DESCRIPTION:The discussion will be moderated by Retired U.S. Fourth Circuit Court of Appeals Judge and former Baltimore City Solicitor Andre M. Davis. Panelists will discuss the pros and cons of qualified immunity\, whether it should be preserved or abolished and its impact on various populations in an informative and accessible manner for the public and legal community. \n\nAbout the Presenters\nJason G. Downs\, Esq.\, assisted in securing a $6.4 million settlement for the family of Freddie Gray and represented the family of Crystalline Barnes\, who was killed during a traffic stop in Jackson\, Mississippi. Mr. Downs served as one of the youngest Training Directors ever in the history of the Public Defender Service in Washington\, D.C. \nThomas H. Barnard\, Esq.\, currently serves as a shareholder at Baker Donelson and previously served as an Assistant U.S. Attorney\, military prosecutor and military police officer. Mr. Barnard has over 20 years of government experience. His civil litigation practice includes Bivens and 42 U.S.C. 1983 civil rights litigation. \nThiru Vignarajah is a partner at DLA Piper and previously served as Deputy Attorney General for the State of Maryland\, a federal and state prosecutor\, and clerk to U.S. Supreme Court Justice Stephen G. Breyer. Mr. Vignarajah served as lead counsel for the State of Maryland in the high profile post-conviction case of Adnan Syed. \nJean M. Zachariasiewicz\, Esq.\, is a partner at Brown\, Goldstein and Levy\, LLP.  Previously she was a litigation associate at a DC civil rights firm and the Francis D. Murnaghan\, Jr. Appellate Advocacy Fellow at the Public Justice Center\, where she practiced appellate litigation in the areas of civil rights and poverty law.  Jean clerked for Judge Myron H.
