She clerked for Senior Judge Harry T. Edwards of the U.S. Court of Appeals for the D.C. Circuit. She graduated from Yale Law School and Yale College. She is originally from West Des Moines\, Iowa. \n\n\nCaleb Jackson \nCaleb Jackson works as Counsel on Senate Judiciary Committee for Senator Adam Schiff (D-CA)\, where he covers the Senator’s intellectual property\, civil rights\, criminal justice\, voting rights\, and judicial nominations portfolio. He previously worked as Counsel on Judiciary Committee for Senator Laphonza Butler (D-CA). Prior to coming to Capitol Hill\, he worked at the Lawyers’ Committee for Civil Rights Under Law on federal policy and at Campaign Legal Center litigating voting rights cases. He began his career at a plaintiff-side labor and employment firm in Washington D.C. representing unions and low wage workers. \nCaleb is a summa cum laude graduate of Hampton University\, where he served as Student Body Vice President. He is also a graduate of UCLA School of Law\, where he specialized in Critical Race Studies and served both as Co-President of the Black Law Students Association and Co-Editor-in-Chief of the National Black Law Journal. While an undergraduate student at Hampton\, Caleb interned at CQ Roll Call and ABC News’ Political Unit in Washington D.C. He’s a proud native of Dallas\, Texas. \n\nHon. Karoline Mehalchick \nOn July 11\, 2023\, President Joseph R. Biden\, Jr. nominated Judge Karoline Mehalchick to the U.S. District Court for the Middle District of Pennsylvania. She was confirmed by the Senate on January 31\, 2024\, commissioned on February 5\, and sworn in on February 6. Previously\, she served over a decade as a U.S. Magistrate Judge\, becoming the first woman to sit in the Scranton vicinage and later serving as Chief Magistrate Judge. \nJudge Mehalchick is a graduate of Penn State’s Schreyer Honors College and Tulane Law School. She clerked for Judge Trish Corbett\, then practiced at Oliver\, Price & Rhodes\, where she became a partner in 2008. She will serve as Jurist in Residence at Widener Commonwealth Law School (2025–2027).  She has held national judicial leadership roles\, including service on the Judicial Conference Committee on Codes of Conduct and the Third Circuit’s Reentry Courts and Workplace Conduct committees. Locally\, she helped launch the Prisoner Litigation Settlement Program and presides over the CARE court reentry program. \nAn active member of the Federal Bar Association\, she was sworn in as President of the national organization on September 13\, 2025.  She is also a Past President of the Middle District Chapter. She also serves on the Ballet Theatre of Scranton board and leads constitutional discussions for students through the National Constitution Center. \nJudge Mehalchick has been honored with numerous awards\, including the PBA’s Michael K. Smith Excellence in Service Award\, the LBA’s Margaret P. Gavin Award\, recognition as a “Lawyer on the Fast Track” (2012)\, and designation as a PBA “Woman Trailblazer” (2020). \nTim Rodriguez \nTim Rodriguez is a litigation associate in Bradley Arant Boult Cummings’ Nashville office.  Tim focuses primarily on appeals\, class actions\, mass torts\, and products liability work.  Prior to joining Bradley\, Tim clerked for the Hon. John Nalbandian of the U.S. Court of Appeals for the Sixth Circuit. Before his clerkship\, Tim served as Counsel for Nominations for the Senate Judiciary Committee. In that role\, Tim advised two Committee Chairmen and a Ranking Member on judicial\, executive branch\, and other nominations under the Committee’s jurisdiction. \nTim has a J.D. from the Antonin Scalia Law School at George Mason University. He also has a B.A. in Journalism and Political Science from the University of Missouri. \nGurpreet Sandhu (Moderator) \nGurpreet Sandhu is a Deputy Attorney General in the California Attorney General’s Office\, Correctional Law Section\, where she represents the State in high-profile federal class actions\, appeals\, and individual cases impacting the California prison system. Prior to joining the California Department of Justice\, she practiced at the national firm Gordon Rees Scully Mansukhani\, LLP where she defended car manufacturers in product liability litigation\, Song Beverly\, and tort actions. GAO audits and reports on the performance of federal programs\, analyzes policy and outlines options for Congress\, and issues legal decisions and opinions in areas related to bid protests of federal contracts and the use of public money\, among other responsibilities. \nHer primary practice is within GAO’s Defense Capabilities & Management (DCM) section where she serves as engagement counsel supporting GAO audit teams evaluating DOD programs\, projects and activities. Her current portfolio includes nuclear capabilities; the NC3 enterprise; force structure requirements particularly with regard to peer competitors; the Defense industrial base; and DOD budget and appropriations issues\, among other topics. Prior to joining GAO’s DCM practice in 2015\, Ms. Lopez served as appropriations law counsel at GAO from 2008-2015. \nMs. Lopez received her Juris Doctor from Howard University School of Law in 2008. Prior to law school\, she served as committee staff for the Senate Select Committee on Ethics\, and in a variety of legislative-focused positions at an environmental NGO. She earned her B.A. in Political Science with a History minor from the University of New Hampshire in 1989. \nShe’s a member of the District of Columbia and Supreme Court Bars. \nMatt McGhie \nMatt McGhie is Senior Counsel at the United States Senate Office of the Legislative Counsel\, where he has worked since September 2001. He drafts legislation for U.S. senators in the areas of foreign assistance\, immigration\, and homeland security\, among others. He is a 2001 graduate of the J. Reuben Clark Law School at Brigham Young University and a 1992 graduate of the University of Southern California\, where he received a Masters’ in Public Administration. \nMr. McGhie has been a member of the FBA since 2001\, serving as President of the Capitol Hill Chapter in 2012 and Chair of the International Law Section in 2016. He also co-founded the International Conference on Legislation and Law Reform\, which first convened in 2013 and will be holding its eighth conference on October 24-25\, 2024 at the Washington DC Bar headquarters. \nTJ McGrath \nT.J. McGrath serves as the General Counsel for the Medicare Payment Advisory Commission advising the Executive Director on legal and business matters. Prior to MedPAC\, she was the General Counsel at the Congressional Budget Office\, and Associate General Counsel for the TRICARE Management Activity now the Defense Health Agency. She served 12 years on active duty with the Air Force Judge Advocate General Corps and 18 years as a reservist. \nT.J. co-founded Ardaithe Consulting LLC\, developing tailored soft skills training for leadership and staff. SUMMARY:Webinar: Judging in a Time of Crisis
DESCRIPTION:Times of peril have required adaptation and flexibility in administering constitutional protections and guarantees\, especially with the onset of social-distancing and remote adjudication.  Even the Supreme Court is adjusting its time-honored traditions to conduct telephonic hearings\, and federal courts around the country are carrying on business as usual\, or attempting to maintain the status quo as much as possible\, despite unparalleled technological\, logistical\, and security-based challenges.  Nowhere across the country have we seen a more malleable federal district court than the United States District Court for the District of Puerto Rico.  Already faced with systemic challenges brought on by natural disasters throughout the past three years\, including Hurricane Maria\, several earthquakes\, and numerous changes to its executive\, the district has responded to persist in complying with its Article III obligations in times of crisis.  Chief Judge Gustavo Gelpi will share his insights on effective adjudication (both in substance as well as administration)\, interesting stories\, and responses to any questions from the audience about how our federal judges handle crises.  Join us for a look into what’s going in inside the federal judiciary during this critical period. \n\nAbout the Presenters\n \nChief Judge Gustavo Gelpi\, United States District Court for the District of Puerto Rico \nChief Judge Gelpi was born in San Juan\, Puerto Rico.  He is a graduate of Brandeis University and Suffolk University Law School.  He commenced his career as law clerk to US District Judge Juan M. Perez-Giménez. This was followed by several years as an assistant federal defender\, doing both trial and appellate work\, plus a detail at the US Sentencing Commission.  He then switched tracks by joining the Puerto Rico Department of Justice and ultimately being appointed Puerto Rico’s Solicitor General\, his favorite job as an attorney. After a brief stint in private corporate practice\, he was appointed US Magistrate Judge\, position he held for five years.  In 2006 President Bush\, following Senate confirmation appointed him as an Article III US District Judge.  In 2018\, he became Chief Judge for the District of Puerto Rico. Judge Gelpi has been a FBA member for 30 years.  He is past Puerto Rico Chapter President\, and past FBA national president.
