DESCRIPTION:Please join us for a virtual discussion with Charlie Oppenheim\, the recently retired Chief of the Immigrant Visa Control and Reporting Division of the U.S. Department of State. He served as Chief of the Division for 23 of his 43 years of public service. We expect that he will share insights on the process as well as changes to the reporting process during his tenure. This discussion will include a Question-and-Answer session with Mr. Oppenheim and we hope participants will ask questions regarding his thoughts on forward movement or retrogression of both family and employment-based preference categories and other related issues. \nPresented by: Immigration Law Section & District of Columbia Chapter \nRegistration is Closed \n\nAbout the Presenter\nCharles (Charlie) Oppenheim \nCharlie Oppenheim worked for the U.S. Department of State for over 43 years\, as a consular officer in the Bureau of Consular Affairs since 1979. He was the Chief of the Immigrant Visa Control and Reporting Division in the Office of Domestic Operations from January 1998 through December 3\, 2021\, when he retired. \nAs Chief of the Immigrant Control and Reporting Division his main responsibility was the administration of the complex series of annual numerical limitations on immigrants\, subdivided by preference category and country\, which are set by the Immigration and Nationality Act. The decisions which he made in this regard have resulted in applicants having used over nine million numerically controlled immigrant visas numbers. In addition\, he regularly provided analysis and assessment of the impact of proposed legislation on visa availability and workload impact for overseas posts. \nOn a monthly basis he was responsible for determining the number of visas which could be allocated in each visa category\, and to each country on a worldwide basis. The goal was to have the issuance level through September come as close as possible to the annual limit without exceeding it. The Division maintained a database containing workload statistics for immigrant and nonimmigrant visas issued at Foreign Service posts worldwide. It also compiled statistics on immigrant numbers provided to USCIS for adjustment of status cases in the numerically limited categories. \nThe division annually issued the Report of the Visa Office\, a yearly compilation of statistical data on visas issued at consular offices around the world. On a monthly basis\, the division also issued the Visa Bulletin a periodical\, which summarizes the availability of visas numbers for the coming month\, as well as other visa related information.  The division also provides statistical data on the Consular Affairs Web Site (travel.state.gov). \nHe also provided a monthly YouTube “Chat with Charlie” which was hosted by the Consular Affairs Press Office. \nThe division routinely provided statistical data in response to inquiries from congressional offices\, offices within the State Department\, other governmental agencies\, and the general public.  Charlie spoke at a variety of government events dealing with immigration related issues\, and those sponsored by groups such as the Federal Bar Association\, American Immigration Lawyers Association\, Council for Global Immigration\, IIUSA\,  and others. In addition\, he regularly provided analysis regarding various immigration reform proposals speaking with White House and Congressional representatives as well as other groups to present the Department’s position. DESCRIPTION:The FBA Alternative Dispute Resolution and LGBTQ+ Law Sections\, in collaboration with the FBA Diversity and Inclusion Committee\, and the District of Columbia Chapter\, present the first-ever\, “Pride in ADR” event on Monday\, June 17th from 5:00-9:00 p.m. ET\, generously hosted by the law firm Sidley Austin in Washington\, D.C. and available in hybrid format\, remotely\, anywhere in the world. \n \nPride in ADR is a celebration of the LGBTQIA+ communities’ availability\, visibility\, and selection as professionals in the field of alternative dispute resolution and a conversation about some of the challenges which persist as well as those which lay ahead. District Court for the District of Columbia\, the first Hispanic woman and first open LGBTQIA+ judge at the D.C. federal district court in history \nJudge Reyes was appointed as a United States District Judge in February of 2023\, assuming the seat previously held by Judge Colleen Kollar-Kotelly. \nJudge Reyes served as a law clerk to Judge Amalya L. Kearse on the U.S. Court of Appeals for the Second Circuit (2001).  After clerking\, Judge Reyes became a litigation attorney at Williams & Connolly LLP\, where she spent her legal career from 2001 to 2023.  While there\, she served as the co-chair of the firm’s International Disputes practice group and on its Executive Committee.  Her practice focused on international litigation\, representing foreign governments\, foreign government officials\, and multinational companies.  Judge Reyes also worked on patent\, legal malpractice\, and other complex civil litigation matters. \nJudge Reyes devoted substantial pro bono time to assisting refugees and organizations that assist refugees in obtaining asylum\, including the United Nations High Commissioner for Refugees and Human Rights First. In 2016\, she received the Legacy Award from Unlikely Heroes for her successful representation of young women escaping persecution by a regional terrorist organization.  The Legal Times has recognized her as a “Champion” for her pro bono efforts (2009). \nIn 2023\, the Hispanic National Bar Foundation presented Judge Reyes with its “Judicial Leadership Award\,” which recognizes excellence in the legal profession.  While in private practice\, Judge Reyes earned accolades from The Legal 500 as a “Leading Lawyer” (2023) and “Next Generation Lawyer” (2020-2022) in International Litigation and from Benchmark Litigation as a “Local Litigation Star” (2019-2023).  The National Law Journal recognized her multiple times\, including on its Outstanding Women Lawyers list recognizing “the 75 most accomplished female attorneys working in the legal profession today” (2015); as an “Immigration Trailblazer” (2018); a Washington D.C. “Rising Star” (2014); and as a Minority 40 Under 40 (2011).  In 2017\, the Women’s Bar Association of D.C. named her as its “Woman Lawyer of the Year.” \nJudge Reyes was born in Montevideo\, Uruguay\, and grew up in Louisville\, Kentucky.  She received her J.D.\, magna cum laude\, from Harvard Law School (2000)\, her M.I.P.P.\, with honors\, from the School of Advanced International Studies at Johns Hopkins University (2014)\, and her B.A.\, summa cum laude\, from Transylvania University (1996).  Along with her admissions to bars of the United States\, Judge Reyes was listed on the Roll of Solicitors in England and Wales.  Judge Reyes co-taught Advocacy in International Arbitration as a Clinical Visiting Co-Lecturer at Yale Law School (2018\, 2019) and co-taught Trial Practice\, Experts at Georgetown University Law School (2017). \nJudge Reyes is often joined in Chambers by her golden retriever\, Scout\, who obtained his own Juris Dogtor\, summa cum laude. \nBryan J. Raimondo. In the six months since\, lower courts and litigants have been left to wrestle with the unanswered questions on what exactly comes next. This webinar will explore what those unanswered questions are\, how the lower courts have approached the issues so far\, and what Loper Bright and the changed landscape on agency deference is likely to mean for the future of environmental law. \nPresented by the Federal Career Service Division.  Co-sponsored by the Environment\, Energy & Natural Resources Section\, with support from the District of Columbia Chapter. \nRegister Today!\nAbout the Presenter:\nProfessor Sanne Knudsen\, Stimson Bullitt Endowed Professor of Environmental Law\, University of Washington School of Law \nSanne Knudsen is the Stimson Bullitt Endowed Professor of Environmental Law at the University of Washington in Seattle. She received a B.S. in Environmental Engineering from Northwestern University\, an M.S. in Environmental Engineering from the University of Michigan\, and a J.D. from the University of Michigan\, where she graduated Order of the Coif and was a member of the Michigan Law Review. She is a former law clerk for the Honorable Ronald M. Gould on the U.S. Court of Appeals for the Ninth Circuit. In 2018 Professor was invited to become a member of the American College of Environmental Lawyers\, where she has since served on the Board of Regents. \nAfter practicing law at private law firms in Chicago and Minneapolis\, Professor Knudsen joined the University of Washington School of Law in 2011. She teaches Environmental Law\, Administrative Law\, and Civil Procedure. She has won numerous awards for her teaching and scholarship. \nProfessor Knudsen’s scholarship focuses on both environmental and administrative law. Her co-authored work on the history of Seminole Rock deference was cited by the United States Supreme Court in Kisor v. Wilkie. Most recently\, Professor Knudsen has published a series of articles examining the relationship between administrative law and environmental law. In The Exoskeleton of Environmental Law\, published in 2023 in the Utah Law review\, she argues that environmental law embodies a unique set of prescriptive choices centered on a commitment to self-restraint for the purposes of self-preservation. In a companion article entitled Sidestepping Substance\, published in 2024 in the Administrative Law Review\, she examines how administrative law can be operationalized to undermine the success of environmental law. In a shorter essay entitled Reclaiming Control\, published in the Environmental Law Forum\, Knudsen suggests that Congress would be wise to recalibrate the balance of power between administrative and environmental law through an APA-type legislation specific to the challenges of environmental law. DESCRIPTION:With the Department of Justice pursuing fewer cases of international corruption and re-orienting its FCPA enforcement priorities\, three European regulators have come together to fill the void. In late March\, authorities from the UK’s Serious Fraud Office (SFO)\, France’s Parquet National Financier (PNF)\, and Switzerland’s Office of the Attorney General (OAG) announced a task force to strengthen collaboration in cases involving international bribery and corruption. In this panel moderated by former US Attorney Joe Whitley\, hear from prominent white-collar practitioners in each jurisdiction to learn more about the task force\, what it portends for European enforcement trends\, and what it means for American companies doing business overseas.  \nSpeakers include: \nJoe D. Whitley\nMr. Whitley is the Chair of Womble Bond Dickinson’s White Collar Defense\, Investigations and Regulatory Enforcement practice.
