If you are interested in submitting an article to The
Federal Lawyer, e-mail Managing Editor Cathy Barrie at
tfl@fedbar.org All manuscripts submitted for consideration
are distributed to a member of the Editorial Board for review,
and an answer will be given within six to eight weeks. Once an
article is accepted for publication, editorial changes may be
