal court judges\, practitioners\, or scholars—many of whom had to pivot to virtual hearings\, conferences\, and general practices in their careers. This reinforces the “real world” experience for competitors. As is tradition\, the competition will conclude with an awards ceremony\, where family\, FBA members\, and leaders are invited to attend. Tunheim has served for over 25 years as United States District Judge in the District of Minnesota and has served as Chief Judge since 2015. From 1994-1998\, Judge Tunheim served as Chair of the U.S. Assassination Records Review Board\, an independent federal agency empowered to declassify the remaining secret records of the assassination of President Kennedy. Before his appointment as a federal judge\, he served as Minnesota’s Chief Deputy Attorney General and Solicitor General\, and in the U.S. Senate\, as Staff Assistant to U.S. Senator Hubert H. Humphrey. He has devoted much of his judicial career to helping develop the rule of law in new democracies\, including drafting the Kosovo Constitution and advising over 40 countries on counter-terrorism measures and judicial independence. He is a graduate of Concordia College and the University of Minnesota Law School\, where he served as President of the Law Review. DESCRIPTION:As the nation looks toward its possible first African-American woman on the U.S. Supreme Court\, and as the Supreme Court’s docket includes a growing number of cases implicating social and racial justice\, the memory of Justice Thurgood Marshall – the first African-American ever to serve on the U.S. Supreme Court (1967-1991) – has never loomed larger.    \nA towering figure in civil rights and the law long before he became a U.S. Supreme Court Justice\, Marshall argued the momentous Brown v. He was the first of a group of attorneys to participate in the ITC’s first 100 Day Proceeding dealing with the issue of whether or not there was a Domestic Industry in the subject matter of the Patent. He was successful in proving there was not. He successfully sued a number of large well known foreign companies in one of the largest ITC cases ever filed when he brought an action against 44 companies. He has appeared before the CAFC from its outset and is the only attorney ever to invalidate a Patent for his client on an appeal from an improvidently granted Preliminary Injunction. Mr. Jacobs has participated in numerous Mediations both in the Federal Courts and in the ITC. He was appointed by the Secretary of Commence to a 3-year term on the Patent Public Advisory Committee. He is a Certified Mediator under New York State Statutes and has participated in a wide range of Domestic Family Matters. He has served as a coach for the Association of the Bar of the City of New York in their Mediation Program. A graduate of Harvard College and Columbia Law School where he was a Stone Scholar\, he is a member of numerous Bars as well as the Supreme Court of the United States. Ruggero Arico is a former lawyer\, currently Head of International Institutional Affairs at Enel Group and has extensive experience in international relations\, governmental affairs\, energy and environment regulation and legislation. She has extensive experience in immigration\, international\, human rights law and in complex litigation matters. Ms. Dell’Orto has represented clients in Court during removal proceedings\, as well as in asylum\, bond\, cancellation of removal and adjustment hearings. She is also admitted to the United States Court of Appeals for the Ninth Circuit. \nMichael Anthony “Mike” Gatto is a lawyer and an American public official. First elected to the California State Assembly in 2010\, Mike Gatto served on the Banking & Finance committee\, presided over Assembly sessions as Assistant Speaker\, and chaired the Appropriations\, Consumer Protection & Privacy\, and Utilities & Commerce committees. As chair of Appropriations\, he determined billions in spending each year. As chair of Consumer Protection & Privacy\, he was involved in several innovative initiatives involving technology and cybersecurity. As chair of Utilities & Commerce\, he guided landmark utility and energy policy\, and regulatory reforms.  Along the way\, he developed substantial expertise in each of those subject areas. \nMike was also the author of several landmark pieces of legislation in his tenure – and a total of fifty-five measures he authored became law.  As a lawyer Mike has achieved successful outcomes in a number of high-stakes cases before the California Court of Appeal\, the California Supreme Court\, the Ninth Circuit Court of Appeals\, and the United States Supreme Court. He advises Fortune 500 companies and small businesses on how to navigate the halls of power\, and guides investors and analysts on the political and regulatory climate\, helping forecast trends that affect publicly traded companies. \nRuggero Aricò graduated in Law at the University of Messina\, Italy in 1999 and he was admitted to the Bar in 2002. He joined Enel in 2000 at the Institutional and International Affairs Department. In 2003\, he moved to Brussels to manage the institutional relations with the European Union\, in particular he worked very closely to the European Parliament. After 5 years\, he moved to Moscow as Head of External Relations for Russia & CIS Countries and in 2010\, he moved to Algiers as Head of External Relations for Algeria. In March 2016\, he became Head of Institutional Affairs for Europe\, Africa\, Asia and Oceania in Enel Green Power\, the biggest renewable energy private company in the world and currently since 2021 he is the Head of International Institutional Affairs of the entire Enel Group\, directly reporting to the CEO. \nRuggero has an extensive experience in international relations\, governmental affairs\, energy and environment regulation and legislation. SUMMARY:Immigration Law Section: Immigration Leadership Virtual Luncheon Meeting with Charlie Oppenheim
DESCRIPTION:Please join us for a virtual discussion with Charlie Oppenheim\, the recently retired Chief of the Immigrant Visa Control and Reporting Division of the U.S. Department of State. He served as Chief of the Division for 23 of his 43 years of public service. We expect that he will share insights on the process as well as changes to the reporting process during his tenure. This discussion will include a Question-and-Answer session with Mr. Oppenheim and we hope participants will ask questions regarding his thoughts on forward movement or retrogression of both family and employment-based preference categories and other related issues. \nPresented by: Immigration Law Section & District of Columbia Chapter \nRegistration is Closed \n\nAbout the Presenter\nCharles (Charlie) Oppenheim \nCharlie Oppenheim worked for the U.S. Department of State for over 43 years\, as a consular officer in the Bureau of Consular Affairs since 1979. He was the Chief of the Immigrant Visa Control and Reporting Division in the Office of Domestic Operations from January 1998 through December 3\, 2021\, when he retired. \nAs Chief of the Immigrant Control and Reporting Division his main responsibility was the administration of the complex series of annual numerical limitations on immigrants\, subdivided by preference category and country\, which are set by the Immigration and Nationality Act. The decisions which he made in this regard have resulted in applicants having used over nine million numerically controlled immigrant visas numbers. In addition\, he regularly provided analysis and assessment of the impact of proposed legislation on visa availability and workload impact for overseas posts. \nOn a monthly basis he was responsible for determining the number of visas which could be allocated in each visa category\, and to each country on a worldwide basis. The goal was to have the issuance level through September come as close as possible to the annual limit without exceeding it. The Division maintained a database containing workload statistics for immigrant and nonimmigrant visas issued at Foreign Service posts worldwide. It also compiled statistics on immigrant numbers provided to USCIS for adjustment of status cases in the numerically limited categories. \nThe division annually issued the Report of the Visa Office\, a yearly compilation of statistical data on visas issued at consular offices around the world. On a monthly basis\, the division also issued the Visa Bulletin a periodical\, which summarizes the availability of visas numbers for the coming month\, as well as other visa related information.  The division also provides statistical data on the Consular Affairs Web Site (travel.state.gov). \nHe also provided a monthly YouTube “Chat with Charlie” which was hosted by the Consular Affairs Press Office. \nThe division routinely provided statistical data in response to inquiries from congressional offices\, offices within the State Department\, other governmental agencies\, and the general public.  Charlie spoke at a variety of government events dealing with immigration related issues\, and those sponsored by groups such as the Federal Bar Association\, American Immigration Lawyers Association\, Council for Global Immigration\, IIUSA\,  and others. In addition\, he regularly provided analysis regarding various immigration reform proposals speaking with White House and Congressional representatives as well as other groups to present the Department’s position. They will share how mentors have shaped their own careers and the value of such relationships. The panel will also share tips and resources on how to be a successful mentor and what mentees can expect from having an experienced FBA member to offer pointers on the practice of law and opportunities available within the Federal Bar Association. \nRegistration is Closed \n\nAbout the Presenter\nAshley Akers (Moderator) \n  \n  \n  \n  \nJudge Karoline Mehalchick \nHon. Karoline Mehalchick is a U.S. Magistrate Judge in Scranton\, Pennsylvania\, where she was appointed to the bench of the U.S. District Court for the Middle District of Pennsylvania on July 15\, 2013. Prior to joining the court\, she was a partner with a small law firm in Clarks Summit\, Pennsylvania\, where she represented a broad range of clients in both state and federal trial and appellate courts\, including the U.S. Supreme Court. She is a graduate of Schreyer Honors College of Pennsylvania State University (B.S.\, Geosciences) and Tulane University School of Law (J.D.). After graduating from law school\, she served as a law clerk to Hon. Trish Corbett\, Court of Common Pleas of Lackawanna County. Judge Mehalchick was an adjunct professor at Marywood University from 2003 until 2012\, where she taught Legal and Clinical Aspects of Health Care to graduate students studying nursing and health administration. Judge Mehalchick has been active in the FBA for over 10 years. She is a past president of the Middle District of Pennsylvania Chapter\, previously serving as its secretary\, vice president\, and president-elect. Judge Mehalchick served as an FBA Third Circuit Vice President for five years. In addition to various roles she has held in the past\, Judge Mehalchick currently serves as a member of the Sections and Divisions Council\, a judicial profiles editor for The Federal Lawyer\, Vice Chair of the Judiciary Division\, and the Judiciary Division Advisor to the Diversity and Inclusion Committee. She also participates in weekly Scholar Exchanges through the National Constitution Center\, leading middle school and high school students in discussions about constitutional issues and civil discourse. \nWithin the court\, Judge Mehalchick sits on the Judicial Conference Codes of Conduct Committee and serves on the Magistrate Judges Advisory Group of the Administrative Office of the United States Courts. Within the Middle District of Pennsylvania\, she chairs the Prisoner Litigation Settlement Program and is a member of the Magistrate Judge and Pro Se Law Clerk Committee. Judge Mehalchick is active in the Pennsylvania Bar Association’s Commission on Women in the Profession and is a past president of the Younger Lawyers Division of the Lackawanna Bar Association. \nTamera Fine \nTamera Fine is a career prosecutor who has represented the interests of the United States for 31 years\, the last 20 as a criminal Assistant United States Attorney in the District of Maryland. Ms. Fine specializes in cases involving identity theft\, fraud and crimes against children. She is currently the Chief of the Asset Recovery Unit for the District of Maryland. Before that\, Ms. Fine led the Maryland Identity Theft Working Group from its formation in 2006 until September\, 2017. Beginning in 1991\, she served as a civil attorney\, first with the Tax Division and later with the Civil Division of the U.S. Attorney’s Office\, before moving to the Criminal Division in 2002. She is a graduate of Columbia Law School in New York. \nMs. Fine has spoken extensively on the topics of fraud\, identity theft\, elder fraud and abuse\, victims’ rights\, task forces and working groups\, asset forfeiture and criminal collections\, and served as the writer and subject matter advisor for a series of public service announcements about identity theft starring Frank Abagnale. DESCRIPTION:This panel will discuss a variety of ethical questions relating to data security and best practices using electronic media in IRS examinations and other tax matters.   Examples of specific areas that the panelists will cover include\, among others\, data privacy and ethical issues related to social media and other related business issues\, use of email\, the cloud\, and other media\, tax return related identify theft\, and concerns in interacting with the IRS via online portals or other electronic means. \nLearning Objectives \n\nLearn how Circular 230\, the ABA model rules\, and other ethical rules impose a mandate that a tax practitioner focus on data security and related concerns.\nUnderstand best practices when dealing with secure collaboration spaces\, encryption and cyber security\, social media and other related sites\, identity theft\, and the use of electronic media in IRS exams/appeals.\nDiscuss various hypotheticals and how tax practitioners need to apply these rules to practicing in today’s electronic age.\n\nPresented by the Section on Taxation \n\nAbout the Presenters\nFred Murray\, Special Counsel\, Office of Chief Counsel\, Internal Revenue Service (moderator) \nFred Murray currently serves as a Special Counsel and Lead Professor-in-Residence in the Office of Chief Counsel of the Internal Revenue Service\, as well as Director of the Talent Management Division. Before he returned to Chief Counsel\, he was Director of the Graduate Tax Program and a Professor teaching international tax and tax procedure at the University of Florida Levin College of Law (the Graduate Tax Program is ranked 2nd by U.S. News & World Report). Before that\, he was a tax partner in both a large law firm and the U.S. firm of the 5th largest international public accounting firm\, and taught part-time in law schools and in graduate business schools for more than 30 years. In the large international accounting firm where he was before the University of Florida\, among other duties\, he was a partner-level member of Firm’s TARAS tax accounting services team. His previous government experience also includes service as Deputy Assistant Attorney General in the Tax Division at the U.S. Department of Justice and as a Special Counsel to the Chief Counsel for the U.S. Internal Revenue Service. Fred Murray is an attorney (District of Columbia\, Maryland\, New York\, and Texas (Board Certified in Tax Law\, Texas Board of Legal Specialization)\, and various federal courts) and C.P.A. (Florida\, Texas\, and Maryland). B.A.\, Rice University; J.D. University of Texas at Austin. \nSharyn Fisk\, Director\, Office of Professional Responsibility\, Internal Revenue Service \nSharyn M. Fisk was named Director of the IRS Office of Professional Responsibility (OPR) in January 2020. As Director\, she is responsible for the IRS’ oversight of tax professionals who practice before the IRS as set out in Treasury Circular 230. Sharyn’s extensive background in the tax community brings over 20 years of tax experience to the OPR position. Before coming to the IRS\, Sharyn was Professor of Tax at Cal Poly Pomona and Director of the University’s VITA program. Prior to teaching\, Sharyn was in private practice specializing in tax controversies. As a private practitioner\, Sharyn represented hundreds of individuals\, businesses\, and corporate taxpayers before the IRS\, the Department of Justice Tax Division\, federal and state courts\, and state taxing authorities. These matters involved civil examinations and appeals\, criminal investigations\, and tax collection issues. Before becoming a private practitioner\, Sharyn clerked for the Honorable Maurice Foley\, Judge\, U.S. Tax Court. Sharyn has held leadership roles in several professional organizations. She served as a former Chair of the Tax Policy\, Practice and Legislation Committee for the American Bar Association (ABA). She is a past Chair of the Taxation Section of the Los Angeles County Bar Association and the Taxation Section of the Beverly Hills Bar Association. In 2019\, Sharyn concluded a three-year term as a member of the IRS Advisory Council (IRSAC). She chaired a task force on unenrolled return preparers on behalf of the Standards of Tax Practice Committee for the ABA Taxation Section. She is also a Fellow of the American College of Tax Counsel. Sharyn wrote and spoke extensively before national\, state\, and local tax professional organizations on all aspects of civil and criminal tax controversy issues and ethics in tax practice. Sharyn earned a B.A. in Journalism from San Diego State University\, a J.D. from Rutgers University\, and an LL.M in taxation from the New York University School of Law. \nRobb Longman\, Partner\, Longman & Van Grack\, LLC \nMr. Longman is a managing member at the Bethesda\, Maryland law firm Longman & Van Grack\, LLC. Mr. Longman practice areas include representing his clients’ business matters\, tax planning and litigation\, as well as estate planning. Mr. Longman regularly assists businesses with the drafting of corporate documents\, drafting contracts\, negotiating contracts\, addressing employee agreements\, and formulating succession planning. Additionally\, Mr. Longman has successfully represented many business\, individuals\, and non-profits before the Internal Revenue Service and state taxing agencies. Mr. Longman represents his clients in tax audits\, in the United States Tax Court\, the Maryland Tax Court. He is currently a Council Director of the American Bar Association’s Tax Section and has been the Chair of the Maryland State Bar Association’s Tax Section. \nChristopher S. Rizek\, Member\, Caplin & Drysdale\, Chartered \nChristopher S. Rizek is a member of the law firm of Caplin & Drysdale\, Chartered\, in Washington\, D.C.  He formerly served as Associate Tax Legislative Counsel in the U.S. Treasury Department\, Office of Tax Policy\, where he helped write tax procedural guidance and legislation\, including particularly the Taxpayer Bill of Rights 2 (1996) and the IRS Restructuring and Reform Act of 1998.  He has also previously worked in other Washington law firms and as a Trial Attorney in the U.S. Department of Justice\, Tax Division.  Mr. Rizek has a bachelor’s degree in philosophy from Dartmouth College and received his J.D. and his LL.M. in Taxation from Georgetown University Law Center\, where he is currently an Adjunct Professor.  He has chaired committees and served in numerous other capacities in the D.C. Bar’s Taxation Section\, the American Bar Association Section of Taxation\, and the American College of Tax Counsel.  Mr. Rizek served for eleven years as General Counsel of Caplin & Drysdale\, and for five years as a member and later chairman of the Anne Arundel County Ethics Commission\, and he frequently speaks and writes about tax practice and ethics issues. \nAnita Soucy\, Chief Quality Officer\, Deloitte Tax LLP \nAs Chief Quality Officer of Deloitte Tax LLP\, Anita is responsible for leading the Deloitte’s activities related to matters involving risk\, quality assurance\, and professional and ethical standards applicable to the firm’s tax practitioners. Anita is responsible for consultations regarding tax quality assurance and risk matters\, coordinating quality assurance reviews\, and development of risk and professional practice policies applicable to Deloitte Tax LLP. She is the firm’s lead regulatory liaison with regulators of the tax profession\, including the Internal Revenue Service and the U.S. Department of Treasury. She is responsible for matters pertaining to client confidentiality and privacy for the tax business. She is also responsible for COVID-related business continuity and reopening efforts for Deloitte US Tax.
