It was here where she developed a profound understanding of the challenges faced by immigrants and the legal complexities of U.S. immigration law\, which would shape the remainder of her career. \nBuilding upon her experience in immigration law\, Sheila transitioned to a role as Special Assistant U.S. Attorney in the Northern District of Illinois in 2000. During this time\, she managed a variety of cases involving both criminal and immigration law\, strengthening her expertise in federal legal proceedings. Her work in this high-stakes environment further cultivated her ability to navigate complex legal issues with precision and determination\, earning her recognition as a fierce advocate for justice. \nIn 2010\, Sheila was appointed as an Immigration Judge at the Chicago Immigration Court\, where she presided over a wide array of immigration cases. Her tenure at the court was marked by a steadfast commitment to applying the law fairly and equitably. She earned the respect of her peers and the legal community through her ability to make tough decisions with compassion\, always keeping in mind the human side of immigration proceedings. \nIn November 2015\, she was promoted to Assistant Chief Immigration Judge\, a role in which she provided leadership and oversight in the administration of immigration court cases. In this capacity\, Sheila was instrumental in managing judicial functions and improving the efficiency and fairness of immigration proceedings across the country. Her leadership and dedication to ensuring justice for all were evident in every decision made and in her continuous efforts to improve the judicial process for immigrants seeking relief in the United States. \nIn March 2021\, Sheila was appointed Regional Deputy Chief Immigration Judge\, further expanding her influence and impact on the national immigration system. In this role\, she took on even greater responsibilities\, overseeing multiple immigration courts and working with judges across the region to maintain consistency in rulings and ensure that cases were handled with the highest degree of professionalism and fairness. \nIn April 2023\, Sheila was appointed Chief Immigration Judge\, a prestigious position that placed her at the forefront of the U.S. immigration system. As the Chief Immigration Judge\, she managed the nation’s immigration courts\, overseeing the adjudication of cases that impact the lives of individuals from around the globe. Under her leadership\, the immigration courts became more efficient\, with a strong emphasis on fairness\, transparency\, and the protection of due process rights. Her ability to lead by example and her unwavering commitment to justice made her a pivotal figure in shaping the future of U.S. immigration law. \nThroughout her career\, Sheila has earned a reputation not only for her legal expertise but also for her deep compassion for the people affected by immigration law. Her legacy of service is a testament to her lifelong dedication to ensuring that the principles of justice\, fairness\, and equality are upheld in every case she touches. \nJennifer Peyton – Partner\, Kriezelman Burton & Associates – former Assistant Chief Immigration Judge \nAs a Partner with Kriezelman Burton & Associates\, LLC\, Jennifer I. Peyton brings extensive legal experience and a distinguished career in both private practice and judicial service to our office. Appointed by U.S. Attorney General Loretta E. Lynch\, Ms. Peyton began hearing cases as an Immigration Judge in September 2016\, following a long and accomplished tenure in private practice and legal education. From 2021 to present Judge Peyton was appointed as the Assistant Chief Immigration Judge for the Chicago Immigration Court\, and acting Assistant Chief Immigration Judge for the Indianapolis Immigration Court. She continued to hear cases and oversee the immigration judges in her district until July 2025. \nShe earned her Bachelor of Arts degree from Trinity College in 1994 and her Juris Doctor from Case Western Reserve University School of Law in 1998. From 2003 to 2016\, she practiced law in Cleveland—first as Managing Partner of her own firm\, Jennifer I. Peyton\, Attorney at Law LLC\, and later as a Partner at Brown LLC. \nIn addition to her legal practice and as a judge\, Ms. Peyton has contributed significantly to legal education. He is a past-national President and former General Counsel of the American Immigration Lawyers Association and is a Fellow of the American Bar Association. He has litigated over hundred federal cases concerning the rights of aliens\, including Jean v. Nelson\, Commissioner v. Jean\, and McNary v. Haitian Refugee Center\, Inc.\, which he argued before the United States Supreme Court. Mr. Kurzban is an adjunct faculty member in Immigration and Nationality Law at the University of Miami School of Law. He is the author of Kurzban’s Immigration Law Sourcebook\, the most widely used two-volume immigration source in the United States in its 19th Edition and he has lectured and otherwise published extensively in the field of immigration law\, including articles in the Harvard Law Review and Columbia University Press. Mr. Kurzban has practiced Immigration and Nationality Law for over 40 years and has won numerous awards for his work. He was the first recipient of the Tobias Simon Pro Bono Service Award presented to him by the Chief Justice of the Florida Supreme Court for his work in protecting Haitian asylum seekers. He was selected as an Honorary Fellow by the University of Pennsylvania Law School for his work on behalf of refugees. He has been the recipient of the Wasserstein Public Interest Fellowship from Harvard Law School and in 2020 he received the Leonard J. Theberge Award for Private International Law from the American Bar Association. \nMartin Rosenow is a Miami-based immigration attorney and a partner at Rosenow Taramasco P.A. Inspired by his grandfather\, a prominent immigration attorney\, Rosenow continues a family legacy in the field\, advocating on behalf of clients in a wide range of employment- and family-based immigration matters. \n  \n  \nSusan G. Roy began her legal career through the Department of Justice Attorney General Honors Program\, as an Attorney Advisor at the Board of Immigration Appeals. She became an Assistant Chief Counsel and National Security Attorney for the Department of Homeland Security\, Immigration and Customs Enforcement\, in Newark\, NJ. From 2008-2010\, she served as an Immigration Judge\, also in Newark. Sue then entered private practice and is a solo practitioner specializing in complex criminal immigration cases and federal litigation. Most recently\, Sue has become the Managing Attorney for the Seton Hall Law School Center for Social Justice’s Detention\, Deportation\, and Defense Initiative. Sue is the former Chair of both the American Immigration Lawyers Association (AILA) NJ Chapter and the NJ State Bar Association Immigration Law Section. She is currently the Vice-Chair of the Municipal Court Practice Section and has been a member of the NJSBA Legislative Committee for several years. In 2024\, Sue has been awarded the AILA Sam Williamson Mentor Award. In 2023\, she received the NJSBA Distinguished Legislative Services Award. Sue has been a guest lecturer at many area law schools\, and has taught as an adjunct professor at Rutgers Law School\, University of DC Law School\, and Mercer County College. She is on the faculty of the Immigration Trial Advocacy College and Vecina\, two pro bono organizations that train litigation attorneys in trial advocacy skills. In addition\, she has authored articles in the NJ Law Journal and the AILA Law Journal\, among others. Sue is a member of the Round Table of Former Immigration Judges\, and\, through the Round Table\, has been involved in over 70 amici briefs before SCOTUS\, the federal courts of appeal\, the NJ Supreme Court\, the Board of Immigration Appeals\, and more. Dempsey\, principal of Dempsey Law PLLC \nChristopher W. Dempsey\, principal of Dempsey Law PLLC\, served with the Office of Immigration Litigation at the U.S. Department of Justice in Washington\, D.C. for over a decade.  He retired in March 2018 as the Chief of the National Security and Affirmative Litigation Unit within his Section\, where he supervised a team of attorneys conducting national security and immigration-related\, affirmative and defensive litigation in district courts and courts of appeal across the nation.  Mr. Dempsey supervised all national security litigation of an office with over 75 attorneys\, regularly trained Department attorneys in Washington\, D.C. and the National Advocacy Center\, and instructed agency attorneys and law enforcement officers at venues throughout the United States.  Prior to his work at the Justice Department\, Mr. Dempsey served on active duty with the U.S. Army Judge Advocate General’s Corps then remained active trying criminal cases in the Army Reserves. \nMr. Dempsey has significant litigation experience.  He has appeared in thirty-nine U.S. District Courts and eight U.S. Circuit Courts of Appeal\, tried seventeen jury cases and over fifty bench trials\, and handled dozens of appeals. Mr. Dempsey is a member of the American Immigration Lawyers Association (“AILA”)\, and currently serves as an Executive Director and Chair of the Litigation & Collective Advocacy Committee of the Central Florida Chapter (“CFC”) of AILA\, regularly provides instruction as faculty at national immigration seminars\, and is routinely sought out for his expertise in immigration matters by attorneys across the nation. \nElizabeth J. Stevens\, Attorney of Counsel\, Amaryllis Law \nElizabeth J. In 1981\, he became one of the youngest union shop stewards in U.S. history when he was elected shop steward for New Jersey Restaurant Local 54 (now Local 33). In this position\, he fought grievances brought against his fellow union members and filed grievances on behalf of union members. Upon his graduation from law school in 1987\, Mr. Greenblatt joined the Defender Association of Philadelphia. There\, he handled the defense and trials of hundreds of accused people and was one of only two lawyers appointed to the prestigious Special Defense Unit. He became adept in media relations in connection with successfully trying some of the area’s highest profile cases. \nIn employment cases\, Mr. Greenblatt investigates and litigates claims of discrimination and other employment-related claims. He has recovered millions of dollars for his clients in state and federal court actions. \nRon has been named a Super Lawyer in both Pennsylvania and New Jersey\, making him one of the few lawyers to be named a Super Lawyer in both states. He has also rated as a Best Lawyer in Pennsylvania in both criminal and employment law-individuals. He has an AV rating (the highest rating offered) by Martindale-Hubbell for his legal ability and ethical standards. \nMr. Greenblatt is often asked to lecture to judges\, criminal defense lawyers\, new prosecutors\, and Rutgers and Temple law students on adult and juvenile criminal law subjects. The panel will address administrative appeals on Form N-336\, requests for rehearing\, and district court litigation strategies. \nRegistration has closed. \nPresented by the Immigration Law Section \n  \n\nPresenters\nBetty Stevens\, Attorney at Law\n\nElizabeth (Betty) J. Stevens received her J.D. magna cum laude from the George Mason School of Law in 2001.  After clerkships with the U.S. District Court in Alexandria\, the Arlington Immigration Court\, and the Board of Immigration Appeals\, she became an Assistant Director with the Office of Immigration Litigation’s (OIL) District Court Section.  After retiring from DOJ at the end of 2016\, Ms. Stevens joined the Poarch Thompson Law Firm\, now Amaryllis Law\, specializing in citizenship law\, immigration agency processes\, immigration detention\, and litigation of immigration-related issues in the U.S. Court system.  \nMs. Stevens serves on the Federal Bar Association’s (FBA) Government Relations Committee\, became a Life Fellow of the Foundation of the FBA in 2023\, is a former Chair of the FBA’s Immigration Law Section\, and was one of the principal drafters of the FBA’s Article I Immigration Court model bill.  She continues to actively promote the adoption of an independent Article I immigration court\, and testified before Congress in 2022\, on behalf of the FBA\, regarding the Real Court\, Real Justice Act.\n \n  \nChristopher W. Dempsey\, Attorney at Law \nChristopher W. Dempsey\, principal of Dempsey Law PLLC\, served with the Office of Immigration Litigation at the U.S. Department of Justice in Washington\, D.C. for over a decade.  He retired in March 2018 as the Chief of the National Security and Affirmative Litigation Unit within his Section\, where he supervised a team of attorneys conducting national security and immigration-related\, affirmative and defensive litigation in district courts and courts of appeal across the nation.  Mr. Dempsey supervised all national security litigation of an office with over 75 attorneys\, regularly trained Department attorneys in Washington\, D.C. and the National Advocacy Center\, and instructed agency attorneys and law enforcement officers at venues throughout the United States.  Prior to his work at the Justice Department\, Mr. Dempsey served on active duty with the U.S. Army Judge Advocate General’s Corps then remained active trying criminal cases in the Army Reserves.  \nMr. Dempsey has significant litigation experience.  He has appeared in thirty-nine U.S. District Courts and eight U.S. Circuit Courts of Appeal\, tried seventeen jury cases and over fifty bench trials\, and handled dozens of appeals.  Mr. Dempsey has worked a broad range of cases\, from felony and capital criminal matters to civil suits under the Immigration and Nationality Act — including naturalization\, adjustment of status\, visa and passport matters\, immigration detention\, programmatic challenges\, and denaturalization cases — as well as actions under the Administrative Procedure Act\, Federal Tort Claims Act\, and Bivens cases.  Mr. Dempsey has also handled dozens of habeas petitions and nation-wide class actions.  \nMr. Dempsey is a member of the American Immigration Lawyers Association (“AILA”)\, and currently serves as an Executive Director and Chair of the Litigation & Collective Advocacy Committee of the Central Florida Chapter (“CFC”) of AILA\, regularly provides instruction as faculty at national immigration seminars\, and is routinely sought out for his expertise in immigration matters by attorneys across the nation.  \nMr. Dempsey is a combat-Veteran having deployed to Afghanistan in support of Operation Enduring Freedom.  He volunteers assisting disabled and homeless Veterans in need through several local\, national\, and international non-profit organizations.  He is also a Mentor with Veterans Treatment Court for the Fourth Judicial Circuit in and for Duval County\, Florida.  He also founded Mission-Phoenix\, Inc.\, a not-for-profit entity that assists Veterans suffering from PTSD with pro bono legal assistance.  \nIn response to the humanitarian crisis in Afghanistan following the withdrawal of U.S. and coalition forces in August 2021\, Mr. Dempsey co-founded with AILA-CFC Jacksonville Regional Vice Chair Andrea Reyes\, the Northeast Florida Afghan Response Task Force (“NEFL-ARTF”)\, which staffed a pro bono legal clinic at the University of North Florda to assist local Afghan community members in filing humanitarian parole applications on behalf of family members currently in grave danger due to the Taliban threat inside Afghanistan.  Mr. Dempsey also serves as the Chief Legal Advisor for Operation Snow Leopard\, a not-for-profit entity created to assist Afghans to resettle in the United States and abroad.  He represents Association of Wartime Allies and Veterans for American Ideals\, a project of Human Rights First\, in a class action lawsuit challenging adjudicatory delays in the Special Immigrant Visa process related to our Iraqi and Afghan Allies\, currently pending in Washington\, D.C.\, as well as lead counsel in a lawsuit—in partnership with AILA-National—challenging delays in the Afghan Humanitarian Parole process currently pending in the District of Massachusetts.    \nFinally\, Mr. Dempsey Co-Founded the Consular Accountability Project\, a not-for-profit created to resource legal challenges across the Nation to the doctrine of consular nonreviewability\, which precludes judicial review of adverse consular decisions even if arbitrary or unfounded.  He was lead counsel in a flagship case challenging the doctrine before the Supreme Court of the United States.  \nMr. Dempsey is an accomplished runner and has participated in more than twenty-five ultramarathons.  The capstone of Mr. Dempsey’s running career was his completion of the Grand Slam of Ultrarunning in 2016.  \nMr. Dempsey lives in the San Marco neighborhood of Jacksonville\, Florida with his partner\, their dog Roswell\, and their cat\, Maxwell.  He has three (3) children who are all currently attending college in the Commonwealth of Virginia.  \n  \n\nRegistration\nRegistration has closed. \n\nRegistration Fees \n\nComplimentary for FBA Members & Non-Members\n\nLive Captioning: Closed captioning is available for all virtual webcasts. \nInternet Requirements: Virtual programs require suitable internet strength to stream online panels. Rebecca clerked for the U.S. Court of Appeals for the Eighth Circuit and is a graduate of Yale Law School and Middlebury College.\n \nDalia Castillo-Granados\, Director\, Children’s Immigration Law Academy (CILA) \nDalia Castillo-Granados is the director and co-founder of the Children’s Immigration Law Academy (CILA)\, a project of the American Bar Association (ABA) Commission on Immigration. Dalia is a frequent speaker on Special Immigrant Juvenile Status (SIJS) and led the effort at the ABA to advocate for deferred action for SIJS youth stuck in the visa backlog. Prior to working at CILA\, Dalia was a senior attorney at Kids in Need of Defense\, a staff attorney at Tahirih Justice Center\, a clinical supervising attorney at the University of Houston’s Immigration Clinic\, and a Greenberg Traurig\, LLP Equal Justice Works fellow at Catholic Charities’ Cabrini Center. DESCRIPTION:Noncitizens in the United States disproportionately suffer labor-based abuses at their employers. Thankfully\, in a fairly newly announced joint program between the Department of Labor and Department of Homeland Security\, individuals who have been victims of labor-based abuses\, even if they are entirely undocumented\, have a pathway to deferred action and lawful work authorization as they come forward and report these abuses. Please join the Immigration Law Section’s Newer Lawyers Division in a discussion on what this program is\, how your clients can take advantage of it\, and tips on filing these life-changing applications.\nPresented by the Immigration Law Section \n\n\nPresenters\nAnn Garcia\, Staff Attorney\, National Immigration Project\n \nAnn Garcia is a Staff Attorney at the National Immigration Project (NIPNLG). Her work at NIPNLG is focused on holding DHS accountable through advocacy\, litigation\, and training. Prior to law school\, Ann worked on immigration policy at the Center for American Progress. \n\n\n \n\n\nMary Yanik\, Clinical Associate Professor of Law and Director of the Immigrant Rights Clinic\, Tulane University \nMary Yanik directs the Immigrant Rights Clinic\, supervising students in representing immigrants in deportation defense\, affirmative applications for lawful status\, constitutional litigation\, and strategic advocacy. She specializes in assisting immigrant workers\, including victims of labor trafficking\, and in defending constitutional rights of immigrants. \nYanik previously worked at the New Orleans Workers’ Center for Racial Justice\, leading a law & organizing practice in support of community-directed campaigns for labor\, migrant\, and racial justice. She served as local and trial counsel in federal litigation challenging the constitutionality of Louisiana’s marriage license law and\, separately\, prolonged immigration detention in Louisiana. She represented dozens of immigrant workers in reporting labor abuse to the Department of Labor\, Occupational Safety and Health Administration\, and National Labor Relations Board\, including the immigrant whistleblower who complained of unsafe conditions at the now-collapsed Hard Rock Hotel site in New Orleans. She further represented immigrant workers and immigrant victims of crime in U and T visa applications based on their assistance to government officials\, in part through supervising law students in the Tulane Immigrant Rights’ Practicum. After law school\, she clerked for Judge David F. Hamilton of the U.S. Court of Appeals for the Seventh Circuit. \nIn the Clinic\, Professor Yanik teaches core lawyering skills alongside reflection on the role of lawyers\, clients\, and communities in addressing social injustice and power dynamics in legal relationships and legal systems. The Clinic represents individual detained immigrants in seeking release and relief from deportation and also engages in strategic advocacy in defense of migrant rights. Professor Yanik continues to monitor and enforce the federal consent judgment in Cacho v. As immigration and adoption practitioners\, Karen Law and Rachel Thompson receive a lot of questions regarding the complex process for international adoption. D. Thompson  \nRachel L. D. Thompson\, an immigration and adoption attorney\, is the owner and managing attorney at Poarch Thompson Law. She was the recipient of the FBA-ILS “Younger Lawyer of the Year Award” (2018) and the recipient of the “Alison Parker Young Woman of Achievement Award” (2016) given by DePaul Community Resources where she served as a board member for six years. She also served as a board member for Blue Ridge Legal Services. In 2020\, she was listed in Roanoker Magazine’s Class of 2020 for “40 Under 40\,” was named a Rising Star by Super Lawyers Magazine\, and nominated by her peers as Legal Elite by Virginia Business. She is also an adjunct professor at Liberty University School of Law teaching Adoption Law. Rachel first moved to Southwest Virginia after she attended Liberty University School of Law (Lynchburg\, Virginia)\, graduating in May 2012. The multiculturalism inherent in her native city (Philadelphia) and her family (South African mother and Jamaican father) instilled an early and profound love for diverse cultures and a hope in the possibilities of immigration. She is married to her law school sweetheart and has four children and two dogs. \nKaren Stoutamyer Law \nKaren Stoutamyer Law is an adoption and immigration attorney practicing in Virginia. As a Virginia adoption attorney\, she represents prospective adoptive parents\, foster parents\, birth parents\, and adoptees before courts all over the Commonwealth. Her immigration practice is national. She graduated from the University of Pennsylvania School of Law in 1985 and became licensed in Virginia in that same year. She is a fellow of the Academy of Adoption and Assisted Reproduction Attorneys and a member of the American Immigration Lawyers Association\, the Virginia State Bar\, and the Virginia Women Attorneys Association. She served as the Deputy Director of Intercountry Adoption for the Academy of Adoption and Assisted Reproduction Attorneys for two years. She also served on the AILA International Operations Liaison Committee for two years. Working with those professional associations\, she submitted comments to USCIS on proposed rules\, operating procedures and policy memoranda. She has also assisted with drafting federal and state legislation and has provided comments and technical expertise to legislators and policy makers at the Department of State\, USCIS\, and the Virginia Assembly. She was designated as a 2013 Angel in Adoption by the Congressional Coalition on Adoption. In cooperation with the Loudoun County Department of Family Services and the Virginia Women Attorneys Association\, she co-chaired the annual celebration of adoption in Loudoun County\, Virginia\, for thirteen years. DESCRIPTION:Interested in a career with the Executive Office for Immigration Review (EOIR)? Join the Immigration Law Section’s Newer Lawyers Division to hear from senior staff of EOIR\, an agency within the United States Department of Justice that adjudicates immigration cases and conducts immigration court proceedings. From 2018 to 2020\, he served as an Immigration Judge at the Los Angeles Immigration Court. From 2010 to 2018\, he served as an assistant U.S. attorney at the U.S. Attorney’s Office for the Southern District of Texas in Corpus Christi\, Texas. From 2008 to 2010\, as a member of the U.S. Coast Guard Judge Advocate General Corps\, he served as a special assistant U.S. attorney at the U.S. Attorney’s Office for the Middle District of Florida in Tampa\, Florida. From 2006 to 2008\, he served as an assistant state attorney in Jacksonville\, Florida. Since 2005 he has served in the U.S. Coast Guard Reserve. Judge Miller is a member of the Florida State Bar. \nJudge Jennifer I. Peyton – Assistant Chief Immigration Judge (Chicago\, IL) \nJennifer I. Peyton was appointed as an Assistant Chief Immigration Judge in January 2022. Judge Peyton earned a Bachelor of Arts in 1994 from Trinity College and a Juris Doctor in 1998 from the Case Western Reserve University School of Law. From 2016 to 2021\, she served as an Immigration Judge at the Chicago Immigration Court. From 2003 to 2016\, she was in private practice as managing partner of Jennifer I. Peyton\, Attorney at Law LLC\, in Cleveland. In 2013\, she joined the faculty of the Cleveland State University Cleveland-Marshall College of Law\, where she served as an adjunct clinical professor\, and in 2006 she joined the faculty of the Case Western University School of Law\, where she served as an adjunct professor. Judge Peyton is a member of the Ohio State Bar. \nJudge Rebecca J. Walters – Assistant Chief Immigration Judge (Annandale\, VA) \nRebecca J. Walters was appointed by U.S. Attorney General Merrick Garland as an Assistant Chief Immigration Judge in September 2021. Judge Walters earned a Bachelor of Arts in 2005 from the University of Virginia and a Juris Doctor in 2010 from the American University Washington College of Law. From 2005 to 2007\, she served as the Staff Assistant for the American Bar Association’s Commission on Immigration. From 2010 to 2012\, she served as a Skadden Fellow at Ayuda\, a non-profit organization based in the Washington\, D.C. metropolitan region\, where she provided direct representation to low-income immigrants\, with a focus on serving vulnerable populations including domestic violence\, sexual assault\, and human trafficking survivors\, and unaccompanied immigrant children. Prior to joining NILA\, Kristin was a staff attorney at the American Immigration Council (AIC) for four years\, where she co-counseled class actions\, wrote amicus briefs for numerous courts of appeals\, including in precedent setting cases\, and authored practice advisories. She also was a litigation attorney with the National Immigration Project of the National Lawyers Guild\, where she focused on federal court litigation to promote the due process rights of people facing deportation. Kristin began her career as a legal fellow at AIC. \n  \nAaron Hall\, Senior Partner\, Joseph & Hall P.C. \nAaron Hall is a graduate of the University of Colorado Law School. Mr. Hall is an active member of the American Immigration Lawyers Association (AILA) and has served as the Chair of the Colorado Chapter’s New Members Division\, the Colorado Chapter’s Immigration and Customs Enforcement (ICE) Liaison Committee\, and on AILA National’s Amicus Committee. Mr. Hall is a member of the Colorado Bar Association (CBA) and served as the Chair of the Immigration Law Section for the 2014-2015 year. In addition\, Mr. Hall is a member of the Colorado Criminal Defense Bar\, focusing on analyzing the potential for post-conviction relief for noncitizen defendants in criminal court and on working with defense counsel to apprise noncitizen defendants of the potential immigration consequences of criminal charges. \nMr. Hall frequently presents both locally and nationally on immigration topics including immigration consequences of criminal convictions\, removal defense\, and family immigration. Mr. Hall was named to 5280 Magazine’s list of Top Lawyers for immigration in 2015 and was named a rising star by Super Lawyers Magazine in 2012\, 2013\, 2014\, and 2015.
