SUMMARY:Reduction in Force – What Federal Attorneys Need to Know
DESCRIPTION:**Program hosted in (ET) Time Zone** \nFederal agencies regularly face structural and budgetary changes that can significantly impact personnel decisions. When a federal agency must abolish positions\, Reduction in Force (RIF) regulations determine whether an employee keeps his or her present position\, or whether the employee has a right to a different position. She currently serves as the primary attorney for consultation in these areas. Heather brought her skills as an advocate and negotiator to Tully Rinckey after honorably serving with the US Army’s JAG Corps\, and the results speak for themselves. At the firm\, she focuses on military law; federal employment\, EEO and discrimination litigation; disciplinary investigation and MSPB litigation\, disability retirement\, and national security clearance representation. Heather’s representation in national security and security clearance cases range from high-level military officers to covert operation officers of the CIA\, NRO\, FBI\, DIA and a range of other intelligence agencies. Heather currently serves as Treasurer for the National Security Lawyers Association (NSLA). \nHeather possesses years of experience representing officers and enlisted service members in complex legal matters\, including courts-martial\, adverse command actions against troops such as administrative separations\, Article 15 matters\, and other forms of non-judicial punishments. Additionally\, Heather protects service members from employment discrimination by asserting their rights under the Uniformed Services Employment and Reemployment Rights Act. As a Veteran\, Heather is uniquely positioned to advise veterans in achieving optimal outcomes on claims and appeals for benefits that they have earned from the U.S. Department of Veterans Affairs. She assists veterans in upgrading their discharges to honorable and helps ROTC cadets avoid losing their scholarships. She advises individuals with federal debt issues\, as well. Her knowledge of the federal government and the military allows her to also provide skilled representation in security clearance litigation\, congressional and employment investigations\, whistleblower retaliation\, and disability retirement\, and other federal employment matters. Heather represents federal and private sector employees in investigations and cases in front of the Merit Systems Protection Board (MSPB)\, the Equal Employment Opportunity Commission (EEOC) and the Office of Special Counsel (OSC). \nPrior to joining Tully Rinckey PLLC\, Heather was an attorney and advisor with the U.S. Army Claims Service. There she supervised\, investigated and determined the appropriate course of action for tort claims including medical malpractice\, wrongful death\, personal injury\, and property damage alleged against the \nU.S. Army under to the Federal Tort Claims Act (FTCA)\, the Military Claims Act (MCA) and the Foreign Claims Act (FCA). Heather has insight that few attorneys possess regarding the way the military handles torts claims\, which she uses to assist clients with their actions against the U.S. Government for damages. \nHeather served as both a senior and trial defense counsel with the U.S. Army Trial Defense Service in Korea and at Fort Bragg\, North Carolina. While with Trial Defense Service\, she provided criminal and administrative legal services to a community of over 50\,000 service members. She represented and advised soldiers at all phases of trial and administrative hearings. SUMMARY:District of Columbia Chapter: FCPA Enforcement - The International Perspective
DESCRIPTION:With the Department of Justice pursuing fewer cases of international corruption and re-orienting its FCPA enforcement priorities\, three European regulators have come together to fill the void. In late March\, authorities from the UK’s Serious Fraud Office (SFO)\, France’s Parquet National Financier (PNF)\, and Switzerland’s Office of the Attorney General (OAG) announced a task force to strengthen collaboration in cases involving international bribery and corruption. In this panel moderated by former US Attorney Joe Whitley\, hear from prominent white-collar practitioners in each jurisdiction to learn more about the task force\, what it portends for European enforcement trends\, and what it means for American companies doing business overseas.  \nSpeakers include: \nJoe D. Whitley\nMr. Whitley is the Chair of Womble Bond Dickinson’s White Collar Defense\, Investigations and Regulatory Enforcement practice. He represents clients nationally and internationally in a variety of white collar matters. Mr. Whitley has served as Acting Associate Attorney General\, the U.S. Attorney for both the Middle and Northern Districts of Georgia\, and as the General Counsel to the Department of Homeland Security. \nRoss Dixon\nMr. Dixon is a partner at Hickman & Rose in London\, where he handles matters involving financial crime\, business crime\, and regulatory compliance. Her practice focuses mainly on complex disputes and\, particularly\, white collar crime\, mutual assistance in criminal matters\, asset tracing\, and compliance. Ms. Maeder Morvant has been ranked in the International Who’s Who of Business Crime Lawyers and as a Top 100 Women Worldwide in Investigations by the Global Investigation Review. \nEmmanuel Moyne\nEmmanuel Moyne is a partner at Bougartchev Moyne in Paris. He handles white collar criminal matters\, often in cases involving several foreign jurisdictions. He previously worked as Counsel on Judiciary Committee for Senator Laphonza Butler (D-CA). Prior to coming to Capitol Hill\, he worked at the Lawyers’ Committee for Civil Rights Under Law on federal policy and at Campaign Legal Center litigating voting rights cases. He began his career at a plaintiff-side labor and employment firm in Washington D.C. representing unions and low wage workers. \nCaleb is a summa cum laude graduate of Hampton University\, where he served as Student Body Vice President. He is also a graduate of UCLA School of Law\, where he specialized in Critical Race Studies and served both as Co-President of the Black Law Students Association and Co-Editor-in-Chief of the National Black Law Journal. Karoline Mehalchick \nOn July 11\, 2023\, President Joseph R. Biden\, Jr. nominated Judge Karoline Mehalchick to the U.S. District Court for the Middle District of Pennsylvania. She was confirmed by the Senate on January 31\, 2024\, commissioned on February 5\, and sworn in on February 6. Previously\, she served over a decade as a U.S. Magistrate Judge\, becoming the first woman to sit in the Scranton vicinage and later serving as Chief Magistrate Judge. \nJudge Mehalchick is a graduate of Penn State’s Schreyer Honors College and Tulane Law School. She clerked for Judge Trish Corbett\, then practiced at Oliver\, Price & Rhodes\, where she became a partner in 2008. She will serve as Jurist in Residence at Widener Commonwealth Law School (2025–2027).  She has held national judicial leadership roles\, including service on the Judicial Conference Committee on Codes of Conduct and the Third Circuit’s Reentry Courts and Workplace Conduct committees. Locally\, she helped launch the Prisoner Litigation Settlement Program and presides over the CARE court reentry program. \nAn active member of the Federal Bar Association\, she was sworn in as President of the national organization on September 13\, 2025.  She is also a Past President of the Middle District Chapter. Gavin Award\, recognition as a “Lawyer on the Fast Track” (2012)\, and designation as a PBA “Woman Trailblazer” (2020). \nTim Rodriguez \nTim Rodriguez is a litigation associate in Bradley Arant Boult Cummings’ Nashville office.  Tim focuses primarily on appeals\, class actions\, mass torts\, and products liability work.  Prior to joining Bradley\, Tim clerked for the Hon. John Nalbandian of the U.S. Court of Appeals for the Sixth Circuit. Before his clerkship\, Tim served as Counsel for Nominations for the Senate Judiciary Committee. In that role\, Tim advised two Committee Chairmen and a Ranking Member on judicial\, executive branch\, and other nominations under the Committee’s jurisdiction. \nTim has a J.D. from the Antonin Scalia Law School at George Mason University. He also has a B.A. in Journalism and Political Science from the University of Missouri. \nGurpreet Sandhu (Moderator) \nGurpreet Sandhu is a Deputy Attorney General in the California Attorney General’s Office\, Correctional Law Section\, where she represents the State in high-profile federal class actions\, appeals\, and individual cases impacting the California prison system. Prior to joining the California Department of Justice\, she practiced at the national firm Gordon Rees Scully Mansukhani\, LLP where she defended car manufacturers in product liability litigation\, Song Beverly\, and tort actions.
