SUMMARY:Section on Taxation: IRS Collections\, CSEDs\, DOJ Reducing Assessments to Judgment and Enforcement Suits
DESCRIPTION:Mr. Pontius will discuss IRS collections for taxpayers with large balances due and review collection alternatives for cases that are near the end of their collection statute expiration dates (CSEDs). If the taxpayer is unable to resolve the balance due with the Revenue Officer and the Revenue Officer has determined that the taxpayer has large collectible assets that the taxpayer will not liquidate to pay the IRS\, then the IRS may refer that case to the Department of Justice to reduce that claim to judgement. SUMMARY:Dialogues on Racial Justice Series: Law Enforcement in the United States
DESCRIPTION:The FBA’s Diversity and Inclusion Standing Committee and the FBA’s Professional Development Task Force are pleased to invite you to the second installment of the Dialogues on Racial Justice Series.  This virtual\, 90-minute CLE program will consist of a panel discussion that addresses the benefits and detriments of the legal doctrine of qualified immunity\, which substantially limits the liability of police officers and other government officials in civil rights cases. The panelists will also delve into topics regarding the relevance and enforcement of consent decrees\, the direct and indirect implications of police brutality on minority communities\, and the challenges associated with meaningful reform in law enforcement. \n\nAbout the Speakers\nHon. Andre M. Davis\, U.S. Court of Appeals for the Fourth Circuit (Ret.) – Moderator\nDuring a thirty-year judicial career starting in 1987\, Davis served as an Associate Judge on the District Court of Maryland for Baltimore City; as an Associate Judge on the Circuit Court for Baltimore City; as federal district judge on the U.S. District Court for the District of Maryland; and as a federal appellate judge on the Court of Appeals for the Fourth Circuit. In September 2017\, Davis retired fully from service as a judge to become City Solicitor\, as Head of the Law Department\, of Baltimore. There\, he managed a department of approximately 110\, including 70 lawyers who represent the City in all civil legal matters.  In his role as counsel to the Baltimore City Police Department\, he was at the forefront of the City’s implementation of the federal court consent decree requiring broad policing reforms. He retired as City Solicitor in February 2020. \n \nJonathan Aronie\, Partner\, Sheppard Mullin; Consent Decree Monitor\, New Orleans\nJonathan Aronie is a partner at Sheppard Mullin where he is the Leader of the firm’s Government Contracts\, Investigations\, and International Trade Practice Group and is a former Managing Partner of the Washington\, D.C. office.  Jonathan also is a founding member of the firm’s Organizational Integrity Group\, a cross-disciplinary team of litigators\, regulatory specialists\, federal monitors\, and ex-prosecutors with extensive experience helping organizations prevent and defend against challenges to their organizational integrity.  After graduating from Brandeis University (1990) and Duke University School of Law (1993)\, during which he worked with the United States Attorney’s Office in North Carolina\, Jonathan served as a law clerk to the Honorable Judge Patricia Wynn on the DC Superior Court.  In the early 2000s\, Jonathan served as the Deputy Independent Monitor over the Memorandum of Agreement between the Department of Justice and the DC Metropolitan Police Department. In August 2013\, Jonathan was appointed as the lead monitor over the New Orleans Police Department Consent Decree\, a position he continues to hold. Jonathan is the co-founder of the Georgetown/Sheppard Mullin Active Bystandership for Law Enforcement (ABLE) Project and the chair of ABLE’s Board of Advisors and Corporate Advisory Board. \nTerree A. Bowers\, Counsel\, Arent Fox\nTerree has extensive experience in criminal\, civil\, and municipal law and previously served as the US Attorney for the Central District of California and the Chief Deputy City Attorney for Los Angeles. He brings more than 35 years of experience in corporate investigations\, crisis management\, securities fraud\, criminal and civil RICO cases\, banking and financial institution fraud\, the Foreign Corrupt Practices Act (FCPA)\, the False Claims Act (FCA)\, civil rights actions\, political corruption and campaign contribution issues\, government contracting\, health care fraud and regulatory matters\, pharmaceutical issues\, environmental criminal and regulatory matters\, employment issues\, customs\, tax fraud\, antitrust issues\, insurance coverage\, California Unfair Competition (Section 17200) cases and a variety of other complex litigation matters. Before joining Arent Fox\, Terree served as the US Attorney for the Central District of California\, where he supervised the work of the Criminal\, Civil\, Tax\, and Asset Forfeiture Sections. After serving as the US Attorney\, Terree became the Chief Deputy City Attorney for Los Angeles and supervised more than 525 attorneys. In 1994\, the Department of Justice selected Terree to serve as a US representative on the Yugoslavia War Crimes Tribunal (ICTY). \nHon. Susie Morgan\, U.S. District Court for the Eastern District of Louisiana\nJudge Morgan graduated from the LSU Law Center where she was a member of the Order of the Coif. After graduation\, she clerked for Judge Henry Politz who served as Chief Judge of the United States Fifth Circuit Court of Appeal. Judge Morgan was a civil trial lawyer before becoming a United States District Court Judge for the Eastern District of Louisiana on March 30\, 2012. Four months after her appointment\, on July of 2012\, Judge Morgan was assigned the New Orleans Police Department Consent Decree\, which she has described as a life-changing experience. Over the years\, Judge Morgan has devoted much of her judicial time and energy to working with the NOPD and her team of federal monitors toward implementation of the decree. \nBhavani Raveendran\, Partner\, Romanucci & Blandin\, LLC\nBhavani Raveendran is a Partner at Romanucci & Blandin\, LLC where she works on behalf of plaintiffs on civil rights\, police misconduct\, sexual abuse and wrongful death cases. Bhavani focuses much of her work on civil rights actions in federal court across the country as well as here in Illinois. Bhavani has first-chaired federal and state trials and received numerous settlements for her clients\, notably including a $21.3 million verdict for a family devastated by a police pursuit and representing the family of George Floyd in their civil lawsuit against the City of Minneapolis. Bhavani is the chair of the Police Misconduct Litigation Group for the American Association of Justice and the vice-chair of the Human and Civil Rights Section Council for the ISBA. \nKeenan J. Saulter\, Principal\, Saulter Law P.C.\nKeenan J. Saulter is an Alumnus of Howard University School of Law and has practiced for 21 years. He is the Principal of Saulter Law P.C. where he focuses his practice on Civil Rights and Personal Injury matters\, he has generated more than $15 Million in jury verdicts and settlements since 2014. Keenan is a Member of the Trial Bar for the Federal District Court for the Northern District of Illinois\, and is admitted to practice before the Seventh Circuit Court of Appeals\, and the Federal District Court for the Central District of Illinois. SUMMARY:Webinar: A Practitioner’s Guide to Evaluating Wrongful/Reversed Conviction Claims
DESCRIPTION:Joel Rudin\, a criminal defense attorney\, and Jabbar Collins\, then a State inmate\, met in 2002 while Jabbar was incarcerated in Greenhaven Correctional Facility serving a 34 years to life sentence for a murder he steadfastly claimed he did not commit.  At the time\, Jabbar was a quintessential jailhouse lawyer\, helping numerous other inmates and winning several their release\, but he let Joel know he was not yet ready to discuss his own conviction.  A few years later\, after completing his reinvestigation of his own case from prison\, Jabbar was ready to discuss it\, having accumulated a remarkable array of evidence undermining every part of the case against him.  Together\, they overcame a denial of their motion to vacate Jabbar’s conviction in state court and\, after four years of litigation\, won an extraordinarily rare grant of federal habeas corpus relief under which any retrial in state court in Brooklyn\, NY\, was barred.  Thereafter Jabbar and Joel successfully litigated Jabbar’s claims for damages for unjust conviction in the NY Court of Claims and for violations of Jabbar’s federal constitutional rights in a federal Section 1983 civil rights action\, recovering a total settlement in the two cases of  $13 million.  But this story did not end with the $13 million settlement:  the Jabbar Collins story is still being written.  Along with the new head of the Brooklyn DA’s Conviction Review Unit\, Professor Collins is now teaching a course at St John’s Law School concerning wrongful convictions while applying for admission to law school.  Join us for a CLE on wrongful convictions from Attorney Rudin and Professor Jabbar Collins. \nPresented by:\nCivil Rights Law Section\n \nRegistration for this event is now closed. \n\nAbout the Presenters\nWylie M. Stecklow\, Wylie Stecklow PLLC (Moderator) \nWylie Stecklow is a civil rights attorney in downtown Manhattan. Mr. Stecklow is a past President of the Southern District of New York Chapter of the Federal Bar Association\, past National chair of its Civil Rights Law Section\, and is an adjunct Professor at Fordham Law School (his alma mater).  He is the 2021 recipient of the Sarah T. Hughes Civil Rights Award.   He is a founding member of the National Action Network’s Legal Rights Nights and for the past twenty years\, he has been litigating police policies and practice concerning the constitutional rights of protesters and photographers.  He has litigated 1983 cases involving First Amendment Rights in New York\, Maryland and Iowa and tried constitutional cases to verdict in various state and federal courts.  His firm was retained by the Occupy Wall Street General Assembly in 2011\, where he organized pro bono representation for over 200 Occupy arrestees and has continued to litigate civil rights claims relating to the policing of Occupy.   Currently he is co-counsel to two of the consolidated cases in the litigation in the SDNY\, In Re New York City Policing During Summer 2020 Demonstrations. \nJabbar Collins\, St. Johns Law School \nJabbar Collins is President of Horizon Research Services\, a consulting firm providing legal research and writing services to appellate and civil rights attorneys.  In 1994 Mr. Collins was wrongfully convicted of murder and sentenced to life in prison.  He spent the next 16 years of his life there\, teaching himself appellate\, civil\, and post-conviction litigation.  While incarcerated\, Mr. Collins drafted scores of successful New York Freedom of Information law lawsuits\, won a federal habeas corpus petition raising complex ineffective assistance of trial and appellate counsel claims\, and was granted permission by two federal judges to orally argue cases on behalf of two prisoners he assisted.  In 2010\, Mr. Collins\, working with Joel B. Rudin\, who would later hire Mr. Collins as a paralegal\, won a rare unconditional writ of habeas corpus petition dismissing all charges based on egregious prosecutorial misconduct.  Mr. Collins and Mr. Rudin then sued the City and State\, exposing systemic misconduct in the Brooklyn DA’s Office and ultimately winning a $13 million dollar settlement\, at the time one of the highest settlements for a wrongful conviction in New York City history.  Mr. Collins’ legal work following his exoneration has resulted in five other wrongfully convicted men being freed after decades in prison.  Mr. Collins’ case also prompted former Brooklyn DA Ken Thompson to run for office and establish a Conviction Integrity Unit that to this day has freed 28 other wrongfully convicted men.  Mr. Collins is currently an adjunct professor at St. John’s Law School where along with the new Chief of the Brooklyn District Attorney’s Conviction Review Unit\, he teaches Justice Dissected: The Anatomy of a Wrongful Conviction. \n \nJoel B. Rudin\, Law Offices of Joel B. Rudin\, P.C. \nJoel B. Rudin is the principal in a four-attorney criminal defense and plaintiff’s civil rights firm based in Manhattan.  He has won three cases before the U.S. Supreme Court\, numerous Second Circuit decisions expanding the rights of former criminal defendants to recover money damages for police and prosecutorial misconduct\, and numerous seven-figure wrongful conviction settlements\, including $13 million for Jabbar Collins and $15.45 million for William Vasquez. He has been a leader in the movement for prosecutorial accountability\, developing through civil litigation voluminous evidence showing the indifference of local District Attorneys to prosecutorial misconduct and winning leading court decisions holding municipalities liable for such misconduct under federal civil rights law even though the individual prosecutors have personal immunity.  The New York State Association of Criminal Defense Lawyers has awarded him its prestigious Thurgood S. Humetewa\, U.S. District Court for the District of Arizona \nThe Honorable Diane J. Humetewa was confirmed by the United States Senate on May 14\, 2014 as a United States District Judge for the United States District Court in the District of Arizona.  In addition to her judicial responsibilities on the bench\, Judge Humetewa serves on multiple court committees at the district and circuit levels regarding pro se litigants\, education\, and tribal issues. She was appointed by former Ninth Circuit Chief Judge\, Sidney R. Thomas\, to Chair an Ad Hoc Committee on Tribal-Native Relations\, and by Chief Justice\, John G. Roberts\, of the U.S. Supreme Court to serve on the Judicial Conference of the United States’ Committee on Federal-State Jurisdiction. \nPrior to her judicial confirmation\, she served as Special Advisor to the President and Special Counsel in the Office of General Counsel at Arizona State University (2011-2014).  She also served as a Professor of Practice at Arizona State University’s Sandra Day O’Connor College of Law. \nJudge Humetewa was formerly Of Counsel with the law firm of Squire\, Sanders & Dempsey LLP (2009-2011)\, representing tribal government clients as a federal Indian law and natural resources law attorney. \nShe served in the United States Attorney’s Office in the District of Arizona (1996-2009)\, where she was Senior Litigation Counsel (2001-2007) — prosecuting a wide variety of federal crimes\, including violent crimes in Indian Country\, Native American cultural crimes\, and archeological resource crimes — and later the United States Attorney for the district (2007-2009).  During her tenure in the United States Attorney’s Office\, Judge Humetewa served as Counsel to the Deputy Attorney General (1996-1998) and as Deputy Counsel for the United States Senate Committee on Indian Affairs (1993-1996). \nJudge Humetewa received her J.D. in 1993 from Arizona State University College of Law and her B.S. in 1987 from Arizona State University.  She is a member of the Hopi Tribe and has served as an Appellate Court Judge for the Hopi Tribe Appellate Court (2002-2007). \nProfessor Katherine Macfarlane\, Southern University Law Center \nProfessor Katherine Macfarlane\, a leading expert on civil rights litigation\, joined the Southern University Law Center in 2021. Professor Macfarlane’s work has appeared in or will appear in the Fordham Law Review\, the Alabama Law Review\, the Yale Law Journal Forum\, the Columbia Law Review Forum\, the Stanford Journal of Civil Rights and Civil Liberties\, and the Michigan Journal of Race and Law\, among others. Following the publication of her article “The Danger of Nonrandom Case Assignment: How the S.D.N.Y’s ‘Related Cases’ Rule Has Shaped Stop-and-Frisk Law\,” the Southern District of New York amended its local civil rules\, adopting several of Professor Macfarlane’s recommendations. From 2016 to 2019\, Professor Macfarlane was a member of the District of Idaho’s Local Rules Advisory Committee. \nProfessor Macfarlane chairs the AALS Section on Disability Law and co-founded an affinity group for disabled law professors and allies. She frequently presents and writes about students\, lawyers\, and professors with disabilities\, and the challenges they face in obtaining reasonable accommodations. She is also involved in disability and patient rights advocacy\, and in that capacity\, has testified before the Louisiana Legislature and participated in a Congressional Arthritis Caucus briefing in Washington\, D.C. She is frequently quoted by media outlets reporting on disability and civil rights litigation\, including the New York Times\, the Wall Street Journal\, USA Today\, The Nation\, NPR\, Bloomberg News\, and the Times-Picayune. \nPrior to joining the Southern University Law Center faculty\, Professor Macfarlane served as an associate professor at the University of Idaho College of Law\, where she was tenured in 2019. From 2013 to 2015\, she served as a teaching fellow at the LSU Hebert Law Center. Prior to joining academia\, Professor Macfarlane was an Assistant Corporation Counsel in the New York City Law Department\, serving as lead counsel in federal civil rights actions. She has practiced immigration law for more than 25 years\, and is a Certified Specialist in Immigration and Nationality Law with the California State Bar Board of Legal Specialization. Beth is the past chair of the International Law Section of the FBA and current chair of its ECOSOC Committee. She is admitted to practice before the Federal District Courts for the Central and Southern Districts of California\, and before the Ninth Circuit Court of Appeals. Her practice focuses on immigration appeals and visas. \nHon. Patricia Whalen\, Advisor to the Center for Peacebuilding\, Cohen Center for Genocide and Holocaust Studies\, and the War Crimes Research Center \nHon. Patricia Whalen has been a judge for more than 20 years\, having presided over proceedings in the U.S. and serving for 5 years (2007 -2012) as an international judge in the War Crimes Chamber of Bosnia and Herzegovina. In this capacity she served on both the First Instance and Appellate Court. She is the founding member of the Afghan Judicial Education Program\, facilitating cross-cultural judicial learning in both the U.S. and Afghanistan. Whalen was an official expert representative of the International Association of Women Judges at The Hague Conference on Private International Law. She holds specializations in areas including human rights\, war crimes\, gender violence in conflict\, genocide and crimes against humanity\, as well as family law. Judge Whalen served as a Special Advisor to the Court in Bosnia and Herzegovina focusing on judicial education in international law\, judicial management systems\, trial management\, designing judicial education programs\, hybrid legal systems\, judicial trial skills particularly in regards to war crimes\, genocide\, crimes against humanity and gender-based violence. \nIn addition to Whalen’s experience with the court of Bosnia and Herzegovina\, she also collaboratively founded the Rural Women Leadership Institute of Vermont(USA). In association with the International Association of Women Judges (IAWJ)\, she designed a program entitled the Vermont Afghan Judicial Education Program where she served as Project Director from 2004-2014. The program provided an unique homestay experience combining a cultural exchange and a legal education program for Afghan women judges aimed at maximizing their exposure to fair trial principles in both civil and common law systems. Whalen was invited in 2007 to present as a keynote speaker at the first Afghan Women Judges Conference in Kabul (sponsored by the IAWJ)\, where she discussed the impact of women in the judiciary in Afghanistan\, in which 90 Afghan women judges were present for this historic event. \nCurrently Whalen serves as an advisor to the Center for Peacebuilding in Sanski Most\, Bosnia and Herzegovina\, the Cohen Center for Genocide and Holocaust Studies in Keene\, New Hampshire and the War Crimes Research Center\, Washington\, D.C. She is a member of the Afghan Support Committee for the IAWJ. \nRachel Irura\, Head of the Witness Support and Protection Unit and head of Kigali Field Office of the United Nations Mechanism for International Criminal Tribunals \nRachel Irura holds a Master of Laws (LLM) Degree in Human Rights and Democratization in Africa from the Centre for Human Rights\, University of Pretoria\, South Africa. She is the Head of the Witness Support and Protection Unit (WISP) of the United Nations Mechanism for International Criminal Tribunals (“Mechanism”). In her most recent prior position\, Rachel worked as a Legal Officer (Courtroom Coordinator) for the Special Tribunal for Lebanon (STL) in the Court Management Services Section (CMSS) of the Registry in The Hague\, the Netherlands.  Prior to this position she was the only Court Officer for the Special Court for Sierra Leone (SCSL)\, the Hague Sub-Office\, the Netherlands in the trial of the former President of Liberia\, Charles Taylor.  Rachel has field experience as a human rights officer for the United Nations Mission in Liberia (UNMIL). Rachel has participated as a Judge at various International Moot Court Competitions organised by the International Criminal Court (ICC) and the International Committee of the Red Cross (ICRC). In June 2021\, participated in a Panel for the National Association of Women Judges’ (NAWJ) Day at the United Nations on the theme; “Moving Forward\, Falling Behind: Achieving Full Empowerment of Women During the COVID-19 pandemic.” Rachel has submitted an article titled “Women’s Political rights in Kenya: Reflections on Preventing Sexual and Gender-Based Election Violence” which is due for publication by the International Law Section\, American Bar Association (ABA) in the fall of 2022. \nJudge Vanessa Ruiz\, Senior Judge\, District of Columbia Court of Appeals\, Immediate Past President International Association of Women Judges and Past President National Association of Women Judges\, American Bar Association Margaret Brent Women Lawyers of Achievement Recipient \nVanessa Ruiz is a Senior Judge of the District of Columbia Court of Appeals\, the highest court of the District of Columbia\, Washington DC. She was appointed to the court in 1994 after nomination by the President of the United States and confirmation by the Senate of the United States. She is the longest-serving woman on the court and the first (and only) Hispanic appointed to the D.C. Court of Appeals and as chief legal officer for the District of Columbia. \nShe has been a leader in judicial ethics and access to justice initiatives. She chaired the D.C. Courts’ Advisory Committee on Judicial Conduct\, is a judicial member of the District of Columbia Access to Justice Commission and a recognized national voice for enhancing access to justice for those who are unrepresented\, immigrants\, and language minorities. \nJudge Ruiz participates in a number of local\, national and international organizations.  She is the Immediate Past President of the International Association of Women Judges\, former Chair of its Board of Managerial Trustees and a Past President of the U.S. National Association of Women Judges. She led the American Bar Association to adopt Standards for Language Access in Courts. She was the first judicial member of the D.C. Bar’s Pro Bono Committee\, a member of the Board of the Council for Court Excellence and the Judicial Council of the D.C. Hispanic Bar Association. Judge Ruiz is a member of the American Law Institute and is a Life Fellow of the American Bar Foundation. She served as Trustee of the Carnegie Endowment for International Peace. \nJudge Ruiz speaks\, at home and abroad\, on issues essential to the judiciary: judicial independence and integrity\, access to justice\, and the necessary interface with the inclusion of women and minorities in the judiciary\, equality and a gender perspective. She emphasizes civil society initiatives to improve and strengthen the judiciary\, including the importance of citizen understanding of the courts and judges’ participation in civic education in a democratic society. She serves as mentor to students\, lawyers\, and judges. \nUpon graduation from law school\, Judge Ruiz practiced law working on international\, commercial\, and intellectual property transactions and arbitration.  Five years out of law school\, she successfully briefed and argued an important civil rights case before the U.S. Supreme Court that established the standing of certain nonprofit organizations. After fifteen years in private practice\, she turned to public service\, and became the Corporation Counsel (now Attorney General) for the District of Columbia. \nJudge Ruiz has received numerous awards. Among them: Judge of the Year from the Hispanic National Bar Association; Lifetime Achievement Award from the Hispanic Bar Association of D.C.; Latina Leader in Law Award from the Congressional Hispanic Caucus Institute; the first Vaino Spencer Leadership Award of the National Association of Women Judges; Lifetime Achievement Award for Excellence in Legal Service from MALDEF; Woman Lawyer of the Year by the D.C. Women’s Bar Association. Judge Ruiz was honored with the Margaret Brent Women Lawyers of Achievement Award by the ABA Commission on Women in the Profession. She received an honorary doctorate from the Washington College of Law\, American University. \nJudge Ruiz has taught as an adjunct professor at Georgetown University Law Center and ESADE Law School in Barcelona. DESCRIPTION:  \n  \nThe Younger Lawyers Division of the Federal Bar Association is pleased to announce the\nAnnual Thurgood Marshall Memorial Moot Court Competition will be held virtually March 14-18\, 2022  \n\nWhile the decision to make the national competition wholly virtual was a difficult one\, the YLD has determined it was ultimately the safest option for the health and wellbeing of the students\, coaches\, staff\, competition volunteers\, and the communities around them. The online format is also consistent with the learning plans of many law schools across the country. \nAlthough the competition looks different in a virtual setting\, key aspects will remain intact and continue to make it one of the premier moot court competitions in the country. Teams will be given a problem they will use to prepare and submit written briefs and argue orally against other teams in front of a panel of judges. The competition’s judges will continue to be actual state or federal court judges\, practitioners\, or scholars—many of whom had to pivot to virtual hearings\, conferences\, and general practices in their careers. This reinforces the “real world” experience for competitors. As is tradition\, the competition will conclude with an awards ceremony\, where family\, FBA members\, and leaders are invited to attend. He is a graduate of Concordia College and the University of Minnesota Law School\, where he served as President of the Law Review. SUMMARY:Dialogues on Racial Justice Series: U.S. Supreme Court Justice Thurgood Marshall - The Life\, The Legend\, & The Legacy - In Honor of Black History Month
DESCRIPTION:As the nation looks toward its possible first African-American woman on the U.S. Supreme Court\, and as the Supreme Court’s docket includes a growing number of cases implicating social and racial justice\, the memory of Justice Thurgood Marshall – the first African-American ever to serve on the U.S. Supreme Court (1967-1991) – has never loomed larger.    \nA towering figure in civil rights and the law long before he became a U.S. Supreme Court Justice\, Marshall argued the momentous Brown v. Board of Education (1954)\, altering the landscape of U.S. society forever\, and was the chief architect of the legal strategy that ended the United States’ official policy of segregation.  His many “firsts” include: Founder and first Director-General of the NAACP Legal Defense & Educational Fund (1940-1961); first African-American on the U.S. Court of Appeals for the Second Circuit (1961-1965); and first African-American Solicitor General of the U.S. (1965-1967) – all before he joined the Court\, where he once described his judicial philosophy as “You do what you think is right and let the law catch up.”   \nCelebrate Black History Month 2022 with the FBA by joining some of Justice Marshall’s former law clerks (“knuckleheads\,” he called them) as they regale us with “war stories” from their time in the Justice’s Chambers and some of the many quips\, quotes\, and anecdotes that the colorful\, charming\, and witty larger-than-life Justice – a famed storyteller\, with a booming laugh – shared with them.  \nAn audience Q&A period will follow the law clerks’ presentations.  \nRegistration is Closed \nOfficial White House Announcement – On February 25\, 2022\, President Joe Biden nominated Judge Ketanji Brown Jackson to become the 116th Associate Justice of the United States Supreme Court. \n\nSpeakers\nRobert N. Weiner\nLaw Clerk for Supreme Court Justice Thurgood Marshall\, 1978-1979\nSenior Counsel\, Arnold & Porter LLP \nSenior Legal Consultant\, Campaign Legal Center \n  \nRob Weiner has significant experience as a trial lawyer\, appellate advocate\, and legal strategist in complex litigation. He is skilled in developing creative legal approaches to bring cases to a quick\, cheap and successful resolution. Mr. Weiner’s long experience representing business and sovereign clients in litigation\, and his three tours of duty as a government lawyer\, have honed his ability to  deal with the regulatory\, tactical\, and constitutional issues arising when the federal government is\, or may become\, a party in litigation. From 2010-2012\, Mr. Weiner was Associate Deputy Attorney General at the US Department of Justice\, where his principal responsibility was to oversee the defense of the Affordable Care Act. He also handled sensitive negotiations with a foreign government involving bank secrecy\, and dealt with or headed-off difficult issues across the range of the Department’s matters. Mr. Weiner also has served as Senior Counsel in the White House Counsel’s Office\, and as an Associate Independent Counsel. He began his career as a law clerk for The Honorable Henry J. Friendly and for Justice Thurgood Marshall. \nProfessor Sheryll Cashin\nLaw Clerk for Supreme Court Justice Thurgood Marshall\, 1990-1991\nGeorgetown University Law Center  \n\nSheryll Cashin is an author and the Carmack Waterhouse Professor of Law\, Civil Rights and Social Justice at Georgetown University. Currently she teaches Constitutional Law\, Race and American Law\, and a writing seminar about American segregation\, education and opportunity. \nHer new book — White Space\, Black ‘Hood: Opportunity Hoarding and Segregation in the Age of Inequality (forthcoming\, Beacon 2021) — is about the role of residential segregation in producing racial inequality. Her book\, Loving: Interracial Intimacy in America and the Threat to White Supremacy (Beacon\, 2017)\, explores the history and future of interracial intimacy\, how white supremacy was constructed and how “culturally dexterous” allies undermine it. Her book\, Place Not Race (Beacon\, 2014)\, recommended radical reforms of selective college admissions in order to promote robust diversity; it was nominated for an NAACP Image Award for Outstanding Non-Fiction in 2015. Her book\, The Failures of Integration (PublicAffairs\, 2004) explored the persistence and consequences of race and class segregation. It was an Editors’ Choice in the New York Times Book Review. Cashin is also a three-time nominee for the Hurston/Wright Legacy Award for non-fiction (2005\, 2009\, and 2018). She has published widely in academic journals and written commentaries for Politico Magazine\, the New York Times\, Los Angeles Times\, Washington Post\, Salon\, The Root\, and other media. \nProfessor Cashin serves as board member of the Poverty and Race Research Action Council. She is former Vice Chair of the board of Building One America\, a network of local\, multiracial coalitions that promote social inclusion\, racial justice and sustainable economic opportunity\, especially in distressed places. She served for a decade on the trustee boards of Vanderbilt University\, The Duke Ellington School of the Arts\, and the National Portrait Gallery. She worked in the Clinton White House as an advisor on urban and economic policy\, particularly concerning community development in inner-city neighborhoods. \nCashin is frequently asked to speak to academic and policy audiences as well as at book events for people who engage with her as an author. She has delivered keynote or endowed lectures at twenty universities. For her two decades of writing and advocacy for residential and school integration\, the Fair Housing Justice Center honored her with the 2017 Acting for Justice Award for Outstanding Contributions to Civil Rights. \nProfessor Cashin was law clerk to U.S. Supreme Court Justice Thurgood Marshall and Judge Abner Mikva of the U.S. Court of Appeals for the District of Columbia Circuit. He was the first of a group of attorneys to participate in the ITC’s first 100 Day Proceeding dealing with the issue of whether or not there was a Domestic Industry in the subject matter of the Patent. He was successful in proving there was not. He successfully sued a number of large well known foreign companies in one of the largest ITC cases ever filed when he brought an action against 44 companies. He has appeared before the CAFC from its outset and is the only attorney ever to invalidate a Patent for his client on an appeal from an improvidently granted Preliminary Injunction. Mr. Jacobs has participated in numerous Mediations both in the Federal Courts and in the ITC. He was appointed by the Secretary of Commence to a 3-year term on the Patent Public Advisory Committee. He is a Certified Mediator under New York State Statutes and has participated in a wide range of Domestic Family Matters. He has served as a coach for the Association of the Bar of the City of New York in their Mediation Program. A graduate of Harvard College and Columbia Law School where he was a Stone Scholar\, he is a member of numerous Bars as well as the Supreme Court of the United States. If you’re an aspiring tax lawyer or simply interested in tax law\, please join us for an informative discussion. \nPresented by: Section on Taxation \nRegistration is Closed \n\nAbout the Presenters\nZenia Memon\, Associate\, Kostelanetz & Fink \nZenia Memon is an associate at Kostelanetz & Fink\, LLP where she specializes in international tax planning and tax controversy. Prior to joining Kostelanetz & Fink\, she was a senior associate at PwC’s National Tax Office\, with their international tax practice. While a law student\, she completed tax externships with Jones Day and Kostelanetz & Fink. She was also a research assistant to Itai Grinberg\, the current deputy assistant secretary for multilateral tax at the Department of the Treasury. \nShe holds a Master of Laws degree in Taxation and a J.D. from Georgetown University Law Center\, and a Bachelor’s degree in Economics and History from Queen’s University. \nJacob Puhl\, Manager of Tax Policy at Meta (formerly Facebook) \nJacob is a Manager of Tax Policy at Meta\, formerly Facebook. He leads Tax Policy for the Middle East\, Africa\, and the US States. Based in Washington\, DC\, he serves as a liaison between business lines and tax functions to remove friction and anticipate challenges. His portfolio spans\nthe globe\, with a focus on promoting workable and consistent tax policy. \nBefore Meta\, Jacob was a Manager at Deloitte’s Washington National Tax practice focusing primarily on US Federal tax policy. He contributed to legislative updates for clients as well as advised foreign entities and embassies on U.S. policy matters. Prior to Deloitte\, Jacob served as a legal intern at the U.S. Treasury Department\, in the Office of the International Tax Counsel. Jacob also served as a law clerk with the tax team for the Senate Finance Committee. \nJacob received his LL.M. in Taxation from Georgetown University Law Center\, his J.D. from Ohio State University\, and his B.A. in Economics from University of Maryland – Baltimore County. \nDaniel Strickland\, Associate\, Eversheds Sutherland \nDaniel Strickland concentrates his practice in the area of federal and international tax controversy\, representing taxpayers in all types of tax controversy matters. Daniel guides clients through IRS audits\, prepares administrative claims and protests of IRS actions\, and litigates tax and tax-related cases throughout the United States. Daniel’s experience covers a wide range of complex tax issues\, including valuation\, foreign and energy tax credits\, classification of investment as debt or equity\, judicial substance doctrines\, and penalty defenses. \nPrior to joining Eversheds Sutherland\, Daniel served as a law clerk at the United States Tax Court for the Honorable Albert G. Lauber\, the Honorable Elizabeth Crewson Paris\, and the Honorable Michael B. Thornton. Daniel holds an LL.M in taxation from Georgetown University Law Center\, where he attended on a merit scholarship. \n \nDaren Gottlieb\, International Tax Senior Manager\, KPMG \nDaren is an International Tax Senior Manager in KPMG’s Washington National Tax practice and advises on a wide range of international tax issues\, for both multinational and private equity clients\, including foreign tax credits\, cross-border restructuring\, tax-efficient repatriation\, and tax treaty application. Daren has also focused his practice on helping clients navigate the implications of U.S. tax reform and the application of U.S. tax laws to transactions involving cryptocurrency/digital assets.\n \nTeisha Ruggiero\, IRS \nTeisha Ruggiero is an attorney with the IRS Office of Associate Chief Counsel (International)\, Branch 3. Before joining the Chief Counsel’s office in July 2021\, she worked at KPMG for seven years. While at KPMG she focused on the substantial statutory and regulatory changes to foreign tax credits and other international tax rules attributable to the Tax Cuts and Jobs Act.
