She has obtained both Bachelor of Technical Management and Master of Business Administration degrees. Due to the growing number of employees who were experiencing work-related chronic stress\, anxiety\, and depression\, Herschenia decided to shift focus and embark on a new career. Bacharach of the U.S. Court of Appeals for the Tenth Circuit.\nJudge Bacharach authored the popular book Legal Writing: A Judge’s Perspective on the Science and Rhetoric of the Written Word. Judge Bacharach received his B.A. from the University of Oklahoma in 1981 and his J.D. from the Washington University School of Law in 1985. Judge Bacharach was a Law Clerk to the Hon. William J. Holloway\, Jr.\, U.S. Court of Appeals for the Tenth Circuit\, from 1985-1987. From 1987-1999\, Judge Bacharach was engaged in private practice in Oklahoma City. From 1999-2013\, Judge Bacharach was a U.S. Magistrate Judge in the U.S. District Court\, Western District of Oklahoma. DESCRIPTION:**Program hosted in (ET) time zone** \nHosted by the FBA’s Qui Tam Section\, often in cooperation with local FBA chapters\, “The False Claims Act Today” is a discussion series that examines the details of real-life FCA practice in specific jurisdictions. Sessions typically focus on a single federal district and feature an experienced local panel that includes an Assistant U.S. Attorney for the district; a federal judge; a relator-side attorney; and a defense attorney. \nWe hope to resume in-person sessions of “The FCA Today” in 2021\, but for now we are conducting them online via the Zoom platform. For this session on the Western District of Missouri\, attendees can expect a brief overview of the FCA process. \nRegistration for this event is now closed. \n\nAbout the Presenters\nR. Scott Oswald – Chair\, FBA Qui Tam Section (moderator) \nScott Oswald is an accomplished trial lawyer who has brought more than 40 trials to verdict. His cases have recovered more than $300 million in judgments and settlements. A fellow of the prestigious College of Labor and Employment Lawyers\, he received his law degree from Howard University and honed his skills at Trial Lawyers College\, founded by the legendary Gerry Spence. Mr. Oswald litigates employment and whistleblower actions nationwide. His primary areas of focus include white collar criminal defense\, CJA panel representations\, civil business litigation\, and work as an eDiscovery Special Master. Woolery is an Assistant United States Attorney in the U.S. Attorney’s Office for the Western District of Missouri. Ms. Woolery has been with the U.S. Attorney’s Office since 2003\, and she serves as the Affirmative Civil Enforcement (ACE) Coordinator and Civil Health Care Fraud Coordinator. She has experience litigating in state and federal courts and before administrative agencies. Christine has worked on permitting matters for offshore wind farms and worked on litigation relating to the cleanup of contaminated land. \nChinyere Ezie\, Senior Staff Attorney\, Center for Constitutional Rights \nChinyere Ezie is a Senior Staff Attorney at the Center for Constitutional Rights\, where she advocates for racial justice\, gender justice\, Lesbian\, Gay\, Bisexual\, Transgender\, Queer\, and Intersex (LGBTQI) rights\, and challenges governmental abuses of power. Chinyere is lead counsel for transgender rights activist Ashley Diamond in her pathbreaking lawsuits against the Georgia Department of Corrections. She is also the originator of #BoycottPrada\, a viral campaign that led luxury fashion house Prada to change the way it does business when it comes to racial equity and inclusion. Prior to joining the Center for Constitutional Rights\, Chinyere worked at the Southern Poverty Law Center where she brought cases defending the rights of LGBTQI Southerners. She also served as a Trial Attorney at the U.S. Equal Employment Opportunity Commission\, where she litigated employment discrimination cases and secured a $5.1 million jury verdict and historic injunction on behalf of workers who were subjected to religious harassment. DESCRIPTION:Under the Anti-Money Laundering Act of 2020 (the “AML Act”)\, Congress enacted the most significant changes to the Bank Secrecy Act since passing the USA PATRIOT Act in 2001. Our panel of government representatives\, private practitioners\, and industry experts will discuss the implementation of the AML Act and provide practical tips for financial institutions and their advisers. \nHosted by the Banking Law Section \n\nAbout the Presenters\n \nMichael A. Mancusi\, Partner\, Arnold & Porter (Moderator)  \nMichael Mancusi represents domestic and foreign banks\, credit unions\, and other financial services clients in a wide range of state and federal regulatory\, compliance\, and enforcement matters. He also has substantial experience representing clients in government and corporate internal investigations\, including entities subject to anti-money laundering requirements. Mr. Mancusi counsels clients facing complex corporate governance and structural issues and represents clients before key state and federal bank regulatory agencies\, including the Office of the Comptroller of the Currency\, the Federal Reserve\, the FDIC\, the National Credit Union Administration\, the Financial Crimes Enforcement Network\, the Consumer Financial Protection Bureau\, and the Office of Foreign Assets Control. Mr. Mancusi counsels clients on compliance with privacy and data security requirements\, including financial privacy under the Gramm-Leach-Bliley Act\, the Fair Credit Reporting Act\, as amended by the Fair and Accurate Credit Transactions Act\, and the federal E-Sign Act. In addition\, Mr. Mancusi teaches a training program through the Institute for International Bankers on the US anti-money laundering and sanctions program issues that are most relevant to international banks. \nAngelena Bradfield\, Senior Vice President\, AML/BSA\, Sanctions & Privacy\, Bank Policy Institute \nAngelena Bradfield is a Senior Vice President for AML/BSA\, Sanctions & Privacy at the Bank Policy Institute\, where she supports its regulatory affairs department. She previously held a similar position with The Clearing House Association. Prior to her bank policy roles\, she supported comprehensive immigration reform efforts at ImmigrationWorks USA. She also worked on various domestic policy issues at the White House where she served as a staff assistant in both the Domestic Policy Council and Presidential Correspondence offices. She received her MBA in International Business from the University of Edinburgh and a BA in Political Science from the University of California\, Irvine. \nDonna M. Murphy\, Deputy Comptroller for Compliance Risk Policy\, Office of the Comptroller of the Currency\, U.S. Department of the Treasury \nDonna Murphy is Deputy Comptroller for Compliance Risk Policy at the Office of the Comptroller of the Currency\, where she oversees the development of policy and examination procedures for Bank Secrecy Act and anti-money laundering issues\, as well as consumer compliance\, fair lending\, and the Community Reinvestment Act.  She regularly represents the OCC in these areas\, including on the Treasury Secretary’s Bank Secrecy Act Advisory Committee (BSAAG).  Previously\, Donna served as Director of the OCC’s Community and Consumer Law Division\, overseeing legal interpretations\, advice and support on consumer protection\, fair lending\, and community reinvestment issues for the agency.  She also served for more than two decades in the Civil Rights Division of the United States Justice Department\, including as deputy chief in the Housing\, Special Litigation and Voting Sections.  She received her degrees from Yale Law School and the American University in Washington\, D.C. \nAndrea Sharrin\, Managing Director\, Head of Financial Crimes\, Americas and Investment Bank\, Barclays \nAndrea Sharrin is a Managing Director and Head of Financial Crime for the Americas and Investment Bank at Barclays. She is responsible for overseeing the Anti-Money Laundering\, Sanctions and Anti-Bribery and Corruption Compliance programs for businesses operating within the Americas region and for the Investment Bank globally. Prior to joining Barclays\, Andrea served as the Associate Director of the Policy Division in the Financial Crimes Enforcement Network (FinCEN)\, where she led all aspects of FinCEN’s regulatory and strategic policy functions. Prior to this role\, Andrea was Director of FinCEN’s Office of Compliance and Enforcement\, Enforcement Division. Andrea came to FinCEN from the U.S. Department of Justice (DOJ) where she served as Deputy Chief of the Computer Crime and Intellectual Property Section\, Criminal Division; Senior Counsel to the Federal Programs Branch\, Civil Division; and\, as an Assistant U.S. Attorney for the District of Columbia.
