Ms. Akers’ practice focuses on government enforcement actions\, internal investigations and complex civil litigation\, and she has extensive experience handling complex litigation in civil and criminal matters. \nPrior to joining Holland & Knight\, Ms. Akers served as a senior trial counsel in the U.S. Department of Justice (DOJ) Civil Division and as a special assistant U.S. attorney in the U.S. Attorney’s Office for the District of Columbia. After joining the Civil Division through the Attorney General’s honors program\, she led high-stakes litigation cases across multiple federal courts\, serving as first chair in numerous trials. Ms. Akers managed all aspects of pre-trial litigation\, including taking and defending depositions\, arguing dispositive motions on a broad range of procedural and substantive issues and conducting written discovery. She also led dozens of large-scale commercial fraud investigations and worked closely with federal law enforcement and regulatory agencies. \nIn addition to her civil practice\, Ms. Akers has investigated and tried a range of federal criminal cases\, including those involving the International Traffic in Arms Regulations (ITAR)\, conspiracy\, wire fraud\, Racketeer Influenced and Corrupt Organizations (RICO) conspiracy\, assault\, witness tampering\, obstruction of justice and domestic terrorism. She has managed complex e-discovery in highly sensitive cases and presented cases to federal grand juries. Ms. Akers has also handled international trade matters\, including litigating before the U.S. Court of International Trade\, and leading a high-priority DOJ task force to combat international trade fraud. She is an accomplished appellate lawyer who has argued 26 cases before the U.S. Court of Appeals for the Federal Circuit. \nIn addition to her legal practice\, Ms. Akers is a faculty lecturer at the DOJ’s Trial Advocacy Seminar\, one of the department’s premier training courses\, and the National Institute of Trial Advocacy\, widely recognized as the leading organization for training lawyers in courtroom advocacy. She also regularly trained federal agents\, attorneys and agency personnel across the executive branch on a wide range of topics\, including fraud investigations and litigation best practices. \nPrior to joining the DOJ\, Ms. Akers clerked for the Honorable N. SUMMARY:Reflections from Judge Scott W. Stucky
DESCRIPTION:**Program hosted in (ET) Time Zone** \nJudge Scott W. Stucky will reflect on his distinguished career\, including his service as a federal judge\, chief judge\, and senior judge. He will share lessons learned and other observations from some of his many cases. Steven R. Miller\, Federal Career Service Division Chair\, will moderate. \nRegistration is closed\nPresented by the Federal Bar Association’s Federal Career Service Division \n\nPresenter\nThe Honorable Scott W. Stucky\, Senior Judge. \nPresident George W. Bush appointed Scott W. Stucky to the United States Court of Appeals for the Armed Forces on December 20\, 2006.  He became Chief Judge on August 1 \, 2017\, and Senior Judge on August 1\, 2021.  \nJudge Stucky was born in Hutchinson\, Kansas\, in 1948\, and grew up on a family farm near Pretty Prairie\, Kansas.  He graduated from Wichita State University\, where he received a commission as a second lieutenant\, U.S. Air Force Reserve\, through ROTC. He then attended Harvard Law School\, from which he graduated in 1973.  After his admission to the Kansas bar\, Judge Stucky went on active duty as a judge advocate in the Air Force\, serving in San Antonio\, Texas; U-Tapao\, Thailand; and Syracuse\, New York. After leaving active duty\, Judge Stucky practiced with a Washington\, D.C.\, Jaw firm and then served as a branch chief with the U.S. Nuclear Regulatory Commission.  \nIn  1983\, Judge Stucky became a civilian legislative counsel for the Department of the Air Force.  Four years later\, he became the Air Force’s principal legislative counsel\, responsible  for its legislative drafting\, statutory analysis\, and related matters.  \nHe served as a member and panel chairman on the Air Force Board for Correction of Military Records .  Judge Stucky was selected to serve as an OPM LEGIS Fellow\, and to attend the Federal Executive Institute\, the Harvard Program for Senior Officials in National  Security\, and the National  War College.  \nIn 1996\, Judge Stucky became General Counsel of the Senate Committee on Armed Services. Jn this capacity\, he was the principal legal officer for the majority side of the Committee.  \nHe served two chairmen \, Senators Thurmond and Warner ; three staff directors; and was responsible as counsel for I 0 consecutive national defense authorization  acts  \nFrom  1982 to 2003\, Judge Stucky served in the Air Force Reserve as a judge advocate individual mobilization  augmentee (IMA). He was three times appointed  as an appellate military judge on the Air Force Court of Criminal Appeals\, serving for a total of almost seven years on that court. From  1999 to 2001\, he was the senior I MA in Washington\, D.C.\, responsible to the Judge Advocate General for the training and readiness of some 120 Reservists .  Upon his retirement as a colonel in 2003\, Judge Stucky was awarded the Legion of Merit for outstanding service.  \nIn addition to his undergraduate and law degrees\, Judge Stucky holds master’s degrees in history from Trinity University and in international law from George Washington University. He has lectured at the JAG schools of all three services and was for I0 consecutive years a panelist at the ABA’s annual Law and National Security Conference.  He was a member of the board of directors of Omicron Delta Kappa (a college leadership society) from 2006 to 2010\, and of the Executive Committee of the ABA Appellate Judges Conference from 2012 to 2016.  \nJudge Stucky was married to the former Jean Seibert.  Jean Stucky\, a graduate of Wellesley College and Cornell Law School\, retired as Assistant General Counsel for Contractor Human Resources at the U.S. Department of Energy in 2018 and died in 2020.  The Judge has two children\, Mary-Clare and Joseph.  \n\n\nRegistration\nRegistration is closed for this event. \n\n\nRegistration Fees\n\nFBA Member: $0\nNonmember: $95\n\nLive Captioning: Closed captioning is available for all virtual webcasts. \nInternet Requirements: Virtual programs require suitable internet strength to stream online panels. She now focuses on teaching\, both in the U.S. and abroad.  Specifically\, Bonnie is an adjunct professor for Georgetown Law\, teaching Trial Advocacy and Applied Evidence\, completed a corruption program for Uzbekistani prosecutors in Spring 2023\, and evaluated Kenya’s training institute for the State Department in 2024.  She also assists with Trial Advocacy courses at Ft. Raimondo. In the six months since\, lower courts and litigants have been left to wrestle with the unanswered questions on what exactly comes next. She received a B.S. in Environmental Engineering from Northwestern University\, an M.S. in Environmental Engineering from the University of Michigan\, and a J.D. from the University of Michigan\, where she graduated Order of the Coif and was a member of the Michigan Law Review. She is a former law clerk for the Honorable Ronald M. Gould on the U.S. Court of Appeals for the Ninth Circuit. In 2018 Professor was invited to become a member of the American College of Environmental Lawyers\, where she has since served on the Board of Regents. \nAfter practicing law at private law firms in Chicago and Minneapolis\, Professor Knudsen joined the University of Washington School of Law in 2011. She teaches Environmental Law\, Administrative Law\, and Civil Procedure. She has won numerous awards for her teaching and scholarship. \nProfessor Knudsen’s scholarship focuses on both environmental and administrative law. Her co-authored work on the history of Seminole Rock deference was cited by the United States Supreme Court in Kisor v. Wilkie. Most recently\, Professor Knudsen has published a series of articles examining the relationship between administrative law and environmental law. In The Exoskeleton of Environmental Law\, published in 2023 in the Utah Law review\, she argues that environmental law embodies a unique set of prescriptive choices centered on a commitment to self-restraint for the purposes of self-preservation. In a companion article entitled Sidestepping Substance\, published in 2024 in the Administrative Law Review\, she examines how administrative law can be operationalized to undermine the success of environmental law. In a shorter essay entitled Reclaiming Control\, published in the Environmental Law Forum\, Knudsen suggests that Congress would be wise to recalibrate the balance of power between administrative and environmental law through an APA-type legislation specific to the challenges of environmental law. He is a Fellow of the United Nations endorsed Institute on Responsible Leadership\, \nMr. Durant leads a legal staff across the United States serving 11 of the 17 US National Laboratories handling management and operation contracts\, acquisitions and grants\, patent applications and licensing actions totaling over $8B annually.  He is a principle legal advisor to the DOE Office of Science and its Combined Service Center in Oak Ridge Tennessee.  His organization is comprised of a General Law Division and a Patent Law Division. \nDuring his military career\, he was appointed as a Judge Advocate\, Special Assistant United States Attorney (CA/TX)\, and an International Commissioner (Bosnia-Herzegovina).   A former NATO senior officer\, he deployed for OPERATION ENDURING FREEDOM and NORTHERN WATCH serving as the LEGAD (lead lawyer).  He is credited with leading six urban assault missions in Bosnia.  Additionally\, he was appointed Staff Judge Advocate 3 times\, and Deputy Department Head and Professor of Law at the US Air Force Academy.  He was also named the Strategic Initiatives Officer at the US Department of State\, where he authored the legal authority document for the United States to negotiate with Russia for START II.  He was the first military lawyer appointed to serve at the newly established Defense Threat Reduction Agency and the Air Force Joint Space Operations Center.  In his last military assignment\, he was the Legal Director and Acting US Country Representative to Her Majesty’s Royal Government in the UK.  While in the UK\, he was the Boy Scouts of America’s District Commissioner over Scouts in the UK\, Finland and Norway; he was also the London Liaison to the ABA for the 800th Anniversary of the Magna Carta. \nMr. Durant is the Chair of Easter Seals–Joliet Region\, Chair of the ABA’s Retirement Fund\, and Chair of the ABA Young Lawyers Fellows. He is a Life Fellow of the American Bar Foundation and a Fellow of the ABA Young Lawyers Division. SUMMARY:Webinar: Leaving Government Employment: Ethics Issues for Lawyers

Mason represents lawyers and law firms on professional responsibility and ethics matters\, including malpractice\, disqualification\, disciplinary investigations and prosecutions\, partner admissions and departures\, and law firm dissolutions. Tom’s disciplinary experience includes matters before the USPTO’s Office of Enrollment and Discipline (OED) as well as numerous state bars. He also counsels and advises lawyers and law firms in all of the above areas so as to avoid problems or disputes before they arise. Thomas was named Washington\, D.C.\, Ethics and Professional Responsibility Lawyer of the Year for 2014\, 2017\, 2019\, and Legal Malpractice Law – Defendants Lawyer of the Year for 2018 and 2023 by Best Lawyers. He has served as an expert in ethics and related issues on numerous occasions. Prior to private practice\, Thomas worked for the Federal Public Defender for the District of Maryland\, where he represented clients in a wide variety of cases\, including espionage\, civil rights\, mail and wire fraud\, and controlled substance prosecutions. He went on to join the District of Columbia Public Defender Service where he had an intensive criminal trial and appellate practice. Thomas is a member of the D.C. Bar’s Global Legal Practice Committee and a past member of the American Bar Association’s Standing Committee on Ethics and Professional Responsibility. Thomas served on the D.C. Bar Legal Ethics Committee from 2006 to 2012\, including three terms as Chair from 2009 to 2012. Thomas also served on the D.C. Bar Rules of Professional Conduct Review Committee from 2002 to 2008 and then again from 2013 to 2020\, including terms as Vice-Chair and Chair. During his tenure\, the Committee adopted the most extensive revisions to the D.C. Rules of Professional Conduct since the D.C. Bar adopted the Rules in 1991. Thomas speaks and writes frequently on ethics and malpractice matters. He is a frequent speaker at the D.C. Bar and has also spoken before various sections of the American Bar Association\, the Practising Law Institute\, the American Law Institute and a number of other bar and industry organizations. He has written on topics such as non-lawyer partners and multiple “of counsel” relationships with different law firms. Thomas has taught ethics and professional responsibility at the Georgetown University School of Law from 2008 to 2016 and has taught various subjects at the National Institute of Trial Advocacy\, Columbus School of Law at Catholic University and American University’s Washington College of Law. \nHope Todd\, Associate Director Legal Ethics\, Regulation Counsel\, District of Columbia Bar\nHope C. Todd oversees the legal ethics program at the District of Columbia Bar. Since 2006\, Ms. Todd has provided legal ethics guidance through the Bar’s Ethics Helpline on the interpretation and application of the D.C. Rules of Professional Conduct. She regularly teaches ethics CLEs and serves on panels for local and national audiences. Ms. Todd is a contributing author for the “Speaking of Ethics” and “Ask the Ethics Experts” features of the Washington Lawyer. She is staff counsel to the D.C. Bar Rules of Professional Conduct Review and Legal Ethics Committees. Ms. Todd is a former member of the American Bar Association Standing Committee on Ethics and Professional Responsibility (2014-2017) and served as the SCEPR liaison to the ABA Commission on the Future of Legal Services. She is a member of the National Organization of Bar Counsel (NOBC)\, the ABA Center on Professional Responsibility\, and the Association of Professional Responsibility Lawyers (APRL). DESCRIPTION:Judge Royce C. Lamberth will reflect on his distinguished career as a federal judge\, chief judge\, FISA court judge\, and now senior judge. Lamberth \nRoyce C. Lamberth was appointed United States District Judge for the District of Columbia on November 16\, 1987.  He served as Chief Judge from May 1\, 2008 to July 15\, 2013\, at which time he became a Senior Judge. \nJudge Lamberth\, a native of San Antonio\, Texas\, graduated from the University of Texas\, receiving a B.A. degree in 1966 and from the University of Texas School of Law\, receiving an LL.B degree in 1967.  He served as a Captain in the Judge Advocate General’s Corps of the United States Army from 1968 to 1974.  After service at Fort Bragg\, North Carolina\, and in Vietnam\, Judge Lamberth served in the Litigation Division of the Office of the Judge Advocate General of the Army at the Pentagon from 1971 to 1974. \nJudge Lamberth served as an Assistant United States Attorney for the District of Columbia from 1974 to 1987.  He was Chief of the Civil Division of the United States Attorney’s Office\, 1978 – 1987. \nJudge Lamberth is married to the former Janis K. Jost of San Antonio.  He is a former Chairman of the Federal Litigation Section of the Federal Bar Association\, and a member of the American Bar Association and the Bar Association of the District of Columbia\, and the District of Columbia Bar. \nJudge Lamberth is also a former Chairman of the Professional Ethics Committee of the Federal Bar Association.  The Federal Bar Association’s Model Rules of Professional Conduct for Federal Lawyers\, finally approved in October 1990\, were drafted by Judge Lamberth’s Committee. \nJudge Lamberth was appointed by Chief Justice Rehnquist to be Presiding Judge of the United States Foreign Intelligence Surveillance Court on May 19\, 1995.  That appointment ended May 19\, 2002. \nJudge Lamberth served as a member of the Judicial Conference of the United States from May 2008 to July 2013.  He also served as a member of the Judicial Conference’s Committee on Automation and Technology from 1990 to 1996\, and from 2003 to 2008\, served as Chairman of the Judicial Conference’s Committee on Inter-Circuit Assignments.  Chief Justice Roberts appointed him to again Chair the Inter-Circuit Assignment Committee\, effective October 1\, 2013. \nAbout the Moderator\nAshley Akers\, Younger Lawyers Division Chair \nAshley Akers is a Trial Attorney at the Department of Justice in the Civil Division\, Commercial Litigation section in Washington\, D.C. She handles an array of matters filed in the Court of International Trade\, Federal Circuit\, D.C. District Court\, and Court of Federal Claims. Akers has argued nearly 20 federal appellate cases and has tried 15 jury and bench trials. As part of her trade practice\, she runs the Department’s Trade Fraud Task Force. For the last two years\, Akers has also worked with the D.C United States Attorney’s Office prosecuting criminal cases. She graduated law school in 2016 and clerked on the Ninth Circuit Court of Appeals. Erin helps companies navigate employment laws\, and defends employers in a wide range of class\, collective\, and single-plaintiff disputes before federal and state courts. She is experienced in all stages of litigation\, from inception through trial and post-trial appeals. \nEarlier in her career\, Erin clerked for the Honorable William J. Zloch\, United States District Judge of the Southern District of Florida. She also practiced employment litigation at Morgan\, Lewis & Bockius. Erin is active with her local Federal Bar Association chapter\, having served on the board for four years. \nAlbert Jacobs\, Chair\, Senior Lawyers Division \nWith more than 40 years of experience in every phase of Patent Law\, Mr. Jacobs has spent the last 30 years litigating Biotech\, Pharmaceutical\, and Medical Device Patents\, for multinational companies both before the Federal District Courts\, the Court of Appeals for the Federal Circuit (CAFC) and the International Trade Commission (ITC). He was the first of a group of attorneys to participate in the ITC’s first 100 Day Proceeding dealing with the issue of whether or not there was a Domestic Industry in the subject matter of the Patent. He was successful in proving there was not. He successfully sued a number of large well known foreign companies in one of the largest ITC cases ever filed when he brought an action against 44 companies. He has appeared before the CAFC from its outset and is the only attorney ever to invalidate a Patent for his client on an appeal from an improvidently granted Preliminary Injunction. \nMr. Jacobs has participated in numerous Mediations both in the Federal Courts and in the ITC. He was appointed by the Secretary of Commence to a 3-year term on the Patent Public Advisory Committee. He is a Certified Mediator under New York State Statutes and has participated in a wide range of Domestic Family Matters. He has served as a coach for the Association of the Bar of the City of New York in their Mediation Program.\nA graduate of Harvard College and Columbia Law School where he was a Stone Scholar\, he is a member of numerous Bars as well as the Supreme Court of the United States. \nHe is currently Chair Elect of the Maricopa County Bar Association Litigation Section and is the Chair of the Senior Lawyers Division of the Federal Bar Association (FBA)\, and Chair of the Senior Lawyers Committee of the Phoenix Chapter of the FBA as well as member of that Chapter’s Executive Committee. \nKaren King\, Chair\, Federal Career Service Division \nKaren King joined the FBA in 2015 and served as the Lafayette/Acadiana Chapter President in 2019. She has also served the FBA on the Chapter Activity Fund Committee and is a member the Constitution\, Bylaws\, Rules\, and Resolutions Committee. She is the Chair of the Federal Career Service Division. \nKaren has been a Civil Assistant United States Attorney in the Western District of Louisiana for 19 years. Prior to joining the U.S. Attorney’s Office\, Karen spent time in private practice where she handled workers’ compensation\, insurance defense\, and municipal and police liability cases. She currently handles a wide variety of civil cases spanning the areas of civil rights\, employment discrimination\, general tort\, medical malpractice\, eminent domain\, affirmative civil enforcement\, defensive commercial litigation\, Bivens\, and immigration. She also serves the U.S. Attorney’s Office as the Civil eLitigation Coordinator\, Civil Civil Rights Coordinator\, and District Election Officer (Lafayette Office). \nKaren is a Fellow of both the Foundation of the Federal Bar Association and the Louisiana State Bar Foundation\, where she serves on the Governance Committee. As an FBA Foundation Fellow she participated in the selection of the 2021 recipient of the Dr. J. Clay Smith Jr. Diversity in the Legal Profession Scholarship. \nAdditionally\, she is the Immediate Past President of the Lafayette Bar Association and a member of the Board of Directors for the Lafayette Bar Foundation. In 2021\, as President of the Lafayette Bar Association\, Karen created two initiatives: Lafayette Bar Cares and Let’s Talk About It. Lafayette Bar Cares focuses on the health and well-being of attorneys and connects the association to the community through outreach and service. Most recently\, Karen has implemented the American Bar Association’s Grit Project within the Lafayette Bar Association to use grit and growth mindset to advance women in the law. \nMarj Leaming\, Board Member\, Senior Lawyers Division \nMarj Leaming provides consulting\, training\, and assistance on individual\, or group projects related to privacy\, system risk management\, and business law compliance.  Previously\, she provided these services in Federal and State government\, non-profit\, and private sectors. Prior to becoming a consultant\, she served as the Chief Privacy Officer (CPO) for the U.S. Department of Agriculture\, where she approved deliverables from 20 agencies comprising the Privacy Council; issued case decisions; and conducted individual and group technical assistance and specialized training through meetings\, consultations\, and teleconferences.  Previously\, she served as Director- IT Systems Privacy and Security Division/Privacy Officer for the Department of Homeland Security (DHS) Office of Inspector General during which she conducted inspections and evaluations related to privacy\, system security\, risk management\, and business law compliance. She is experienced in working closely with General Counsel\, CIO\, CISO\, Chief Physical Security\, Data Officer\, Communications\, and customer communities for program planning and evaluation\, as well as to consult in how best to respond\, report\, investigate\, and remediate data breaches. \nSteven Miller\, Immediate Past Chair\, Senior Lawyers Division\, and Officer for the Federal Career Service Division \nSteven Miller is a Deputy Assistant General Counsel for Environment in the Office of the Assistant General Counsel for the Environment\, in the Office of General Counsel at the U.S. Department of Energy (DOE)\, in Washington\, D.C. In that position\, Steve is responsible for providing advice and counsel to various DOE offices on environmental conflict resolution\, uranium mill tailings\, remedial action\, CERCLA\, including natural resource damage issues\, long-term stewardship and other environmental matters. He assisted in the drafting of provisions of the 1986 CERCLA amendments and the subsequent executive order delegating the President’s authorities to the various federal agencies and received an award for that effort.  He also has served as a mentor to DOE employees\, law students\, college and high school students as part of various DOE-sponsored mentoring and internship programs. Steve has served with the Department of Energy and its predecessor agency\, the Energy Research and Development Administration\, since 1977.  In addition to his DOE responsibilities\, Steve is also the Immediate Past Chair of the Senior Lawyers Division of the Federal Bar Association\, where he has had numerous leadership roles.  Steve holds a J.D. degree from the New York University School of Law\, a M.U.P. DESCRIPTION:The Federal Career Service Division of the Federal Bar Association in conjunction with Widener Commonwealth Law School presents former White House Counsel Hon. Don F. McGahn\, II for a special Continuing Legal Education program on judicial selection. The program is open to the public and free of charge\, but registration is required. \n\nAbout the Speaker\nDon F. McGahn\, II is an American lawyer who served as White House Counsel for U.S. President Donald Trump\, from the day of Trump’s inauguration through October 17\, 2018\, when McGahn resigned. Previously\, McGahn served on the Federal Election Commission for over five years. \nHe briefly attended the United States Naval Academy before transferring to the University of Notre Dame.  At the University of Notre Dame he received a B.A. degree in history and computer applications.  He obtained his J.D. degree from Widener University School of Law in 1994 followed by an LL.M. degree from the Georgetown University Law Center in 2002. \nAfter graduation from law school\, McGahn worked in campaign finance law at the Washington\, D.C. office of law firm Patton Boggs. From 1999 to 2008\, McGahn was chief counsel for the National Republican Congressional Committee (NRCC). \nGeorge W. Bush nominated McGahn as a Republican-selected member of the Federal Election Commission (FEC) in 2008. He was confirmed on June 24\, 2008 by the United States Senate and was sworn in shortly thereafter. \nAfter leaving the FEC\, McGahn returned to the law firm Patton Boggs. In 2014 he moved to the law firm of Jones Day in Washington\, D.C.
