She manages the federal litigation unit of the law department\, which defends all federal claims filed against the Board and its employees. That practice includes claims under Title VII and related employment statutes\, Title IX\, and 42 U.S.C. Sec. 1983. Prior to joining the Board\, Elizabeth was in private practice representing local government entities in state and federal litigation. Elizabeth lives in Chicago with her 8-year old son and their new puppy\, Duke. \n  \nCashauna Hill\, Executive Director\, Louisiana Fair Housing Action Center \nCashauna Hill has served as Executive Director of the Louisiana Fair Housing Action Center (formerly the Greater New Orleans Fair Housing Action Center) since 2015. At Louisiana Fair Housing\, Cashauna leads a staff of advocates in fulfilling the organization’s mission to end housing discrimination and segregation. Prior to leading LaFHAC\, Cashauna spent several years challenging discriminatory housing policies and practices through litigation and policy advocacy. She has written about housing segregation and civil rights for Next City and The Hill\, among other outlets\, and in 2017 was honored as the inaugural recipient of the Tulane Law School Public Interest Law Foundation’s Practitioner Service Award. Cashauna is a graduate of Spelman College and Tulane Law School. \n  \nWylie Stecklow\, Civil Rights Attorney\, Wylie Stecklow PLLC \nWylie Stecklow is a civil rights attorney in downtown Manhattan. Mr. Stecklow is the immediate past FBA SDNY Chapter President\, the immediate past chair of the FBA National Civil Rights Law Section\, and an adjunct Professor at Fordham Law School (his alma mater). He is a founding member of the National Action Network’s Legal Rights Nights\, a recipient of U.S. Congress Certificate of Special Congressional Recognition for Community Service\, the New York City Council Certificate for Outstanding Citizenship and Manhattan Borough President’s Office Certificate of Recognition for Service to the Community. In 2004\, he was the General Counsel for the Billionaires for Bush\, and in September 2011\, his firm was retained by the Occupy Wall Street General Assembly\, and organized pro bono representation for over 200 Occupy arrestees. He has litigated 1983 cases involving First Amendment Rights in New York\, Maryland and Iowa. Since 2015\, he has been named a Civil Rights Super Lawyer. He has served as a panelist and moderator for Civil Rights CLE’s organized by New York County Lawyer’s Association\, National Police Accountability Project and the Federal Bar Association\, and has presented an investigators’ training at the Civilian Complaint Review Board on how to interview police officers. His affinity for New Orleans spans more than two decades\, and more than 50 JazzFest days. Since 2006\, he has hosted NYC’s Most Authentic Mardi Gras Party\, Fat Friday\, an annual non-profit fundraiser. \nJonathan Trunnell\, Managing Attorney\, Disability Rights Louisiana \nJonathan Trunnell is managing attorney for Disability Rights Louisiana (formerly Advocacy Center)\, which provides legal advocacy for people with disabilities to combat all forms of discrimination\, abuse and neglect through monitoring\, investigations\, and legal action. SUMMARY:Law Student Series: Racial Equity and the SDGs: A Certification Training Program for Law Students(3-Part Program)
DESCRIPTION:The urgency for racial equality is a clarion call for the legal profession. As practitioners consider how best to support this global movement\, the FBA Diversity and Inclusion (D & I) Committee aims to equip its members with a broad and practical understanding of human rights and how their work can contribute to a more just nation and planet. \nIn collaboration with UN Global Compact\, we are offering a ‘Certification Program’ promoting understanding and action aimed at member law students and the wider US legal community. The program will address how lawyers can draw on their problem-solving skills to contribute to civil justice. Importantly\, it will also introduce a framework for international human rights as enshrined in the UN Sustainable Development Goals. \nThis universally accepted agenda offers a comprehensive and quantifiable framework for the issues that continue to disproportionately impact minority and impoverished communities throughout the world. For young lawyers to have a voice in this conversation\, they must understand how these objectives and their underpinning principles\, can guide progress for governments\, businesses and even the law firms in which many of these students will soon begin their legal careers. \nRegistration for this event is now closed. \n\n\n\nSession 3: The Legislative Horizon – An International View of Human Rights Protections\nNovember 13\, 2020 ⋅ 2:00 – 3:30 ET \nWhile many governments have shown disappointing commitment\, we do see increased momentum towards state protection of both people and planet. Progressive legislation by some G20 countries is driving worldwide human rights protections. Lawyers have an important role to play as they help to draft legislation or policy as well as how they advise their business clients about the impacts of these legislative trends. \nIn this session we look at human rights trends in the law\, including: How Modern Slavery Acts are driving due diligence and transparency along supply chains; What US racial equality legislation might look like;\nAnalyzing and advising on corporate risk in an evolving legislative and litigation landscape; and\, Advising clients on a human rights/equality approach to procurement. \nAbout the Presenters\nSteven Feldstein\, Senior Fellow\, Carnegie Endowment for International Peace in the Democracy\, Conflict and Governance Program \nSteven Feldstein is a senior fellow at the Carnegie Endowment for International Peace in the Democracy\, Conflict and Governance Program. Previously\, he was the holder of the Frank and Bethine Church Chair of Public Affairs and an associate professor at Boise State University. He served in the Obama administration as Deputy Assistant Secretary of State for Democracy\, Human Rights and Labor with responsibility for Africa policy\, international labor affairs\, and international religious freedom\, and as Director of Policy at the U.S. Agency for International Development. He has also served as Counsel on the U.S. Senate Foreign Relations Committee\, maintaining oversight of all foreign assistance agencies\, budgets and programs. His research interests include the intersection of technology\, democracy\, and human rights; U.S. foreign policy; and Africa policy. His articles and commentary have appeared in outlets such as the BBC\, Financial Times\, Foreign Affairs\, Foreign Policy\, Journal of Democracy\, MIT Technology Review\, The National Interest\, The Wall Street Journal\, War on the Rocks\, and The Washington Post. He received his B.A. from Princeton and his J.D. from Berkeley Law. His forthcoming book on the global rise of digital repression will come out in April 2021. \nSteve Kenzie\, Executive Director\, United Nations Global Compact’s UK Network \nSteve has managed the Secretariat of the UN Global Compact Network UK since 2008\, connecting UK companies and other organizations in a global movement dedicated to driving corporate sustainability and the Sustainable Development Goals. He also Chairs UNGC’s Global Network Council and sits on the UN Global Compact Board. He was previously a Programme Director at the International Business Leaders Forum (IBLF) leading projects across a wide range of responsible business issue areas. Prior to joining IBLF\, Steve was the founder and Managing Director of a successful retail sports equipment business in Canada. He has a B.Comm from the University of British Columbia and an MSc in Business & Environment from Imperial College London. \nJulie Kofoed\, Head of Human Rights\, United Nations Global Compact \nJulie Garfieldt Kofoed is the Head of Human Rights at the UN Global Compact\, the United Nations’ corporate sustainability initiative. In this capacity\, she leads UN Global Compact’s engagement with businesses\, Governments\, law firms and associations\, civil society\, and the UN system to promote the Global Compact’s human rights Principles and support the implementation of the UN Guiding Principles on Business and Human Rights with a view to enhance the corporate responsibility to respect and support human rights at the global and local level. \nBefore taking up this position\, Ms. Kofoed served in the Ministry of Foreign Affairs of Denmark\, most recently as the Senior Human Rights Policy Adviser with the Permanent Mission of Denmark to the United Nations in New York (2012 – 2019). She has extensive experience in United Nations negotiations on\, inter alia\, gender equality and the empowerment of women and girls\, the rights of indigenous peoples and has led numerous negotiations on General Assembly resolutions on the prevention of torture. \nMs. Kofoed has held a number of positions in the Ministry of Foreign Affairs of Denmark including Head of Section\, EU Law Department\, Center for Legal Services (2011-2012) and Human Rights Adviser and Attaché to the Permanent Missions of Denmark to the UN in both Geneva and New York (2010). Ms. Kofoed has furthermore worked as an attorney and assistant attorney with a Copenhagen based corporate law firm (2003-2010). Ms. Kofoed holds a master’s degree in law from the University of Copenhagen. \nRoger Leese\, Partner\, Clifford Chance \nRoger has over 30 years experience of international litigation and dispute resolution\, the last 20 of which as a Partner. He specialises in commercial\, corporate\, private equity and finance related disputes across a wide range of industries and jurisdictions\, including emerging markets. He also advises on corporate and institutional governance-related issues. Roger sits on the firm’s ESG and Responsible Business Boards and is responsible for the Firm’s pro bono and Community Affairs programmes globally. Roger also co-heads the firm’s Business and Human Rights Group. He is the Chair of the UK legal charity\, Advocates for International Development (A4ID) and an environmental NGO\, the Lifescape Project. \n\nSafaath Ahmed Zahir\, Founder\, Women & Democracy \nSafaath is a champion in the promotion of women’s rights and democracy in the Maldives. Her initiatives and focus to promote the importance of women’s political leadership and to empower women in leadership is recognized nationwide. After completing Masters in Finance\, at age 24\, she went on to assist in the creation of a movement named\, Women on Boards (WOB)\, the first NGO of its kind advocating for gender diversity and the importance of women at all levels of the economy. Safaath later on pioneered an organization named Women & Democracy\, to empower women in political leadership and to promote the essential role of women in sustaining and building a democracy. During 2016\, she received the Queen’s Young Leaders Award bestowed by Her Majesty Queen Elizabeth II and to date she remains as the youngest Maldivian to receive a British Royal Family Honor. Her social advocacy works remains largely recognized in multiple international platforms including\, United Nations and Forbes 30 under 30. Safaath is also passionate about the development of free and democratic societies. He will speak about how the Holocaust came about within the rule of law as well as his role as a French Resistance and Polish Refugee Resistance fighter.    \nPresented by the International Law Section and Senior Lawyers Division  \nRegistration for this event is now closed. \n\nAbout the Presenters:\nMichael Taylor\, WWII Veteran\, French Resistance and Polish Refugee Resistance Fighter  \nMichael fought in the Polish Refugee Army\, French Resistance\, American\, and French World War II armies. After the Allies liberated France\, he visited Patton’s Rainbow Brigade\, which liberated Dachau and Buchenwald in Germany. Following the war\, he acquired four very rare legal certificates to take his three surviving sisters\, all under the age of 12\, with him to lead new lives in Palestine on a ship of 1000 refugees\, including Dr Ruth. Michael’s sisters had survived separately in Vichy\, France thanks in part to being hidden in a Catholic grade school\, aided by future Mime Marcel Marceau. \nUpon arriving in Israel\, Michael joined the elite Givati Reprisal Brigade. As a trained machine gunner\, he helped Israel attain independence. This took 9 months\, and 10 percent of Jews were killed. The Tzeuchneider (pron. Tuchschneider) family had all their property stolen from Belgium except rare photos\, which are included in today’s power point presentation\, along with family and archival military photos. \nMichael met his wife\, Rita\, when she came as tourist in 1952 to his Tel Aviv Main Street magazine store. They married after one month and communicated in Yiddish. Rita’s family members were socialist refugees from Tsarist Russia who had fled the 1905 pogrom. Michael’s family had fled similar murderous pogroms in Warsaw in 1924 and traveled across Europe\, spending ten peaceful years as religious Jews in Brussels. \nAlthough married and an American veteran\, Michael was not issued a visa during the Cold War to join his wife until he translated his Polish name Tzeuchneider to Taylor at the advice of Rita’s cousin working at the State Department. \nMichael now tells his story through lectures and webinars with his son\, Shannon. \nShannon Taylor\, Son to Michael Taylor \nShannon was born in 1955. He graduated Tufts University magna cum laude in 1976. He has practiced law since graduating Temple Law with Hebrew University Law in 1979. Shannon was a civil and criminal trial lawyer in New York City and Hackensack. \nHe is published\, has lectured for over thirty-five years\, and led a decade of 92nd Street Y tours at most of NYC’s private university and entertainment clubs. He is an award-winning photojournalist\, solarian\, percussionist and mineralogist. \nShannon has hosted a weekly prime time TV interview and commentary with his father called “The Conversation” for the past ten years. Previously\, Steve served as a law clerk to Judge Harry Edwards of the D.C. Circuit and to Judge Jesse Furman of the Southern District of New York. He holds a J.D. from New York University School of Law\, where he was a Root-Tilden-Kern public interest scholar and Articles Editor of the Law Review\, and a B.A. from Princeton University. \nJason Tulley\, Supervising Attorney and Former Training Director\, Trial Division \nJason D. Tulley is currently a Supervisor in the Trial Division at the Public Defender Service for the District of Columbia (PDS). Prior to that he was the Training Director where he trained all the new attorney at PDS for five years and trained over one hundred of the court appointed private attorneys in Superior Court. For the five years before that\, Mr. Tulley was Special Counsel for Forensics and Expert services where he led the organization’s nationally renowned Forensic Practice Group which focuses on litigation of science issues from DNA to fingerprints to the psychology of eyewitness identification and manages the agency’s budget for expert witnesses.  Mr. Tulley has been at PDS for eighteen years where he has tried murder\, sexual assault\, and other major felony cases as well as worked on the forensic issues for the D.C. exoneration cases which led to the FBI Hair review.  He is also past Chair of NACDL’s Forensic Science Committee\, where he worked on a national level to ensure scientifically sound forensic practices and education for the defense bar in all forensic disciplines.  Prior to working in D.C.\, Mr. Tulley was an attorney in the Trial Division of New York City’s Capital Defender Officer\, where as a Deputy Capital Defender he represented indigent persons facing death penalty charges.  Before moving to New York\, Mr. Tulley was an associate for Bennett & Nathans\, LLP\, a small Maryland law firm that handled state and federal civil and criminal cases\, including a substantial capital defense practice.  He graduated from the State University of New York at Binghamton in 1992\, and then the University of Maryland School Of Law in 1995. \nJennifer Williams\, Staff Attorney\, Appeals \nInterested in one of our other PDSDC divisions – Parole\, Juvenile Services\, Prisoner Reentry Legal Services\, Mental Health\, Civil Legal Services (including special education and immigration)? Check the program page for updates as programming is added. \n\nAbout the Presenters\nSarah Wahl\, Recruiting Officer\, Attorney-Advisor\, Office of the Inspector General\, U.S. Office of Personnel Management (Co-Moderator) \nFritz Swartzbaugh\, Deputy Counsel\, Office of the Inspector\, General U.S. AbilityOne Commission (Co-Moderator) \nPaul St. Hillaire\, Assistant Inspector General for Legal and Legislative Affairs\, U.S. Office of Personnel Management \nPaul St. Hillaire was appointed Assistant Inspector General for Legal and Legislative Affairs (AIGL) in October 2019.  He is responsible for overseeing the Office of Legal and Legislative Affairs (OLLA)\, which provides legal advice and guidance to the Inspector General and the Office of the Inspector General (OIG) components and interacts with Congress on behalf of the OIG.  He also serves as the Debarring Official\, who is responsible for debarment and suspension actions of health care providers participating in the Federal Employees Health Benefit Program.  Prior to his appointment to the AIGL\, Mr. St. Hillaire served as senior counsel and Acting AIGL in OLLA\, and Acting Deputy Assistant Inspector General for Management in the OIG.  He previously served as Deputy Assistant General Counsel in the U.S. Office of Personnel Management’s (OPM) Office of the General Counsel and in several other roles in the OPM organization formerly known as Retirement and Insurance Services.  He earned a Bachelor of Science degree from the University of Maryland and received his Juris Doctorate from the University of Baltimore. \nSusan Ruge-Hudson\, Counselor to the Inspector General\, U.S. Government Publishing Office \nSusan L. Ruge-Hudson serves as the Counselor to the Inspector General.  In this role\, she provides legal and policy advice to the Inspector General on a wide variety of topics\, including issues related to protecting the office’s independence.  Her primary duty is to support and assist the Inspector General as he executes his oversight responsibilities under the GPO Inspector General Act of 1988 and the Inspector General Act of 1978.  She also works closely with the Assistant Inspector’s General on matters related to audits\, inspections\, investigations\, and other oversight activities. \nRuge-Hudson has been in the Inspector General Community since 2010\, when she joined the U.S. Office of Personnel Management Office of the Inspector General.  While at OPM OIG\, she was the Senior Counsel for Legislative and External Affairs and oversaw all Congressional and media outreach efforts.  She left OPM OIG in 2019 to join the Defense Digital Service\, a small office reporting directly to the Secretary of Defense\, charged with bringing IT practices from the private sector to the Department of Defense. \nPrior to joining the Federal Government\, Ruge-Hudson worked at private law firms\, specializing in tax law.  She has a Bachelor of Science in Politics from Washington & Lee University\, a J.D. from Columbia Law School\, and an LL.M in Taxation from Georgetown University Law Center. \nTanner Horton-Jones\, Senior Counsel with U.S. Agency for International Development OIG’s Office of General Counsel \nAs senior counsel with USAID OIG’s Office of General Counsel\, Tanner leads a team of three attorneys with a primary focus on meeting the legal needs of the Office of Audit and Office of Management.  The team supplies research and advice to each audit from its inception through the closure of its recommendations\, along with support for OIG’s contracting unit\, learning and development program\, IT team\, internal policy management\, and other core administrative functions.  Additionally\, Tanner is the legal liaison for USAID OIG’s unique work providing oversight of U.S. overseas contingency operations in partnership with the Inspectors General for the Departments of State and Defense.  He also serves as the OIG’s Whistleblower Protection Coordinator\, ensuring that the OIG fulfills its obligation to educate employees about whistleblower rights and properly respond to retaliation complaints.  He is actively involved in the OIG community\, including teaching courses through the CIGIE Training Institute. \nTanner holds a J.D. from American University Washington College of Law and is licensed to practice law by the State of Maryland.  He completed his undergraduate studies at Sewanee\, where he studied French and Political Science. \nKevin Miller\, Counsel to the Inspector General\, Farm Credit Administration \nKevin T. Miller serves as Counsel to the Inspector General at the Farm Credit Administration\, an independent agency tasked with regulating and supervising the Farm Credit System\, a nationwide network of borrower-owned financial institutions that provide credit and related services to agriculture and rural America. He provides legal and other advice to the Inspector General and Office of Inspector General staff concerning audits\, inspections\, evaluations\, investigations\, and other matters relevant to the office’s oversight responsibilities. \nBefore joining the FCA OIG in 2018\, Miller worked as an attorney-advisor in the U.S. Office of Personnel Management OIG. Lamberth was appointed United States District Judge for the District of Columbia on November 16\, 1987.  He served as Chief Judge from May 1\, 2008 to July 15\, 2013\, at which time he became a Senior Judge. \nJudge Lamberth\, a native of San Antonio\, Texas\, graduated from the University of Texas\, receiving a B.A. degree in 1966 and from the University of Texas School of Law\, receiving an LL.B degree in 1967.  He served as a Captain in the Judge Advocate General’s Corps of the United States Army from 1968 to 1974.  After service at Fort Bragg\, North Carolina\, and in Vietnam\, Judge Lamberth served in the Litigation Division of the Office of the Judge Advocate General of the Army at the Pentagon from 1971 to 1974. \nJudge Lamberth served as an Assistant United States Attorney for the District of Columbia from 1974 to 1987.  He was Chief of the Civil Division of the United States Attorney’s Office\, 1978 – 1987. \nJudge Lamberth is married to the former Janis K. Jost of San Antonio.  He is former Chairman of the Federal Litigation Section of the Federal Bar Association\, and a member of the American Bar Association and the Bar Association of the District of Columbia\, and the District of Columbia Bar. \nJudge Lamberth is also former Chairman of the Professional Ethics Committee of the Federal Bar Association.  The Federal Bar Association’s Model Rules of Professional Conduct for Federal Lawyers\, finally approved in October 1990\, were drafted by Judge Lamberth’s Committee. \nJudge Lamberth was appointed by Chief Justice Rehnquist to be Presiding Judge of the United States Foreign Intelligence Surveillance Court on May 19\, 1995.  That appointment ended May 19\, 2002. \nJudge Lamberth served as a member of the Judicial Conference of the United States from May 2008 to July 2013.  He also served as a member of the Judicial Conference’s Committee on Automation and Technology from 1990 to 1996\, and from 2003 to 2008\, served as Chairman of the Judicial Conference’s Committee on Inter-Circuit Assignments.  Chief Justice Roberts appointed him to again Chair the Inter-Circuit Assignment Committee\, effective October 1\, 2013. \nColonel Luis O. Rodriguez\, Director\, Office of Diversity\, Equity\, and Inclusion\, Office of the Judge Advocate General\, U.S. Army\nColonel (COL) Luis O. Through her advocacy\, Aisha aims to dismantle social injustices affecting marginalized communities\, with a particular focus on the intersection of people with disabilities and their disproportionate interactions with law enforcement. At DRC\, Aisha has worked on a range of litigation relating to housing\, houselessness\, and higher education. \nMost recently\, Aisha was an adjunct clinical lecturer with the Veterans Justice Clinic at UCLA’s School of Law for the 2022-2023 school year. Aisha supervised law students as they engaged in written and oral advocacy on behalf of housing insecure veterans\, and organized a site visit for Soledad Garcia Munoz\, the Special Rapporteur on Economic\, Social\, Cultural and Environmental Rights at the Inter-American Commission for Human Rights\, to assess the houselessness crisis in Los Angeles. \nPrior to joining Disability Rights California\, Aisha was a staff attorney at Manhattan Legal Services\, where she represented tenants and tenant associations in issues relating to violations of the Fair Housing and Rehabilitation Acts\, warranty of habitability and rent stabilization laws. \nIn October 2020\, Aisha was appointed to the San Bernardino Superior Court’s Elimination of Bias Committee\, where she continues to work closely with judicial officers\, court personnel\, and attorneys from the public and private sectors to eliminate bias in the justice system and ensure court processes are accessible and equitable to all. \nAisha received her B.A. from California State University\, Fullerton\, and her J.D. from New York Law School. She is licensed to practice in California and New York. \nEric Foley\, Staff Attorney in the New Orleans Office of the Roderick & Solange MacArthur Justice Center \nEric Foley is an attorney at the Roderick & Solange MacArthur Justice Center\, where his docket includes challenges to bail systems\, police misconduct\, and violations of protesters’ rights across Louisiana. Prior to joining the MacArthur Justice Center in 2015\, Foley worked for S.E. Louisiana Legal Services in their housing and homeless advocacy divisions and was a judicial clerk in the U.S. District Court for the District of Puerto Rico. \n  \nKyle Kaiser\, Senior Trial Counsel\, Litigation Division\, Utah Attorney General’s Office \nKyle Kaiser is an Assistant Attorney General and Senior Trial Counsel in the Litigation Division of the Utah Attorney General’s Office. He has been with the office since July 2011. Kyle’s practice focuses on defending claims of constitutional or civil rights violations brought against the State of Utah\, its agents\, agencies\, and subdivisions\, and Utah colleges and school districts. Kyle is also appointed as a judge pro tempore for the Salt Lake City Justice Court\, presiding over civil small claims matters. Before working for the Utah AG’s Office\, Kyle was employed as Staff Attorney for Justice Dale Wainwright of the Supreme Court of Texas\, where he not only assisted Justice Wainwright in researching and preparing opinions and analyzing petitions for review\, but was in charge of the Court’s annual hot pepper eating competition. Before that\, Kyle was a litigation and intellectual property associate with the law firm of Winthrop & Weinstine\, P.A. in Minneapolis\, Minnesota\, and served as a law clerk for Richard Dorr\, United States District Judge for the Western District of Missouri\, in Springfield. \nKyle received his J.D.\, with high distinction\, from the University of Iowa College of Law in 2003\, where he was Senior Managing Editor of the Iowa Law Review\, was awarded the Hancher-Finkbine Medallion\, and was inducted into Order of the Coif. Blake’s primary focus is representing governmental entities in civil rights litigation. He serves as general counsel for the Utah Peace Officers Association\, the National Institute of Jail Operations\, the Hurricane City Police Department\, and the Powder Mountain Water & Sewer Improvement District. While in law school\, Blake interned at the Gonzaga University Legal Assistance Clinic\, which provides legal services for elderly and low-income individuals. He has also co-chaired through the Utah State Bar the Wills for Heroes committee\, which provides wills and other estate planning services for emergency first responders and their families. Blake has served in many leadership positions both at the firm and with the Bar. This includes serving as a member of the firm’s Board of Directors\, chair of the firm’s Governmental Entity Defense group\, and President Elect of the Utah Chapter of the Federal Bar Association. \n  \nEileen Rosen \nEileen Rosen concentrates her practice in civil rights litigation\, with significant trial experience in both State and Federal Courts. Prior to entering private practice\, Eileen was an Assistant Corporation Counsel for the City of Chicago\, Department of Law\, where she specialized in defending civil rights cases brought against the City of Chicago and members of the Chicago Police Department. She was a supervisor in the Department of Law and was responsible for supervising all reverse conviction–extended detention lawsuits. Eileen is an active member of the Civil Rights Section of the Federal Bar Association\, where she sits on the board and currently serves as the head of the Committee on Defense of Government Entities. She was the Chair of the Civil Rights Section from 2012 – 2016. She also frequents as a guest lecturer at Loyola University School of Law\, where she speaks to law students regarding Section 1983 and police misconduct litigation. \n  \nWylie Stecklow \nWylie Stecklow has been one of New York City’s leading civil rights lawyers for more than twenty years\, with a long history of working with community organizations and individuals for police accountability. Heis a past President of the Southern District of New York Chapter of the Federal Bar Association\, past National chair of its Civil Rights Law Section\, and is an adjunct Professor at Fordham Law School (his alma mater). Wylie is the 2021 recipient of the Sarah T. Hughes Civil Rights Award\, and in 2022 he joined the Second Circuit Civic Education Committee. He is a founding member of the National Action Network’s Legal Rights Nights and for the past twenty years\, he has been litigating police policies and practice concerning the constitutional rights of protesters and photographers. Wylie is the founder of the well-respected biennial Civil Rights Étouffée (CLE) in New Orleans and chair of the FBA SDNY’s Rule of Law Award. \nRobin Wagner \nRobin Wagner is a partner at the Detroit-region law firm\, Pitt McGehee Palmer Bonanni & Rivers. She works exclusively on plaintiff-side civil rights matters\, primarily in the areas of employment and housing discrimination and serves as a cooperating attorney with each of Michigan’s Fair Housing Centers\, representing them and their clients in a wide range of litigation. Robin clerked for the Hon. Judith E. Levy of the Eastern District of Michigan and the Hon. Michael H. Dolinger\, ret. Magistrate Judge\, Southern District of New York. She transferred to the Boston Field Office in 2015 wherein she worked health care fraud cases until she was promoted to be a Supervisory Special Agent in February 2018 as the Associate Division Counsel (ADC) for the Boston Field Office. Since December of 2022\, SSA Harris has been the Acting Chief Division Counsel (CDC). In her role as the ADC and CDC\, she assists employees and task force officers with legal\, compliance\, and ethical issues that arise during their investigations\, to include search and seizure\, free speech\, forfeiture\, and civil litigation. \nSupervisory Special Agent Alison Pauly \nSupervisory Special Agent Alison Pauly graduated from Duke University with a degree in Political Science and Russian language. After graduation she worked as a paralegal at a large New York law firm\, then as an advocate for victims of crime in the Manhattan District Attorney’s Office. SSA Pauly then earned a J.D. and a Masters in Social Work at the University of Pennsylvania. She started her legal career in intellectual property litigation in the San Francisco Bay Area at a large law firm. After a few years\, she shifted to federal employment at the United States Department of Labor and then the FBI. SSA Pauly has worked counterintelligence investigations in San Francisco\, Boston\, and as an FBIHQ Program Manager. While in Boston\, she also spent three years working public corruption investigations. SSA Pauly spent 10 years as a member of the Evidence Response Team (ERT). She is also a member of the FBI’s Behavioral Analysis Program (BAP) where she consults with counterintelligence agents on investigations from the perspective of human behavior. SSA Pauly currently is the supervisor of a counterintelligence squad that includes FBI Boston’s Office of Private Sector (outreach) team. \nSpecial Agent Kyle Zavorotny  \nSpecial Agent Kyle Zavorotny attended Johns Hopkins University\, and after graduating with a degree in psychology joined the Baltimore Police Department\, working as a patrol officer\, a detective in the department’s Fraud Unit\, and as a sergeant in patrol. While working for the police department\, he attended the University of Maryland School of Law\, graduating in 2000. SA Zavorotny practiced law for two years in a small firm in Towson\, Maryland specializing in corporate law. In 2002\, he joined the FBI\, and was assigned to the Boston Division\, working Health Care Fraud. In 2005\, SA Zavorotny began working counterintelligence investigations\, and in 2008 was transferred to the FBI’s office in Bedford\, New Hampshire. \nSpecial Agent Courtney Pillsbury \nSpecial Agent Courtney Pillsbury graduated Boston College with a degree in Sociology and after 2 years as a paralegal went on to Boston College Law School. SA Pillsbury practiced at a large multi-national law firm in Boston for 5 years before joining the FBI in 2006. After graduating the FBI Academy\, she was assigned to the Los Angeles Field Office where she worked counterintelligence investigations for 9 years as both a case agent and supervisor. In 2015 SA Pillsbury transferred to the Boston Field Office to continue working national security violations. She is currently the Applicant Coordinator and Recruiter in the Boston Field Office where she processes and tests applicants for the Special Agent position. SA Pillsbury is a member of the Evidence Response Team (ERT)\, a team of Special Agents and professional support staff responsible for the collection of evidence as crime scenes. She is also a member of the FBI’s Behavioral Analysist Program (BAP) where she has advised counterintelligence agents on various facets of their investigations based on the behavioral profiles of the subjects. \nSpecial Agent Chenee Castruita \nSpecial Agent Chenee Castruita has a degree in Journalism from Ohio University in Athens\, Ohio and a law degree from The Ohio State University in Columbus Ohio. SA Castruita practiced personal injury law with a focus on workers compensation and medical malpractice for about three years. In 2017\, she moved to a defense firm and practiced insurance defense for over five years before joining the FBI in June of 2022. The JIA provides summer internships to rising 2L students who\, for personal or financial considerations\, are unable to devote their summer to a full-time\, 40-hour per week judicial internship. The JIA requires a commitment of 20 hours per week for 8 weeks in June and July. Students are given a weekly schedule that includes remote programming and in-person observations in federal and state court. The FBA has provided internships to more than 40 law students thus far through the JIA. Quinney College of Law\, overseeing the U’s bar preparatory program\, before returning to BYU this past year. NightHawk Radiology went public in 2006\, and Nadia has since continued to provide strategic counsel to venture-backed entrepreneurs\, healthcare providers\, and hospital systems on digital health and telehealth service lines\, including international telehealth arrangements involving multistate and international licensure and scope-of-practice issues\, and on data security\, storage\, and usage. \nRanked Band 1 in Healthcare in Chambers USA\, Nadia is recognized by clients for her “cutting-edge information and advice regarding telemedicine affairs\, both domestic and international.” As a pioneer and thought leader\, Nadia is regularly sought out by industry publications and organizations for her insights on digital health\, telehealth\, and the vastly expanding market\, particularly in the wake of COVID-19. For over a decade\, Ms. Dzurec has helped lead efforts to address health coverage access and compliance issues.  In addition\, Ms. Dzurec has directed inter-agency and inter-state collaboration on mental health parity enforcement and compliance efforts.  She is regarded as a subject matter expert in the areas of healthcare reform\, mental health parity\, and health market conduct examinations. \nShe holds a B.A. degree in linguistics from the University of Oregon\, a law degree from the University of Oregon School of Law\, a Master of Public Administration degree from the University of Maine\, and a Master of Laws in Insurance from the University of Connecticut School of Law. Norman brings more than three decades of experience as an Assistant United States Attorney to help guide clients facing government False Claims Act investigations or other allegations of fraud or abuse of government programs. He is a member of the Health Care and FDA practice. Prior to joining the firm\, Norman served as acting U.S. attorney\, the chief federal law enforcement officer in the Eastern District of North Carolina. That office is responsible for prosecuting all federal crimes in the district\, including drug crimes\, violent crimes\, white collar fraud\, terrorism\, and public corruption. The U.S. Attorney’s Office (USAO) also represents the United States in civil court\, handling a wide variety of civil litigation. He previously served as an assistant U.S. attorney for more than 30 years\, focusing his practice on the investigation and civil prosecution of health care fraud and other fraud against the government. In this capacity\, he worked closely with the Health and Human Services Office of Inspector General (HHS-OIG)\, the North Carolina Medicaid Investigations Division (NC-MID)\, the Department of Defense Criminal Investigation Service (DCIS)\, the Drug Enforcement Administration (DEA)\, the FBI\, and other law enforcement agencies. For 17 years\, he served as the Deputy Chief of the Civil Division\, where he both handled his own case load of civil fraud and health care fraud cases\, and supervisedas well as supervising all of the civil fraud\, health care fraud\, and False Claims Act cases for the Eastern District of North Carolina. He has received numerous awards and commendations from federal and state agencies in recognition of his collection of more than $100 million in connection with False Claims Act litigation. He served briefly as the civil chief\, supervising all civil litigation for the USAO\, before becoming the first assistant\, supervising all civil\, criminal\, and appellate litigation in the office.
