Before joining Lehotsky Keller Cohn LLP\, Ms. Swartz clerked for Judge Kevin Newsom of the U.S. Court of Appeals for the Eleventh Circuit and for Judge Martha Pacold of the U.S. District Court for the Northern District of Illinois. She received her J.D. with honors from the University of Chicago Law School. \n  \nKayla Gassmann\, Assistant Federal Public Defender\, District of Kansas\nKayla is an Assistant Federal Public Defender in the appellate unit of the District of Kansas. Her primary practice is litigating federal criminal appeals in the Tenth Circuit. She has litigated dozens of appeals and has argued about 25 federal criminal cases in the Tenth Circuit and Fifth Circuit. In addition to appeals\, Kayla works on retroactive resentencing projects\, like compassionate release and guidelines-change litigation\, and supports the office’s district court motions practice. Kayla has previously worked as an assistant federal public defender in the Southern District of Texas and as a law clerk for the Fifth Circuit Court of Appeals. She graduated from Wake Forest University and received her J.D. from New York University School of Law. \nChris Michel\, Partner\, Quinn Emanuel Urquhart & Sullivan\, LLP\nChris Michel is Co-Chair of the firm’s National Appellate Practice.  His practice focuses on complex legal issues at all stages of litigation\, with a particular emphasis on appellate and Supreme Court matters.  He has handled significant matters in the areas of securities\, antitrust\, intellectual property and technology\, health care\, administrative law\, the First Amendment\, corporate governance\, foreign affairs\, energy and the environment\, and criminal procedure—among others.  He practices frequently in the U.S. Supreme Court\, federal and state courts of appeals\, and trial courts.  In 2023\, he was named an Appellate MVP by Law360 and one of America’s 500 Leading Litigators by Lawdragon. Chris joined the firm from the Office of the Solicitor General at the U.S. Department of Justice.  During his time there\, he argued 10 cases before the Supreme Court\, briefed roughly 200 Supreme Court cases at the certiorari and merits stages\, and advised the Solicitor General on all aspects of federal litigation strategy. Among other recognition\, he received a Civil Division Special Commendation Award for his work on high-stakes civil litigation. Chris has a unique perspective on the workings of the federal government and key strategic issues facing business clients. In addition to his experience in the Solicitor General’s Office\, he served as a counselor to the Attorney General on civil litigation matters and as a special adviser in the White House Counsel’s Office. He began his legal career as a law clerk to Chief Justice John G. Roberts\, Jr.\, at the Supreme Court\, and to Justice Brett M. Kavanaugh\, who was then sitting on the U.S. Court of Appeals for the D.C. Circuit. Before attending law school\, Chris worked at the White House under President George W. Bush\, whom he served as Director of Speechwriting\, drafting more than 500 presidential speeches including five State of the Union addresses. He also collaborated on President Bush’s memoir\, Decision Points\, assisting with the researching\, drafting\, and editing of the book. A native of California and a graduate of Yale College and Yale Law School\, Chris is a member of the Virginia and District of Columbia bars. He has represented and counseled clients in matters at all levels of the federal judiciary\, in state trial and appellate courts\, before administrative agencies\, and in both civil and criminal investigations. He has also taught constitutional law and separation of powers at Georgetown University Law Center\, and he is an appointed member of the D.C. Circuit’s Advisory Committee on Procedures. \nMorgan Ratner\, Partner\, Sullivan & Cromwell\nMorgan Ratner is a partner in Sullivan & Cromwell’s Litigation Group and is a member of the Firm’s Supreme Court and Appellate Practice.  She has argued nine cases before the U.S. Supreme Court.  Before joining the Firm\, Ms. Ratner served in the Office of the Solicitor General at the U.S. Department of Justice.  During her tenure there\, she argued Supreme Court cases involving areas of federal law such as securities regulation\, bankruptcy\, employment\, intellectual property\, criminal law\, and elections law.  She received a John Marshall Award\, the Department of Justice’s highest award offered to attorneys\, for exceptional service to the Office of the Solicitor General and the Department of Justice.  In private practice\, Ms. Ratner regularly briefs and argues appeals and dispositive motions; provides strategic guidance for trial and administrative proceedings; and counsels clients confronting high-stakes legal issues. The U.S. Supreme Court recently appointed her as amicus curiae to brief and argue a case\, making her just the ninth woman of at least 69 such appointments the Court has made since 1926.  After graduating Harvard Law School—where she was awarded the Fay Diploma as the top student in her class—Ms. Ratner clerked for Chief Justice John G. Roberts\, Jr. of the U.S. Supreme Court and then-Judge Brett M. Kavanaugh of the U.S. Court of Appeals for the D.C. Circuit. DESCRIPTION:In 2006\, the Chapter introduced\, as an annual feature event\, the William J. Holloway\, Jr. Lecture Series. The Chapter created the Lecture Series to honor William J. Holloway\, Jr.\, Senior Judge\, Tenth Circuit Court of Appeals. Erwin Chemerinksy\, renowned legal scholar and current Founding Dean of the University of California\, Irvine School of Law\, delivered the inaugural lecture. Following this inaugural lecture\, the Chapter has continued to attract prestigious members of the bench and bar from around the nation to deliver scholarly addresses. The annual lecture is a much anticipated and well-attended event by both FBA members and non-members. As a tribute to Judge Holloway\, many of his former law clerks and colleagues on the bench participate. The Lecture Series was founded by the Honorable Robert E. DESCRIPTION:Thursday\, February 25 | 5:30 PM – 7:30 PM CST\nPlease join the Oklahoma City Chapter of the Federal Bar Association for its Virtual CLE – Black Wall Street and the 1921 Tulsa Race Massacre\, featuring Hannibal B. Johnson. This program will take place from 5:30-7:00 p.m. on Thursday\, February 25. Registrants will be provided a Zoom link for the event. \nThis CLE will focus on the events surrounding the 1921 Tulsa race massacre and destruction of the Greenwood District\, also known as Black Well Street. In addition to providing his unique insights into the massacre\, attorney Hannibal B. Johnson will bring awareness to the continuing legal ramifications of this racial violence and its impacts on the descendants of those who experienced it directly. Mr. Johnson’s presentation will be followed by a panel discussion moderated by Melvin C. Hall. \nA portion of the proceeds from this program will be donated to the Ada Lois Sipuel Fisher Chair at the University of Oklahoma College of Law and social justice programs at Oklahoma City University School of Law. \n\nAbout the Speakers\nHannibal B. Johnson \nHannibal B. Johnson is an attorney\, author\, and independent consultant specializing in diversity & inclusion/cultural competence issues and nonprofit governance. He is a graduate of Harvard Law School and The University of Arkansas\, where he completed a double major in economics and sociology. Mr. Johnson has also served as an adjunct professor at The University of Tulsa College of Law\, Oklahoma State University\, and the University of Oklahoma. \nMr. Johnson serves on the federal 400 Years of African-American History Commission\, a body charged with planning\, developing\, and implementing activities appropriate to the 400th anniversary of the arrival\, in 1619\, of Africans in the English colonies at Point Comfort\, Virginia. He chairs the Education Committee for the 1921 Tulsa Race Massacre Centennial Commission. His books include: Images of America: Tulsa’s Historic Greenwood District; Black Wall Street–From Riot to Renaissance in Tulsa’s Historic Greenwood District; Up From the Ashes—A Story About Community; Acres of Aspiration—The All-Black Towns in Oklahoma; Mama Used To Say—Wit & Wisdom From The Heart & Soul; No Place Like Home—A Story About an All-Black\, All-American Town; and IncogNegro—Poetic Reflections on Race & Diversity in America. \nMr. Johnson’s honors include: the 2021 Arrell Gibson Lifetime Achievement Award from the Oklahoma Center for the Book; the 2020 Entrepreneurial Success Award from the Tulsa Regional Chamber; the 2019 Community Development Partner of the Year Award from the Tulsa Regional Chamber; the 2016 Whitney M. Young\, Jr.\, Service Award from the Boy Scouts of America; the 2015 National Philanthropy Day Award for Diversity and Inclusion from the Association of Fundraising Professionals; the 2013 “The Inclusives” diversity award from Tulsa’s Young Professionals; the 2012 “Ada Lois Sipuel Fisher Diversity Award” from the Oklahoma Bar Association; the “Don Newby/Ben Hill” award from Tulsa Metropolitan Ministry; the “Keeping The Dream Alive” award from the Dr. Martin Luther King\, Jr. Commemoration Society; the “Outstanding Service to the Public Award” from the Oklahoma Bar Association; the “Ten Outstanding Young Tulsans” award from the Tulsa Jaycees; the “Distinguished Leadership Award” from the National Association for Community Leadership; the 2005 “Ralph Ellison Literary Award” from the Black Liberated Arts Center; the 2006 Oklahoma Human Rights Award from the Oklahoma Human Rights Commission; induction into the 100 Black Men of Tulsa\, Inc. “Hall of Honor” in 2007; and the “Goodwill Appreciation Award” from the Islamic Society of Tulsa in 2008. \nMelvin C. Hall \nMelvin C. Hall is an attorney with Riggs\, Abney\, Neal\, Turpen\, Orbison & Lewis. After an eight-year public service career with the Cleveland County District Attorney’s Office (1980-1983) and as Executive Director of the Oklahoma Human Rights Commission (1983-1987)\, Melvin joined the Riggs\, Abney January 1\, 1988. He was elected shareholder partner on January 1\, 1992. Since joining the firm\, Melvin has focused his practice on civil litigation of matters relating to employment law\, business and commercial law\, and civil rights law. Melvin has tried cases before administrative tribunals\, in state district courts and in each of the three U.S. District Courts of Oklahoma. He has also argued several cases before the Tenth Circuit Court of Appeals in Denver\, Colorado. \nIn addition to his law practice\, Melvin is a nationally sought-after speaker and lecturer on employment law and civil rights issues. He is currently an adjunct professor at the University of Oklahoma teaching classes regarding employment law and the civil rights movement. Melvin was a featured speaker at the 2018 Office of Civil Rights Enforcement Employment Law Conference and the Guide to 42 U.S.C. § 1983 Principals and Litigation Conference. Both conferences were held in Oklahoma City. \nMelvin also presented at the National Conference on Race and Ethnicity in Higher Education (NCORE) conference in New Orleans in 2018. Melvin has served on numerous boards and commissions such as a seven year term as a regent on the University of Oklahoma Board of Regents from 1992 through 1999. Currently\, Melvin serves on the LegalShield Board of Directors\, the Arvest Bank Board of Directors\, the Executive Committee of the Southwest Center for Human Relations Studies\, the Women’s and Gender Studies (WGS) Board of Advocates\, the Board of Visitors of the University of Oklahoma College of Law\, and the Oklahoma Innocence Project Advisory Board. \nMelvin is an AV rated attorney who has received numerous awards\, honors and appointments. In 2019 Melvin was presented with the Oklahoma City Association of Black Lawyers\, Opio Toure Champion of Justice Award. In 2017\, Melvin was presented with the Spirit of the Community Award from the Fairview Missionary Baptist Church\, and in 2013 he received the Oklahoma Bar Association Diversity Committee’s Ada Lois Sipuel Fisher Diversity Award. Melvin received his Bachelor of Arts in Education degree from Langston University and his Juris Doctorate from the University of Oklahoma College of Law. Both Langston University and the University of Oklahoma annually award scholarships that are named in honor of Melvin C.
