DESCRIPTION:Join the Immigration Law Section’s Younger Lawyers Division for their webinar series geared toward the younger attorney.  Through this webinar series\, the intention is to enable attendees to receive mentoring from seasoned immigration attorneys in specific areas of immigration law. Panelists Tanishka V. Cruz and Sofia C. Lorenzo will discuss strategies in representing Special Immigrant Juveniles (SIJS) and will address the changing state and federal law regarding SIJS. \nRegistration for this event is now closed. \n\nAbout the Presenters\n \nTanishka V. Cruz\, Esq. grew up in Hackensack\, New Jersey. She attended college at Temple University in Philadelphia\, Pennsylvania and graduated cum laude with a Bachelor of Arts degree in Journalism\, Public Relations\, and Advertising. Tanishka earned her Juris Doctor from Drexel University\, Thomas R. Kline School of Law in Philadelphia\, Pennsylvania. As the daughter of immigrants from the Dominican Republic\, Tanishka has dedicated her legal career to the practice of immigration law. She was admitted to the Virginia State Bar in 2014 and in 2015 she joined the Legal Aid Justice Center (LAJC) as a staff attorney under the Immigrant Advocacy Program. At LAJC\, Tanishka focused primarily on the management of the Virginia Special Immigrant Juvenile Project\, an award-winning collaboration between LAJC and pro bono attorneys across the state. The project has saved over 100 children from likely deportation. In 2016\, she won a LASSY award from the Virginia Poverty Law Center for greatest achievement in immigration law. \n \nSofia Lorenzo\, Esq. became an attorney with KIND in January 2016 and is currently a Senior Staff Attorney with the Washington\, D.C. field office. Prior to joining KIND\, Sofia worked as an immigration attorney with Northern Virginia Family Service in Falls Church\, Virginia\, and as a Washington College of Law-J.D. Distinguished Fellow with Ayuda in Washington\, D.C. Sofia received her J.D. in 2014 from the American University\, Washington College of Law. While in law school\, she received the Dean’s Award for Professional Responsibility for her work as a student attorney with the Immigrant Justice Clinic. As a law student\, Sofia interned with Ayuda\, the Legal Aid Justice Center\, and the Legal Aid Society of the District of Columbia. Youlee Yim You\, Magistrate Judge\, U.S. District Court\, District of Oregon (Portland\, OR) \nHon. Youlee Yim You was appointed to the federal bench as a Magistrate Judge on March 1\, 2016.  She serves in the Portland Division of the United States District Court for the District of Oregon. Judge You served as a state Circuit Court Judge in Multnomah County (Portland\, Oregon) for almost 10 years before appointment as a Magistrate Judge. Judge You has extensive experience presiding over jury trials and all phases of litigation in a wide variety of civil cases. Additionally\, she has mediated a broad range of civil cases\, from employment to personal injury to national class action lawsuits.  Prior to her appointment to the bench\, Judge You was a litigator and appellate attorney in the public sector. She prosecuted complex felony cases and served as a deputy bureau chief in the District Attorney’s Office in Brooklyn\, New York. She also served as a staff attorney for the United States District Court for the Central District of California (Los Angeles) and as a Senior Assistant Attorney General in Oregon. Judge You has received a number of awards\, including the Oregon State Bar’s Award for Judicial Excellence\, Multnomah Bar Association’s Award of Merit\, and National Asian Pacific American Bar Association’s Trailblazer Award. She is a frequent speaker at CLEs and other legal events\, and is a former board member of the Oregon Women Lawyers Association. \nMatt Brigman\, Senior Associate\, King & Spalding\, LLP (Atlanta\, GA) \nMatt Brigman is a Senior Associate with King & Spalding\, LLP\, in Atlanta\, Georgia.  He is a business lawyer with experience litigating complex commercial disputes in state and federal courts across the country. Matt has extensive experience in data privacy and security matters\, having guided clients through the incident response process to defending ensuing class action litigation. In addition to his data privacy and security work\, Matt regularly represents businesses in litigation involving allegations of securities fraud\, civil RICO\, and professional liability\, as well as disputes between business owners\, vendors\, contractors\, and employees.  Matt also has experience defending consumer class actions for companies in several different industries\, including insurers\, banks\, and retailers. Previously\, Steve served as a law clerk to Judge Harry Edwards of the D.C. Circuit and to Judge Jesse Furman of the Southern District of New York. He holds a J.D. from New York University School of Law\, where he was a Root-Tilden-Kern public interest scholar and Articles Editor of the Law Review\, and a B.A. from Princeton University. \nJason Tulley\, Supervising Attorney and Former Training Director\, Trial Division \nJason D. Tulley is currently a Supervisor in the Trial Division at the Public Defender Service for the District of Columbia (PDS). Prior to that he was the Training Director where he trained all the new attorney at PDS for five years and trained over one hundred of the court appointed private attorneys in Superior Court. For the five years before that\, Mr. Tulley was Special Counsel for Forensics and Expert services where he led the organization’s nationally renowned Forensic Practice Group which focuses on litigation of science issues from DNA to fingerprints to the psychology of eyewitness identification and manages the agency’s budget for expert witnesses.  Mr. Tulley has been at PDS for eighteen years where he has tried murder\, sexual assault\, and other major felony cases as well as worked on the forensic issues for the D.C. exoneration cases which led to the FBI Hair review.  He is also past Chair of NACDL’s Forensic Science Committee\, where he worked on a national level to ensure scientifically sound forensic practices and education for the defense bar in all forensic disciplines.  Prior to working in D.C.\, Mr. Tulley was an attorney in the Trial Division of New York City’s Capital Defender Officer\, where as a Deputy Capital Defender he represented indigent persons facing death penalty charges.  Before moving to New York\, Mr. Tulley was an associate for Bennett & Nathans\, LLP\, a small Maryland law firm that handled state and federal civil and criminal cases\, including a substantial capital defense practice.  He graduated from the State University of New York at Binghamton in 1992\, and then the University of Maryland School Of Law in 1995. \nJennifer Williams\, Staff Attorney\, Appeals \nInterested in one of our other PDSDC divisions – Parole\, Juvenile Services\, Prisoner Reentry Legal Services\, Mental Health\, Civil Legal Services (including special education and immigration)? Check the program page for updates as programming is added. \n\nAbout the Presenters\nSarah Wahl\, Recruiting Officer\, Attorney-Advisor\, Office of the Inspector General\, U.S. Office of Personnel Management (Co-Moderator) \nFritz Swartzbaugh\, Deputy Counsel\, Office of the Inspector\, General U.S. AbilityOne Commission (Co-Moderator) \nPaul St. Hillaire\, Assistant Inspector General for Legal and Legislative Affairs\, U.S. Office of Personnel Management \nPaul St. Hillaire was appointed Assistant Inspector General for Legal and Legislative Affairs (AIGL) in October 2019.  He is responsible for overseeing the Office of Legal and Legislative Affairs (OLLA)\, which provides legal advice and guidance to the Inspector General and the Office of the Inspector General (OIG) components and interacts with Congress on behalf of the OIG.  He also serves as the Debarring Official\, who is responsible for debarment and suspension actions of health care providers participating in the Federal Employees Health Benefit Program.  Prior to his appointment to the AIGL\, Mr. St. Hillaire served as senior counsel and Acting AIGL in OLLA\, and Acting Deputy Assistant Inspector General for Management in the OIG.  He previously served as Deputy Assistant General Counsel in the U.S. Office of Personnel Management’s (OPM) Office of the General Counsel and in several other roles in the OPM organization formerly known as Retirement and Insurance Services.  He earned a Bachelor of Science degree from the University of Maryland and received his Juris Doctorate from the University of Baltimore. \nSusan Ruge-Hudson\, Counselor to the Inspector General\, U.S. Government Publishing Office \nSusan L. Ruge-Hudson serves as the Counselor to the Inspector General.  In this role\, she provides legal and policy advice to the Inspector General on a wide variety of topics\, including issues related to protecting the office’s independence.  Her primary duty is to support and assist the Inspector General as he executes his oversight responsibilities under the GPO Inspector General Act of 1988 and the Inspector General Act of 1978.  She also works closely with the Assistant Inspector’s General on matters related to audits\, inspections\, investigations\, and other oversight activities. \nRuge-Hudson has been in the Inspector General Community since 2010\, when she joined the U.S. Office of Personnel Management Office of the Inspector General.  While at OPM OIG\, she was the Senior Counsel for Legislative and External Affairs and oversaw all Congressional and media outreach efforts.  She left OPM OIG in 2019 to join the Defense Digital Service\, a small office reporting directly to the Secretary of Defense\, charged with bringing IT practices from the private sector to the Department of Defense. \nPrior to joining the Federal Government\, Ruge-Hudson worked at private law firms\, specializing in tax law.  She has a Bachelor of Science in Politics from Washington & Lee University\, a J.D. from Columbia Law School\, and an LL.M in Taxation from Georgetown University Law Center. \nTanner Horton-Jones\, Senior Counsel with U.S. Agency for International Development OIG’s Office of General Counsel \nAs senior counsel with USAID OIG’s Office of General Counsel\, Tanner leads a team of three attorneys with a primary focus on meeting the legal needs of the Office of Audit and Office of Management.  The team supplies research and advice to each audit from its inception through the closure of its recommendations\, along with support for OIG’s contracting unit\, learning and development program\, IT team\, internal policy management\, and other core administrative functions.  Additionally\, Tanner is the legal liaison for USAID OIG’s unique work providing oversight of U.S. overseas contingency operations in partnership with the Inspectors General for the Departments of State and Defense.  He also serves as the OIG’s Whistleblower Protection Coordinator\, ensuring that the OIG fulfills its obligation to educate employees about whistleblower rights and properly respond to retaliation complaints.  He is actively involved in the OIG community\, including teaching courses through the CIGIE Training Institute. \nTanner holds a J.D. from American University Washington College of Law and is licensed to practice law by the State of Maryland.  He completed his undergraduate studies at Sewanee\, where he studied French and Political Science. \nKevin Miller\, Counsel to the Inspector General\, Farm Credit Administration \nKevin T. Miller serves as Counsel to the Inspector General at the Farm Credit Administration\, an independent agency tasked with regulating and supervising the Farm Credit System\, a nationwide network of borrower-owned financial institutions that provide credit and related services to agriculture and rural America. He provides legal and other advice to the Inspector General and Office of Inspector General staff concerning audits\, inspections\, evaluations\, investigations\, and other matters relevant to the office’s oversight responsibilities. \nBefore joining the FCA OIG in 2018\, Miller worked as an attorney-advisor in the U.S. Office of Personnel Management OIG. SUMMARY:Webinar: A Call to Action: Stepping Up to Lead and Effectuate Change in a Time of Crisis
DESCRIPTION:This CLE presents a unique training opportunity led by Dr. Artika Tyner\, author of the award-winning book\, The Lawyer as Leader: How to Plant People and Grow Justice\, for newer and younger attorneys to support their efforts and participation in the FBA Younger Lawyer Division’s Annual StepUp Pro Bono Challenge. In FY2020\, then-YLD Chair Adine S. Momoh led a Call to Action following George Floyd’s tragic death and the civil unrest across Minnesota\, the country and world. The YLD issued a statement and provided resources to help younger attorneys respond. The YLD then initiated a national pro bono challenge\, the StepUp Pro Bono Challenge\, and encouraged younger attorneys to step up and perform pro bono specifically addressing issues of systemic racism\, socio-economic injustice\, and access to justice. The YLD Board has since adopted it as an annual program.  In the training\, Dr. Tyner will explore her book and discuss tangible ways lawyers can use their legal skills to advocate for change in marginalized communities. Participants will learn how they can use their skills\, position\, and authority to create equal access to justice. Tyner is a passionate educator\, author\, sought after speaker\, and advocate for justice. At the University of St. Thomas School of Law\, Dr. Tyner serves as the founding director of the Center on Race\, Leadership and Social Justice. She is committed to training students to serve as social engineers who create new inroads to justice and freedom. \nTyner received her B.A. from Hamline University (Major: English; Certificate: Conflict Studies). Due to her passion for advocating for social justice and educational policy reform\, she decided to pursue graduate studies at the University of St. Thomas. She began her journey with law school since she recognized that the law is a language of power and therefore she sought to become well versed in the law. \nSubsequently\, Tyner earned a Master of Public Policy and Leadership in order to gain tools for effecting social change through policy reform efforts. Later\, inspired by the legacy of W.E.B. Dubois\, she obtained a Doctorate in Leadership. Her doctoral studies provided her with key tools for serving in her community and promoting social justice. \nDr. Tyner is committed to empowering others to lead within their respective spheres of influence. She provides leadership development and career coaching for young professionals. She has also developed leadership educational materials for K-12 students\, college/graduate students\, faith communities and nonprofits. Additionally\, Dr. Tyner teaches leadership coursework on ethics\, critical reflection\, and organizational development. Her research focuses on diversity/inclusion\, community development\, and civil rights. SUMMARY:2022 [Virtual] Thurgood Marshall Moot Court Competition
DESCRIPTION:  \n  \nThe Younger Lawyers Division of the Federal Bar Association is pleased to announce the\nAnnual Thurgood Marshall Memorial Moot Court Competition will be held virtually March 14-18\, 2022  \n\nWhile the decision to make the national competition wholly virtual was a difficult one\, the YLD has determined it was ultimately the safest option for the health and wellbeing of the students\, coaches\, staff\, competition volunteers\, and the communities around them. The online format is also consistent with the learning plans of many law schools across the country. \nAlthough the competition looks different in a virtual setting\, key aspects will remain intact and continue to make it one of the premier moot court competitions in the country. Teams will be given a problem they will use to prepare and submit written briefs and argue orally against other teams in front of a panel of judges. The competition’s judges will continue to be actual state or federal court judges\, practitioners\, or scholars—many of whom had to pivot to virtual hearings\, conferences\, and general practices in their careers. This reinforces the “real world” experience for competitors. As is tradition\, the competition will conclude with an awards ceremony\, where family\, FBA members\, and leaders are invited to attend. Her practice focuses on complex civil litigation\, including securities litigation and contract disputes. Ms. Davis also has an active pro bono practice.  Her recent pro bono representations include: a First Amendment case on behalf of University of Florida professors who were barred from participating as expert witnesses or amici curiae in litigation against the State of Florida; advising a legal services organization on potential legal challenges to the detention of protestors; and civil rights litigation on behalf of a transgender woman who was denied insurance coverage for medically necessary facial feminization surgery\, which resulted in a landmark settlement.  Ms. Davis has also represented the Government of Canada and the Partnership for New York City as amici curiae in the Eighth Circuit Court of Appeals and the New York Court of Appeals\, respectively. Ms. Davis joined Debevoise in 2016. Prior to joining the firm\, she clerked for Judge Claire C. Cecchi in the United States District Court for the District of New Jersey from 2015 to 2016. Lamberth was appointed United States District Judge for the District of Columbia on November 16\, 1987.  He served as Chief Judge from May 1\, 2008 to July 15\, 2013\, at which time he became a Senior Judge. \nJudge Lamberth\, a native of San Antonio\, Texas\, graduated from the University of Texas\, receiving a B.A. degree in 1966 and from the University of Texas School of Law\, receiving an LL.B degree in 1967.  He served as a Captain in the Judge Advocate General’s Corps of the United States Army from 1968 to 1974.  After service at Fort Bragg\, North Carolina\, and in Vietnam\, Judge Lamberth served in the Litigation Division of the Office of the Judge Advocate General of the Army at the Pentagon from 1971 to 1974. \nJudge Lamberth served as an Assistant United States Attorney for the District of Columbia from 1974 to 1987.  He was Chief of the Civil Division of the United States Attorney’s Office\, 1978 – 1987. \nJudge Lamberth is married to the former Janis K. Jost of San Antonio.  He is former Chairman of the Federal Litigation Section of the Federal Bar Association\, and a member of the American Bar Association and the Bar Association of the District of Columbia\, and the District of Columbia Bar. \nJudge Lamberth is also former Chairman of the Professional Ethics Committee of the Federal Bar Association.  The Federal Bar Association’s Model Rules of Professional Conduct for Federal Lawyers\, finally approved in October 1990\, were drafted by Judge Lamberth’s Committee. \nJudge Lamberth was appointed by Chief Justice Rehnquist to be Presiding Judge of the United States Foreign Intelligence Surveillance Court on May 19\, 1995.  That appointment ended May 19\, 2002. \nJudge Lamberth served as a member of the Judicial Conference of the United States from May 2008 to July 2013.  He also served as a member of the Judicial Conference’s Committee on Automation and Technology from 1990 to 1996\, and from 2003 to 2008\, served as Chairman of the Judicial Conference’s Committee on Inter-Circuit Assignments.  Chief Justice Roberts appointed him to again Chair the Inter-Circuit Assignment Committee\, effective October 1\, 2013. \nColonel Luis O. Erin helps companies navigate employment laws\, and defends employers in a wide range of class\, collective\, and single-plaintiff disputes before federal and state courts. She is experienced in all stages of litigation\, from inception through trial and post-trial appeals. \nEarlier in her career\, Erin clerked for the Honorable William J. Zloch\, United States District Judge of the Southern District of Florida. She also practiced employment litigation at Morgan\, Lewis & Bockius. Erin is active with her local Federal Bar Association chapter\, having served on the board for four years. \nAlbert Jacobs\, Chair\, Senior Lawyers Division \nWith more than 40 years of experience in every phase of Patent Law\, Mr. Jacobs has spent the last 30 years litigating Biotech\, Pharmaceutical\, and Medical Device Patents\, for multinational companies both before the Federal District Courts\, the Court of Appeals for the Federal Circuit (CAFC) and the International Trade Commission (ITC). He was the first of a group of attorneys to participate in the ITC’s first 100 Day Proceeding dealing with the issue of whether or not there was a Domestic Industry in the subject matter of the Patent. He was successful in proving there was not. He successfully sued a number of large well known foreign companies in one of the largest ITC cases ever filed when he brought an action against 44 companies. He has appeared before the CAFC from its outset and is the only attorney ever to invalidate a Patent for his client on an appeal from an improvidently granted Preliminary Injunction. \nMr. Jacobs has participated in numerous Mediations both in the Federal Courts and in the ITC. He was appointed by the Secretary of Commence to a 3-year term on the Patent Public Advisory Committee. He is a Certified Mediator under New York State Statutes and has participated in a wide range of Domestic Family Matters. He has served as a coach for the Association of the Bar of the City of New York in their Mediation Program.\nA graduate of Harvard College and Columbia Law School where he was a Stone Scholar\, he is a member of numerous Bars as well as the Supreme Court of the United States. \nHe is currently Chair Elect of the Maricopa County Bar Association Litigation Section and is the Chair of the Senior Lawyers Division of the Federal Bar Association (FBA)\, and Chair of the Senior Lawyers Committee of the Phoenix Chapter of the FBA as well as member of that Chapter’s Executive Committee. \nKaren King\, Chair\, Federal Career Service Division \nKaren King joined the FBA in 2015 and served as the Lafayette/Acadiana Chapter President in 2019. She has also served the FBA on the Chapter Activity Fund Committee and is a member the Constitution\, Bylaws\, Rules\, and Resolutions Committee. She is the Chair of the Federal Career Service Division. \nKaren has been a Civil Assistant United States Attorney in the Western District of Louisiana for 19 years. Prior to joining the U.S. Attorney’s Office\, Karen spent time in private practice where she handled workers’ compensation\, insurance defense\, and municipal and police liability cases. She currently handles a wide variety of civil cases spanning the areas of civil rights\, employment discrimination\, general tort\, medical malpractice\, eminent domain\, affirmative civil enforcement\, defensive commercial litigation\, Bivens\, and immigration. She also serves the U.S. Attorney’s Office as the Civil eLitigation Coordinator\, Civil Civil Rights Coordinator\, and District Election Officer (Lafayette Office). \nKaren is a Fellow of both the Foundation of the Federal Bar Association and the Louisiana State Bar Foundation\, where she serves on the Governance Committee. As an FBA Foundation Fellow she participated in the selection of the 2021 recipient of the Dr. J. Clay Smith Jr. Diversity in the Legal Profession Scholarship. \nAdditionally\, she is the Immediate Past President of the Lafayette Bar Association and a member of the Board of Directors for the Lafayette Bar Foundation. In 2021\, as President of the Lafayette Bar Association\, Karen created two initiatives: Lafayette Bar Cares and Let’s Talk About It. Lafayette Bar Cares focuses on the health and well-being of attorneys and connects the association to the community through outreach and service. Let’s Talk About It provides a forum for bar members to discuss current issues that affect the practice and the community. Most recently\, Karen has implemented the American Bar Association’s Grit Project within the Lafayette Bar Association to use grit and growth mindset to advance women in the law. \nMarj Leaming\, Board Member\, Senior Lawyers Division \nMarj Leaming provides consulting\, training\, and assistance on individual\, or group projects related to privacy\, system risk management\, and business law compliance.  Previously\, she provided these services in Federal and State government\, non-profit\, and private sectors. Prior to becoming a consultant\, she served as the Chief Privacy Officer (CPO) for the U.S. Department of Agriculture\, where she approved deliverables from 20 agencies comprising the Privacy Council; issued case decisions; and conducted individual and group technical assistance and specialized training through meetings\, consultations\, and teleconferences.  Previously\, she served as Director- IT Systems Privacy and Security Division/Privacy Officer for the Department of Homeland Security (DHS) Office of Inspector General during which she conducted inspections and evaluations related to privacy\, system security\, risk management\, and business law compliance. She is experienced in working closely with General Counsel\, CIO\, CISO\, Chief Physical Security\, Data Officer\, Communications\, and customer communities for program planning and evaluation\, as well as to consult in how best to respond\, report\, investigate\, and remediate data breaches. \nSteven Miller\, Immediate Past Chair\, Senior Lawyers Division\, and Officer for the Federal Career Service Division \nSteven Miller is a Deputy Assistant General Counsel for Environment in the Office of the Assistant General Counsel for the Environment\, in the Office of General Counsel at the U.S. Department of Energy (DOE)\, in Washington\, D.C. In that position\, Steve is responsible for providing advice and counsel to various DOE offices on environmental conflict resolution\, uranium mill tailings\, remedial action\, CERCLA\, including natural resource damage issues\, long-term stewardship and other environmental matters. He assisted in the drafting of provisions of the 1986 CERCLA amendments and the subsequent executive order delegating the President’s authorities to the various federal agencies and received an award for that effort.  He also has served as a mentor to DOE employees\, law students\, college and high school students as part of various DOE-sponsored mentoring and internship programs. Steve has served with the Department of Energy and its predecessor agency\, the Energy Research and Development Administration\, since 1977.  In addition to his DOE responsibilities\, Steve is also the Immediate Past Chair of the Senior Lawyers Division of the Federal Bar Association\, where he has had numerous leadership roles.  Steve holds a J.D. degree from the New York University School of Law\, a M.U.P.
