Her books build bravery\, resilience\, and empowerment for moms struggling with the stressors of being single\, divorced\, or in a blended family dynamic; as well as children dealing with social issues\, such as bullying. \nConnor Bifferato \nIan (“Connor”) Bifferato has been a practicing member of the Bar of the Delaware Supreme Court\, United States District Court for the District of Delaware and U.S. Court of Appeals for the Third Circuit for more than 25 years. Connor focuses his practice on\ncomplex litigation\, including commercial\, environmental\, commercial bankruptcy and significant toxic exposure tort cases\, as well as alternative dispute resolution in all of these practice areas. \nWith a success rate of greater than ninety percent\, Connor has mediated hundreds of commercial and complex litigation disputes\, including matters pending in all Delaware state and federal Courts as well appeals from the U.S. Bankruptcy Court for the District\nof Delaware. Connor mediates matters pending in the United States Bankruptcy Courts\, such as secured lender disputes\, preference litigation and creditors rights issues. He also frequently serves as an arbitrator for single and triple panel\, binding and non-binding commercial arbitrations. \nExperienced as lead counsel in complex litigation\, Connor also frequently teams with lawyers from around the country and internationally who need access to Delaware’s Courts\, which are renowned as a primary forum for national and international corporate and complex litigation. \nJudge Christopher S. Sontchi \nChristopher S. Sontchi is an International Judge of the Singapore International Commercial Court and is the former Chief Judge of the United States Bankruptcy Court for the District of Delaware (from which he recently retired). He is a frequent speaker in the United States and abroad on issues relating to corporate reorganizations. He is a Lecturer in Law at The University of Chicago Law School and has taught restructuring to international judges through the auspices of the World Bank and INSOL International. He is also a member of the International Insolvency Institute\, Judicial Insolvency Network\, National Conference of Bankruptcy Judges\, American Bankruptcy Institute and INSOL International. He was recently appointed to the International Advisory Council of the Singapore Global Restructuring Initiative\, and the Founders’ Committee for The University of Chicago Law School’s Center on Law and Finance. \nJudge Sontchi has testified before Congress on the safe harbors for financial contracts. He has also published articles on creditors’ committees\, valuation\, asset sales and safe harbors. \nJudge Sontchi attended the University of North Carolina at Chapel Hill where he was elected to Phi Beta Kappa and obtained a B.A. with distinction in Political Science. He received his J.D. from The University of Chicago Law School\, after which he returned to his native Delaware to serve as a law clerk in the Delaware Supreme Court. \nAmy Boyle \nAmy Boyle currently serves as the Chair Elect of the National Board of Directors for the Federal Bar Association’s Young Lawyers Division and the Programming Co-Chair for the Federal Bar Association’s Alternative Dispute Resolution Section. Amy is a Founding Partner at MJSB Employment Justice in Minneapolis\, Minnesota. She handles all types of employment matters\, with a particular focus on representing women who have experienced sex discrimination\, sexual harassment and assault\, and retaliation at work and whistleblower clients who have reported illegal workplace practices or companies engaged in deceitful conduct. As a member of the Minnesota Women Lawyers\, Amy is also the Co-Chair of its Judicial Initiative. \nAngela Eastman \nAngela Eastman is the Chair of the Federal Bar Association’s Alternative Dispute Resolution Section. She is currently employed as Associate General Counsel for Asante Health System and Adjunct Professor at Pepperdine University Caruso School of Law. Prior to her current employment positions\, Angela worked in private practice for several years providing legal counsel and regulatory compliance services to various health and insurance organizations. Kaliko was named one of the Best LGBTQ+ Lawyers Under 40 by the LGBT Bar in 2021\, and serves on various Hawaiʻi State Bar Association and Federal Bar Association boards and committees. \n  \n \nMelissa Gohlke \nMelissa is an Associate with Cooley LLP. She has extensive experience representing corporations\, financial institutions and service providers\, investment funds\, and individuals in responding to regulatory enquiries and investigating self-identified issues.  She has represented clients before a variety of domestic and international authorities\, including the U.S. DOJ\, SEC\, FINRA\, CFTC\, and the UK SFO and FCA.  She also provides crisis management advice to companies and individuals faced with complex legal and reputational issues. \nPrior to joining Cooley\, Melissa was an associate in Cleary Gottlieb Steen & Hamilton’s DC and London offices. His portfolio spans the globe\, with a focus on promoting workable and consistent tax policy. \nBefore Meta\, Jacob was a Manager at Deloitte’s Washington National Tax practice focusing primarily on US Federal tax policy. He contributed to legislative updates for clients as well as advised foreign entities and embassies on US policy matters. Felipe Restrepo\, U.S. Court of Appeals for the Third Circuit \nLuis Felipe Restrepo was born in Medellin\, Colombia\, was raised in Northern Virginia\, and took the oath of United States citizenship on September 7\, 1993. He graduated from the University of Pennsylvania and Tulane Law School and worked as a Defender in Philadelphia in both the local and federal courts before entering private practice in 1993. He was a partner in the firm of Krasner & Restrepo until June of 2006\, when he was sworn in as a United States Magistrate Judge for the Eastern District of Pennsylvania. He has been an adjunct professor at Temple University James E. Beasley Law School since 1993 and an adjunct professor at the University of Pennsylvania Law School from 1997 to 2009\, where he was appointed the Irving R. Segal Lecturer in advocacy. His varied publications have appeared in The Legal Intelligencer\, The National Law Journal\, and the ABA’s Criminal Justice magazine. President Barack Obama nominated Judge Restrepo to be a United States District Court Judge in November of 2012. He was confirmed by the United States Senate on June 17\, 2013 and received his commission on June 19\, 2013. In November of 2014 President Obama nominated Judge Restrepo to the United States Court of Appeals for the Third Circuit\, he was confirmed by the Senate on January 11\, 2016 and received his commission on January 13\, 2016. Judge Restrepo was nominated by President Trump\, and more recently\, by President Biden to serve on the United States Sentencing Commission. \nIn 1995 Judge Restrepo received the New American/New Freedom Committee Award from the Balch Institute in Philadelphia “in appreciation for outstanding service to the greater Philadelphia community and the nation.” In 2000\, he was awarded the Cesare Beccaria Award by the Criminal Law Section of the Philadelphia Bar Association and the Justinian Society for his commitment to criminal justice issues and teaching services. In 2004\, he received the Gideon Award presented by Temple Law School for demonstrating a commitment to ensuring that competent counsel are afforded to the indigent. In 2010 he was awarded “La Justicia” award by the Hispanic Bar Association of Pennsylvania and the Justice William J. Brennan\, Jr. Distinguished Jurist Award by the Philadelphia Bar Association in recognition for his efforts with the Eastern District of Pennsylvania’s federal prisoner Re-Entry Program. In 2014 he was presented with the “Campeones de la Justicia” award by the Latino Law Students Association of Rutgers Law School. Judge Restrepo was recognized by Stetson Law School with the Cornerstone Award in 2017 in recognition for his contribution to protecting the right to a trial by jury and teaching trial advocacy. Al Dia newspaper recognized his public service with the 2018 Hispanic Heritage Award and in 2019 the NACDL presented him with the Champion of Justice Recognition Award. In 2022 Judge Restrepo was inducted into the Tulane Law School Hall of Fame. \nJudge Restrepo is a past President of the Hispanic Bar Association of Pennsylvania. He has served on numerous boards including the Make a Wish Foundation for Philadelphia and Susquehanna Valley\, the Board of Governors of the Philadelphia Bar Association\, the Philadelphia Bar Association’s Commission on Judicial Selection and Retention\, the Board of Directors of the Defender Association of Philadelphia where he served as a Federal Trustee and Secretary of the Board and the Russell Byers Charter School. \nHon. Sarah D. Morrison\, U.S. District Court of the Southern District of Ohio \nJudge Sarah D. Morrison was nominated to a seat on the United States District Court for the Southern District of Ohio in April 2018 by President Donald J. Trump after she was recommended by Senators Rob Portman and Sherrod Brown and a Bipartisan Judicial Advisory Commission. She was confirmed by the Senate in June 2019. \nShe began her legal career by clerking for the Honorable John D. Holschuh with the United States District Court for the Southern District of Ohio. She then practiced law from 1998 until 2012 at the firm of Chester\, Willcox & Saxbe\, LLP nka Taft\, Stettinius & Hollister\, where her practice concentrated in civil litigation with emphasis on the areas of complex litigation\, employment law and business divorces. \nIn 2012\, Governor John Kasich appointed Judge Morrison to serve as General Counsel for the Ohio Bureau of Workers’ Compensation\, a state agency that serves as an insurance provider for more than 45\,000 employers across the state. After 4 years with the agency\, she was elevated to the position of Administrator/CEO and she served in that role until January 2019. \nHon. Yvonne Y. Ho\, U.S. District Court for the Southern District of Texas \nYvonne Ho was sworn in as a United States Magistrate Judge in March 2022. Before her appointment to the bench\, Judge Ho was a partner at Bracewell LLP who practiced civil appellate law. \nJudge Ho obtained a Bachelor of Music degree from Rice University and a Master of Music degree from the University of Southern California. She subsequently obtained a Juris Doctorate from the University of Houston Law Center\, where she graduated summa cum laude and as valedictorian of her class. After law school\, she served as a law clerk for both the Honorable Ewing Werlein\, Jr. of the United States District Court for the Southern District of Texas\, and for the Honorable Thomas M. Reavley of the United States Court of Appeals for the Fifth Circuit. \nJudge Ho continues to serve on the Board of Directors of the University of Houston Law Alumni Association.  She previously served on the Boards of Directors for the Houston Law Review\, for the Houston Law Review Alumni Association\, and for the Houston Bar Association. \nMyra Din\, U.S. Attorney’s Office for the Eastern District of Michigan \nMyra Din is currently an Assistant United States Attorney in the Eastern District of Michigan\, where she prosecutes a wide array of federal crimes. \nPrior to commencing her current position\, Myra served as a law clerk to the Honorable Gregory A. Phillips on the Tenth Circuit Court of Appeals in Cheyenne Wyoming. Breyer (Retired)\, Associate Justice\, Supreme Court of the United States\nThe Honorable Stephen Breyer is a retired Associate Justice of the Supreme Court of the United States. Born in San Francisco in 1938\, he is a graduate of Stanford\, Oxford\, and Harvard Law School. He taught law for many years as a professor at Harvard Law School and at the Kennedy School of Government. He has also worked as a Supreme Court law clerk (for Justice Arthur Goldberg)\, a Justice Department lawyer (antitrust division)\, an Assistant Watergate Special Prosecutor\, and Chief Counsel of the Senate Judiciary Committee. In 1980\, he was appointed to the U.S. Court of Appeals for the First Circuit by President Carter\, becoming Chief Judge in 1990. In 1994\, he was appointed to the Supreme Court by President Clinton. He has written books and articles about a range of legal topics\, including administrative law\, economic regulation\, and the U.S. Constitution.  His books include Active Liberty (2005)\, Making Our Democracy Work: A Judge’s View (2010)\, The Court and the World (2015)\, and The Authority of the Court and the Peril of Politics (2021). His wife\, Joanna\, was born in Great Britain and is a retired clinical psychologist. They have three children—Chloe\, Nell\, and Michael—and six grandchildren. \n \nKaren L. Dunn\, Partner\, Paul\, Weiss\, Rifkind\, Wharton & Garrison LLP\nKaren L. Dunn is one of the nation’s top trial lawyers.  She has successfully tried some of the largest and most high-profile cases in recent years\, including Epic v. Apple\, Waymo v. Uber\, Malden v. Uber\, and Oracle v. Rimini Street.  Recently\, she won an historic victory in Sines v. Kessler\, the landmark civil rights trial against neo-Nazis and white supremacists responsible for the violence in Charlottesville\, Virginia in 2017.   A veteran of all three branches of government\, and former debate adviser to President Obama\, Secretary of State Hillary Clinton and Vice President Harris\, Karen is also a skilled crisis manager helping companies and executives navigate reputation-threatening events.  Karen was recently named a “Litigator of the Year” by The American Lawyer for handling “high-stakes\, high-profile and hard-fought” cases.  She has also been named a “Litigator of the Week” five times; one of the National Law Journal’s “Outstanding Women Lawyers”; one of Benchmark Litigation’s “Top-10 Women in Litigation” and “Top 100 Trial Lawyers”; and one of Elle Magazine’s “Most Compelling Women in Washington Now.”  Earlier in her career\, Karen served as an Assistant United States Attorney\, Associate Counsel to the President\, and law clerk to Justice Stephen G. Breyer and Judge Merrick B. Garland. \nNeal Katyal\, Partner\, Hogan Lovells\nNeal Katyal is the Paul and Patricia Saunders Professor of Law at Georgetown University and a Partner at Hogan Lovells. He previously served as Acting Solicitor General of the United States.  He has argued 45 cases before the Supreme Court of the United States\, with 45 of them in the last 15 years\, and his 46th argument is expected in October 2022 and his 47th in November 2022. His cases include successfully striking down the Guantanamo military tribunals\, successfully defending the constitutionality of the Voting Rights Act\, successfully defending the Peace Cross in Maryland\, and a landmark personal jurisdiction win for Bristol Meyers Squibb.  At the age of 52\, he has already argued more Supreme Court cases in U.S. history than has any minority attorney\, recently breaking the record held by Thurgood Marshall. His numerous distinctions include: the Edmund Randolph Award (the highest civilian award given by U.S. Department of Justice)\, The Litigator of the Year by American Lawyer (2017 and 2018\, chosen as the sole Grand Prize Winner of all the lawyers in the United States)\, Appellate MVP by Law360 numerous times (most recently in 2017)\, winner of Financial Times Innovative Lawyer Award in two different categories (both private and public law) (2017)\, one of GQ’s Men of the Year (2017)\, 40 Most Influential Lawyers of the Last Decade Nationwide by National Law Journal (2010)\, and 90 Greatest Washington Lawyers Over the Last 30 Years by Legal Times (2008).  Neal also won the National Law Journal’s pro bono award in 2004. He has appeared on virtually every major American news program\, as well as on Stephen Colbert’s Late Show. He has also performed on Netflix’s House of Cards and Showtime’s Billions (where he played himself in both series).  In 2021\, Neal was named a Trustee of Dartmouth College. In 2022\, he was named a Trustee of the Whitney Museum in New York City. \nAlexander A. Reinert\, Max Freund Professor of Litigation & Advocacy and Director\, Center for Rights and Justice\, Benjamin N. Cardozo School of Law\nAlex Reinert is the Max Freund Professor of Litigation and Advocacy and the Director of the Center for Rights and Justice at the Benjamin N. Cardozo School of Law.  Alex joined Cardozo’s faculty in 2007\, after working as an associate at Koob & Magoolaghan for six years\, where he focused on the rights of people confined in prisons and jails\, employment discrimination\, and disability rights. Alex teaches and conducts research in the areas of Civil Procedure\, Constitutional Law\, Criminal Law\, Federal Courts\, and Law of Prisons and Jails.  His articles have appeared in the California Law Review\, Northwestern University Law Review\, Stanford Law Review\, the University of Pennsylvania Law Review\, and the University of Virginia Law Review\, among other journals.  He has appeared on behalf of parties and amicus curiae in many significant civil rights cases.  In 2016 he became the director of the Center for Rights and Justice\, which brings together the scholarship\, programs and clinics at Cardozo engaged in public service\, client advocacy and academic scholarship dealing with issues of fairness\, equality\, access to justice and transparency.  Alex graduated magna cum laude from New York University School of Law in 1999\, after which he clerked first with the Hon. Harry T. Edwards\, D.C. Circuit Court of Appeals\, and then with Justice Breyer. \nPratik A. Shah\, Partner\, Head of Supreme Court & Appellate Practice\, Akin Gump Strauss Hauer & Feld LLP\nPratik Shah is a partner at Akin Gump Strauss Hauer & Feld LLP and heads the firm’s Supreme Court and appellate practice.  Pratik\, who previously served as an Assistant to the Solicitor General in the U.S. Department of Justice\, has argued 16 cases before the U.S. Supreme Court and 60 more in other federal and state appellate courts—including in every circuit.  Pratik has also taught constitutional law\, and clerked for Justice Stephen G. Breyer on the U.S. Supreme Court and Judge William A. Fletcher on the U.S. Court of Appeals for the 9th Circuit. \nModerator: Sara A. Historically\, transportation infrastructure in Tribal communities has been underfunded\, which has resulted in hardships to Tribal communities. In recognition of this underinvestment and its consequences\, the Bipartisan Infrastructure Law (BIL or Infrastructure Investment and Jobs Act) increased investment in Tribal community transportation infrastructure. This program will highlight transportation programs in the BIL specifically designed to support Tribes\, as well as select other programs in the BIL that Tribes are eligible to apply for funding under\, and which may be used to advance equity and Tribal sovereignty. The discussion will also focus on the Tribal Transportation Self-Governance Program\, which was authorized by the FAST Act and provides Tribes with greater control\, flexibility\, and decision-making authority over federal funds used to carry out Tribal transportation programs\, functions\, services and activities in Tribal communities. She provides affirmative asylum representation\, through Human Rights First’s Project Afghan Legal Assistance (PALA)\, and serves as a Foreign and Comparative Law Consultant to the Law Library of Congress.  Ms. Karimi is active in offering pro bono immigration services\, including removal defense.  She is a graduate of American University\, Washington College of Law\, and Azad University of Tehran. Ms. Karimi is a member of the Federal Bar Association Immigration Law Section (FBA ILS)\, and American Immigration Lawyers Association (AILA). \nPeter Roudik is an Assistant Law Librarian of Congress for Legal Research. He coordinates research on all issues of U.S.\, foreign\, comparative\, and international law for Congress and other branches of government. He also provides research on the laws of Russia and other former Soviet republics.  Before joining the Law Library in 1996\, Dr. Roudik worked as a research scholar at the University of Chicago Law School\, served as a legal advisor to the Russian Parliament\, and taught law at the Moscow Institute of Technology.  He holds an MA from the U.S. Naval War College\, a JSD from the Institute of State and Law of the Russian Academy of Science\, and a JD from the State University of Moscow.  Dr. Roudik is a member of the DC Bar. He has been a guest lecturer at Howard and Tufts Universities.  He has been featured at various professional conferences and his articles on legal developments in the countries of his jurisdiction have been published in legal periodicals in the U.S. and abroad. \nBarbara Bavis is the Bibliographic and Research Instruction Librarian for the Law Library of Congress. In this position\, she organizes the Law Library’s legal and legislative research class offerings\, provides presentations to a wide range of patrons¾congressional staff members\, federal government employees\, and members of the public. She also provides legal research services to patrons\, both at the reference desk in the Law Library Reading Room and via the Law Library’s Ask a Librarian service. Before joining the Law Library of Congress in 2012\, Ms. Bavis was a practicing attorney at LeClairRyan\, a former National Law Journal Top 250 firm\, where she represented clients in a range of immigration\, labor and employment\, and civil cases. Ms. Bavis then went on to provide reference services for the Department of Justice Libraries system before serving as the Faculty Services Librarian at Lincoln Memorial University’s Duncan School of Law. There\, she was responsible for assisting faculty members with the publication process\, administrating the Student Research Assistant Program\, and teaching in the Lawyering Skills Program\, where she provided classes on legal research and writing. Ms. Bavis holds a BA in history from Duke University\, a JD from the University of North Carolina School of Law\, and an MSLS with a specialization in law librarianship from Catholic University. Sessions typically focus on a single federal district and feature an experienced local panel that includes an Assistant U.S. Attorney for the district; a federal judge; a relator-side attorney; and a defense attorney. This online-only event will be conducted via Zoom and will spotlight the Southern District of New York. \nThis event does not offer CLE credit. Registrants will receive Zoom login details on the day before the event. \nRegistration is Closed \n\nAbout the Presenters\nHon. Richard J. Sullivan\, Circuit Judge\, U.S. Court of Appeals for the Second Circuit \nRichard J. Sullivan was sworn in as a Judge on the United States Court of Appeals for the Second Circuit in October 2018.  Before that\, Judge Sullivan served for eleven years as a trial judge on the United States District Court for the Southern District of New York in Manhattan. Prior to becoming a judge\, he was General Counsel and Managing Director of Marsh Inc.\, the world’s leading risk management and insurance brokerage firm. From 1994 to 2005\, he served as an Assistant United States Attorney in the Southern District of New York\, where he was Chief of the International Narcotics Trafficking Unit and Director of the New York/New Jersey Organized Crime Drug Enforcement Task Force. In 2003\, he was awarded the Henry L. Stimson Medal from the Association of the Bar of the City of New York. In 1998\, he was named the Federal Law Enforcement Association’s Prosecutor of the Year. \nAlee Scott\, Chief\, Civil Enforcement Division\, Medicaid Fraud Control Unit\, Office of the New York State Attorney General \nAlee N. Scott is Chief of Civil Enforcement for the New York Attorney General’s Medicaid Fraud Control Unit (“MFCU”).  As MFCU’s Civil Chief\, she is part of the management team responsible for directing the implementation of MFCU’s Strategic Plan and stated mission:  to pursue civil recoveries arising from Medicaid provider fraud; to protect all New York State (“NYS”) nursing home residents from abuse and neglect; and to protect the integrity of the NYS Medicaid Program. Ms. Scott supervises attorneys and other team members\, such as auditors and investigators\, to develop effective investigative planning techniques\, optimize efficient use of the Unit’s resources\, and evaluate and analyze civil claims and resolutions consistent with the MFCU Strategic Plan. In 2021\, MFCU’s civil recoveries totaled approximately $73 Million. \nPrior to her appointment to Chief in 2019\, Ms. Scott served as Special Assistant Attorney General in the Civil Enforcement Division and worked with interdisciplinary teams to investigate and prosecute complex Medicaid provider fraud schemes.  Before she joined the Office of the Attorney General in 2014\, she worked as an associate at Constantine Cannon\, LLP in the firm’s antitrust and commercial litigation practice\, and represented clients in all stages of federal litigation. \nRebecca S. Tinio\, Co-Chief\, Civil Frauds Unit\, U.S. Attorney’s Office\, Southern District of New York \nRebecca S. Tinio is Co-Chief of the Civil Frauds Unit in the U.S. Attorney’s Office for the Southern District of New York. In that capacity\, Ms. Tinio supervises nearly two hundred active investigations and litigations involving alleged fraud on the Government and on financial institutions\, including in the areas of health care\, federal grants and special programs\, contracts\, customs\, and many more. Ms. Tinio also has substantial experience in handling significant defensive matters on behalf of the United States. Before joining the U.S. Attorney’s Office\, Ms. Tinio was an associate at a New York litigation boutique\, and clerked for Judge Keith P. Ellison in the Southern District of Texas and Judge Barrington D. Parker\, Jr. on the Second Circuit.
