Bonner\, Deputy Chief Counsel\, Field Operations\, Transportation Security Administration (Moderator) \nBryan Bonner is the Chief Counsel senior executive for TSA Security Operations senior executive leadership on all legal\, operational\, policy\, and risk management matters. TSA Security Operations holds responsibility for all domestic transportation security operations\, leads over 46K employees\, and manages $4B+ annual budget. Through 60 geographically dispersed attorneys\, Bryan manages the delivery of in house legal services to over 160 TSA senior executives responsible for transportation security at 450 nationwide airports. Bryan has served as TSA’s principal operational law attorney\, spearheading agency wide legal support to the TSA Critical Incident Management Group for Hurricanes Harvey\, Irma\, Maria\, Florence\, as well as the Yemen 2010 transatlantic aircraft bomb plot\, and the 2009 Christmas Day “Underwear Bomber.” Promoted through roles of increased scope and accountability\, Bryan has served in several key positions within the TSA Chief Counsel’s Office. Additionally\, Bryan served as Counselor to the Aviation National Intelligence Manager Director with the Office of the Director of National Intelligence (ODNI). In this role\, Bryan provided legal and policy advice and guidance regarding aviation intelligence within the Intelligence Community. Bryan also help spearhead the creation of Aviation Domain Intelligence-Integration and Analysis Cell (ADIAC)\, established by Transportation Security Administration (TSA) in collaboration with ODNI and aviation security partners whose objective is to bring industry and government professionals together to share sensitive and classified information regarding aviation security to enhance information sharing and intelligence integration within global aviation community.Before joining TSA\, Bryan held a variety of senior legal positions as an Assistant Staff Judge Advocate with the United States Air Force and the Federal Reserve Board. As an Assistant Staff Judge Advocate\, Bryan served as the Chief of Labor Law/Employment Law\, Chief of Military Justice\, Special Assistant United States Attorney (SAUSA)\, and Appellate Defense Counsel\, over multiple assignments. Bryan has served as a long time mentor with the Department of Homeland Security\, Office of the General Counsel’s Honor’s Attorney mentor program\, as well as the TSA Chief Counsel’s Summer Intern program. Outside of TSA\, Bryan is an Adjunct Professor of Practice at Washington & Lee University\, School of Law and serves as Vice Chair on the Board of Trustees at Browne Academy in Alexandria\, VA. Bryan graduated from the University of Virginia (1990) with a Bachelor of Arts in Philosophy and the College of William and Mary Law School (1993) with a Juris Doctor. \nChristopher R. Bidwell\, Senior Vice President\, Security for Airports Council International – North America (ACI-NA) \nChristopher Bidwell was named Senior Vice President\, Security for Airports Council International – North America (ACI-NA) in January 2019. In this position\, he is responsible for leading the association’s efforts on aviation security and oversight of ACI-NA’s regulatory activities. Bidwell serves as a subject matter expert\, providing guidance on security policy\, monitoring domestic and international aviation security developments as well as regulatory actions and programs affecting security at North American airports. Bidwell represents industry aviation security interests as a member of several Department of Homeland Security (DHS) and Transportation Security Administration (TSA) committees and working groups. He chairs the DHS Aviation Sector Coordinating Council (ASCC) and serves as the vice chair of the TSA Aviation Security Advisory Committee (ASAC)\, providing recommendations to further enhance aviation security. \nThomas Bush\, Deputy Executive Assistant Administrator for Operations Support\, Transportation Security Administration \nThomas Bush was named the Deputy Executive Assistant Administrator for Operations Support in March 2020. He is currently leading the Business Resumption Task Force\, which is charged with the planning and coordination of TSA’s return to full operations\, as well as the future state of operations\, following the COVID-19 pandemic. He comes to Operations Support from the Intelligence and Analysis program office where he served as the Assistant Administrator since November 2015. He was previously the Deputy Assistant Commissioner for the Office of Intelligence with U.S. Customs and Border Protection. Prior to his role as CBP\, Bush served a two-year assignment as the Senior Advisor to the Secretary of Homeland Security on Vetting and Intelligence systems. Bush began his career in 1991 as a program analyst for the Department of Defense Strategic Defense Initiative and entered the U.S. Customs Service in 1994. During his tenure\, Bush served as a program manager for the Office of Field Operations\, the Director of Analytical Development for the Office of Strategic Trade\, and Director of Targeting and Analysis Systems in the Office of Information and Technology. In 2006\, Bush joined the Office of Anti-Terrorism\, where he served as the Deputy Executive Director. Bush was appointed to the Senior Executive Service in 2010 as the Executive Director for Intelligence and Targeting where he was responsible for supporting the counterterrorism mission of U.S. Customs and Border Protection through the collection and analysis of advance traveler and cargo information\, providing front line officers with targeting indicators on high-risk movements approaching the border. \nGraham Keithley\, Assistant General Counsel\, Airlines for America \nGraham Keithley is Assistant General Counsel for Airlines for America\, serving as legal counsel to member airlines on a range of regulatory issues at the international\, federal\, state\, and local levels.  His portfolio includes matters regarding safety\, security\, and public health regulations\, consumer protections\, accommodations for passengers with disabilities\, and drug and alcohol testing.  Prior to joining A4A in 2019\, Graham was an attorney in top aviation practices at major law firms\, including Baker McKenzie and Jones Day. \n  \nRonald A. Pavlik\, Jr.\, Chief\, Metro Transit Police\, Washington Metropolitan Area Transit Authority \nChief Pavlik rose through the ranks of the Metro Transit Police Department to be appointed Chief in 2013\, following 24 years of service with the Washington Metropolitan Area Transit Authority (WMATA).  Chief Pavlik leads the only tri-state police department in the United States\, with an authorized strength of 461 officers\, 144 special police officers and 89 civilian staff. Over the course of her career\, she has held senior positions in the US Attorney’s Office for the Southern District of New York (SDNY)\, the New York State Department of Financial Services (DFS) and the New York City Law Department. As City Attorney\, Sharonda was the lead attorney handling the most comprehensive police consent decree in the history of the United States.  At the same time\, she represented the City in another consent decree aimed at reforming the Orleans Parish Jail\, which was then-recognized as one of the worst prisons in America.   Both of those consent decrees required Sharonda to engage in negotiations with the United States Department of Justice on a near daily basis.  Sharonda also was the lead attorney representing the City in settling a more than 30-year dispute relating to back pay and pension issues for the New Orleans Firefighters. Sharonda had served as Chief Deputy City Attorney from October 2011 until May 2013.  Prior to joining the City of New Orleans\, Sharonda was a partner in the general litigation section at Sher Garner\, where she handled cases ranging from construction disputes\, medical malpractice\, insurance coverage disputes\, entertainment law contract negotiations\, intellectual property licensing issues\, and bankruptcy adversary proceedings. Walsh\, Professor of Law\, University of Richmond School of Law  \nProfessor Kevin C. Walsh is a professor at the University of Richmond School of Law. Professor Walsh teaches and writes in the areas of federal jurisdiction and constitutional law. His scholarship focuses on doctrines that define the scope of federal judicial power\, and has appeared in the Stanford Law Review\, New York University Law Review\, the University of Chicago Law Review\, and the Notre Dame Law Review\, among other venues. Prior to joining the Richmond Law faculty in 2009\, Professor Walsh was a Visiting Assistant Professor at Villanova University School of Law. To strengthen and improve public transportation\, Ms. Hanson coordinates with stakeholders to develop transit security\, risk and emergency management standards and policies. Hanson performs peer reviews and assists with safety audits and serves as an advocate for transportation security as well as a source matter expert on transit security\, risk and emergency management issues and concerns. Previously Ms. Hanson was the Chief of Police for AMTRAK where she led a national police department responsible for protecting over 30 million passengers and 20\,000 employees. Prior to Amtrak\, Polly was a career SES 1811 serving as the Director of the Office of Law Enforcement and Security for the Department of the Interior. At the Metropolitan Police Department in Washington D.C.\, Polly was the Executive Director\, Strategic Services Bureau where as a civilian Assistant Chief she oversaw the development of policy and procedures\, tactical crime analysis and research\, strategic planning\, applicant and promotional testing. Polly began her career at the Washington Metropolitan Area Transit Authority (WMATA) where she progressed through the ranks. USMEPCOM is responsible for the processing and enlistment of all applicants into the Uniformed Services.  In this role\, he has responsibility for all labor and employment legal actions taken against or by the Command.  He handles on average over 40 Merit Systems Protection Board actions\, 30 Equal Employment Opportunity Commission discrimination suits\, and multiple Federal Labor Relations Authority actions.  He is responsible for over 3\,000 civilian employees at 66 sites nationwide (including Puerto Rico) for a joint command with direct reporting to the Office of the Secretary of Defense.  Dan is one of two ethics counselors for the Command and reviews contracts for fee-based providers totaling over $200\,000\,000 a year.  He is also a Captain and acting Brigade Judge Advocate for the 420th Engineer Brigade\, Bryan Texas. DESCRIPTION:Panelists Anam Rahman\, Ben Levey\, and Courtney Madsen\, will review the myriad of challenges asylum seekers and asylees currently face\, from the Trump Administration’s drastic changes to asylum in the United States\, to the mass layoffs that occurred due to the COVID-19 pandemic. Panelists will offer solutions where possible\, providing guidance on submitting comments on the Trump administration’s most recent proposed Asylum rule\, sharing best practices for helping clients access social services and support during these difficult times\, and discussing how to help clients navigate the uncertainty we are all facing. \nRegistration for this event has passed. \n\nAbout the Presenters\nBen Levey (Asylee Outreach Specialist\, HIAS) manages the Maryland Asylee Outreach Project\, an effort to help asylees in Maryland access the benefits and services to which they are entitled. The Asylee Outreach Project is funded by the Maryland Office for Refugees and Asylees. Under the auspices of the project\, Ben designed asyleeoutreach.org\, a multi-language website aimed at helping asylees\, attorneys\, and other advocates learn more about the benefits available to asylees. Ben also serves as the current Chair for RCUSA’s Asylum Services Working Group\, working closely with colleagues nationwide to help facilitate the integration of asylum seekers and asylees. Prior to joining HIAS\, Ben completed a teaching fellowship through Princeton in Asia. Ben graduated Phi Beta Kappa from Northwestern University and was born and raised in Milwaukee\, Wisconsin. He is committed to working toward collective liberation\, and he speaks Spanish and is conversant in Thai. \nCourtney Madsen started working in refugee resettlement in 2007. She has worked both in local resettlement offices and in the national program offices to assist refugee and asylees from around the world who have come to the United States seeking safety in a new community. She has a MA in International Studies – Middle East from the University of Washington in Seattle\, and currently serves as the office director for the Church World Service Jersey City resettlement office. \n  \nAnam Rahman is a partner at the law firm Calderón Seguin PLC located in Fairfax\, Virginia. Her immigration practice covers a broad array of matters including nonimmigrant and immigrant visas\, family-sponsored petitions\, waivers of inadmissibility\, asylum\, humanitarian relief\, and all forms of relief from removal. Anam specializes in asylum and removal defense\, including direct representation of detained individuals\, and regularly appears before the Arlington and Baltimore Immigration Courts. She also represents clients in seeking affirmative forms of relief as well as appellate and federal work before the Board of Immigration Appeals\, Administrative Appeals Office\, U.S. District Court for the Eastern District of Virginia\, and U.S. Court of Appeals for the Fourth Circuit. Additionally\, Anam is an Adjunct Professor at Georgetown Law School\, teaching the Women and Immigration Fieldwork Practicum\, and a Board Member of AsylumWorks. Leung\, Magistrate Judge\, District of Minnesota \nThe Honorable Tony N. Leung is the first Asian Pacific American judge in\nMinnesota. Before his appointment to the federal bench\, Judge Leung served for nearly 17 years as a state District Court Judge in Minnesota’s Fourth Judicial District in Hennepin County. McCarthy\, Magistrate Judge\, Southern District of New York \nJudge McCarthy was sworn in as a United States Magistrate Judge for the Southern District of New York on April 14\, 2014. Brieant United States Courthouse in White Plains. \nFrom January 2011 until her appointment\, Judge McCarthy was Executive Vice President & General Counsel of the New York Power Authority\, where she served as NYPA’s chief legal officer and supervised a staff of 30\, including the authority’s Corporate Secretary and Chief Ethics & Compliance Officer. Judge McCarthy was a member of the authority’s executive management team and advisor to the Board of Trustees. \nPrior to joining the Power Authority\, Judge McCarthy was Assistant Attorney General-in-Charge of the New York State Attorney General’s Westchester Regional Office\, where she prosecuted complex public advocacy cases and supervised attorneys representing the state\, its agencies\, and officers in all phases of civil litigation affecting Westchester\, Rockland and Putnam Counties. \nFrom 1998 to 2002\, Judge McCarthy served at the New York City Human Resources Administration\, rising to be First Deputy General Counsel\, and the New York City’s Corporation Counsel’s Office from 1992 to 1998\, ultimately serving as a Deputy Assistant Chief in the General Litigation Division. Prior to entering on duty with the court\, she was in private practice\, where she represented a broad range of clients in both state and federal trial and appellate courts\, including the United States Supreme Court. Dr. Del Carmen has been responsible for police academies\, training\, racial profiling and biased based policing data analysis as well as the application of police performance measures. Douglass\, Partner\, Sheppard Mullin\nFor more than three decades\, David has drawn on his criminal and civil trial experience to advise and represent healthcare and life sciences companies\, government contractors and other highly regulated business in government investigations\, litigation and\, of course\, trial. David is often lead trial counsel in federal courts\, including Washington\, D.C.\, Maryland\, Virginia and New York. DESCRIPTION:In his presentation\, A Judge’s Perspective on the Science and Art of Legal Writing\, Judge Bacharach will illustrate principles from his recently published book (ABA Press)\, entitled Legal Writing–A Judge’s Perspective on the Lessons from Science and Rhetoric. Judge Bacharach’s presentation draws on lessons from the field of psycholinguistics\, which involves the study of how the human brain processes and stores language. For example\, psycholinguistics have studied how quickly or slowly we read particular types of passages\, how the human brain filters written language\, and how the brain stores certain information for recall and not other information. But the presentation is not an academic foray into science. \nJudge Bacharach’s presentation uses these scientific principles to show how attorneys\, judges\, and law students can improve the clarity and memorability of their legal writing. The book illustrates these lessons with examples from well-known advocates and orators\, showing how we can apply the same principles to our own legal writing. \n\nAbout the Presenter\n \nHon. Robert Bacharach\, U.S. Court of Appeals for the Tenth Circuit \nJudge Bacharach was appointed in March 2013 as a United States Circuit Judge for the Tenth Circuit Court of Appeals. He graduated with High Honors from the University of Oklahoma with a B.A. in History and obtained his Juris Doctorate from Washington University School of Law in St. Louis\, where he graduated Order of the Coif. In law school\, he also served as the Developments Editor of the Washington University Law Quarterly. \nUpon graduation from law school\, Judge Bacharach clerked for Judge William J. Holloway\, Jr.\, who was then the Chief Judge of the Tenth Circuit Court of Appeals. After completing this clerkship\, Judge Bachaarach practiced civil litigation at Crowe & Dunlevy in Oklahoma City. He then served as a U.S. Magistrate Judge in the Western District of Oklahoma until 2013\, when he was appointed to the Tenth Circuit Court of Appeals. \nWithin the Federal Bar Association\, Judge Bacharach has served as Vice President for the Tenth Circuit\, Chairperson for the Chapter Activity Grant Committee\, and President of the Oklahoma City Chapter. In 2006\, Judge Bacharach was honored with the Earl W. DESCRIPTION:In 1976 and 1998 Congress extended the terms of copyright.  Congress intended for authors to receive the full economic benefit of the extended copyright terms by granting authors and their heirs inalienable rights to recapture copyrights.  These recaptured copyrights\, vesting free of all prior grants\, could then be re-licensed on economic terms favorable to authors.  To protect authors’ families from disinheritances\, late-life lovers or squabbles among over-reaching heirs\, Congress preempted state inheritance law and created statutory heirs. \nCongress’ statutory scheme benefitting authors and their families has been threatened by recent decisions of the Second and Ninth Circuits that have generated a recent cert petition to the Supreme Court in Steinbeck v. DESCRIPTION:Originally scheduled for the in-person Indian Law Conference\, this webinar will bring facets of the coveted conference to your personal device. Federal laws affecting employment are well-established yet can be often silent when it comes to its application for Indian tribes. Tribes have also been enacting employment related laws to help their economy and protect their workforce. Examined from both the private sector and tribal perspective\, presenters will cover strategies\, methods\, and best practices for practitioners to better represent clients and tribal nations. Tribal leaders\, attorneys\, and advocates are encouraged to attend for professional development and CLE credit.  \nRegistration is now closed \n\nAbout the Presenters\nDaniel Press has provided legal and Washington representation assistance to Indian tribes\, Indian organizations\, and companies doing business with tribes for over 40 years. Dan assists tribes with strengthening their tribal governments by helping them develop and implement ordinances that exercise the tribe’s sovereign authority in such areas as employment rights and labor relations. He has helped to establish a range of entities designed to promote economic development in Indian country\, including creative use of the special 8(a) rights Congress has provided to tribes and the first multi-tribally owned financial institution. He has also counseled tribes to obtain legislation awarding them hundreds of millions of dollars in land claims settlements\, new health facilities\, and new authority to promote employment on their reservations. He has special knowledge of Indian land issues\, including rights of ways and leases on Indian land and the unique legal issues that arise when doing business on reservations and assisted companies to negotiate various agreements with tribes regarding land use. \n \n  \nDennis Puzz currently leads the legal department as General Counsel for the Stockbridge-Munsee Community and practices in the areas of employment law\, gaming law\, taxation\, economic development and litigation (when necessary).  Dennis has held various in-house positions from staff attorney to general counsel with multiple tribes\, outside counsel with a mid-sized law firm in Minneapolis and has been the Executive Director for his own tribe (Yurok).  \n  \n  \nKaighn Smith\, Jr. leads Drummond Woodsum’s nationwide Tribal Nations Practice Group.  A litigator\, Kaighn fights for tribal nations in the federal\, state\, and tribal courts across the country.  He has won cases in a wide range of areas\, including jurisdiction and sovereignty disputes\, gaming matters\, labor and employment relations\, land-in-trust and environmental matters\, and fishing and water rights.  Kaighn serves as Associate Reporter (with Professors Matthew L.M. Fletcher and Wenona T. Singel) for drafting the American Law Institute’s Restatement of the Law of American Indians (forthcoming 2021). He is the author of Labor and Employment Law in Indian Country\, published in 2011 with the Native American Rights Fund and is currently working on the next edition.  Kaighn is ranked by his peers in Chambers USA for the category of Native American Law\, and he teaches Federal Indian Law at the University of Maine School of Law.  \n\nRegistration\nRegistration is now closed \nCancellation Policy \nNo refunds will be made for cancellations received after the close of business on May 27\, 2020. Panelists Jan Pederson and Chris Richardson will discuss visa issuance to approved J-1 doctors and also opportunities to expedite the process to bring nurses and other medical personnel to the US during the present pandemic. \nRegistration is now closed \n\nAbout the Presenters\n \nRecognized by The Washington Post as one of “seven leading lawyers” in Washington\, D.C.\, Ms. Pederson has been dedicated to the practice of immigration and nationality law for over twenty years. Ms. Pederson has successfully represented thousands of clients – including renowned physicians\, Fortune 500 companies\, television networks\, entertainers\, and healthcare providers of all sizes – and is masterful at resolving complex immigration issues. Ms. Pederson is a leading advocate for the rights of J-1 Physicians in the United States and has been key to the passage of legislation to benefit them. She is also the publisher of J-1 Physician News and lectures nationally and internationally to foreign physicians. She seeks solutions for her clients beyond the immigration laws and does not hesitate to seek assistance from the White House and Congress if necessary. She has been a key advocate on the restoration of the National Interest Waivers for J-1 Physicians and in increasing the Conrad State 20 J-1 Waiver Program within the Conrad State 30 Program. \nMs. Pederson served as president of the Washington\, D.C. She is the founder and Editor of J-1 Physicians News\, a newsletter focusing on issues of concern to J-1 physicians. \n \nChristopher Richardson is an immigration attorney and former U.S. Diplomat. He has a wide range of experience as an immigration attorney in providing strategic corporate immigration counsel to clients ranging from small and medium-sized companies to finance\, consulting\, accounting\, educational services and healthcare services industries. He also works on pro bono immigration cases including asylum for unaccompanied minors and advising non-profit groups and legal clinics on a range of consular-related issues. \nRichardson was a Foreign Service officer for 7 years. He served in various roles including Deputy Consular Section Chief\, American Citizens Services Chief\, Immigrant Visa Chief\, and Nonimmigrant Visa Chief with assignments in Nigeria\, Nicaragua\, Pakistan\, and Spain.
