CONFERENCE LAWYER REPRESENTATIVES NEEDED
The U.S. District Court of the Central District of California is seeking
applications from qualified individuals interested in serving as Ninth
Circuit Judicial Conference Lawyer Representatives. Representatives serve
a term of three years and attend district committee meetings and conferences
and the yearly Ninth Circuit Juducial Conference.
Eligible individuals must be lawyers:
a) admitted to practice in this district court and actively involved in
federal practice;
b) interested in the purpose and work of the conference;
c) willing and able to contribute actively to the purpose and work of
the conference;
d) willing to assist in implementing conference programs with the local
bar; and
e) who, together with others selected, will constitute a fair cross section
of practitioners before the federal courts of this district.

THE 2008 DEFENDER OF THE CONSTITUTION
AWARD
The Inland Empire Chapter of the Federal Bar Association (“FBA/IE”)
is seeking nominees for an award to be presented at this year’s
Annual Constitutional Law Forum, presently scheduled for Tuesday, April
29, 2008. The award honors an individual whose work clearly reflects his
or her sworn commitment, as a member of the federal bar, to support and
defend the Constitution of the United States. Any member of our legal
community may nominate a candidate for consideration by the Board of Directors
of the FBA/IE, who will select the recipient of this year’s award.
A nominee must be a member in good standing with the State Bar of California
and the United States District Court for the Central District of California,
and he or she must practice or work primarily in the Inland Empire. The
nominee may be a judge or a lawyer, including a public attorney, government
official, law enforcement official, law professor, or community activist.

IN RIVERSIDE IS HIRING
Following a budget freeze that halted the growth in the number
of Assistant United States Attorneys in the Riverside branch office of
the U.S. Attorney’s Office for the Central District of California,
the U.S. Attorney’s Office began hiring attorneys again in 2007.
The Riverside office has a number of slots still open to be filled, and
thus hiring is continuing in 2008. The U.S. Attorney’s Office seeks
applicants with three years or more litigation experience and superior
academic credentials and writing skills. If you are interested in a position

U.S. DISTRICT COURT, CENTRAL DISTRICT OF CALIFORNIA MANDATORY ELECTRONIC
FILING FOR ALL CIVIL CASES
BEGINNING JANUARY 1, 2008
Beginning January 1, 2008, the U.S. District Court for the Central District
of California will require all documents in civil cases to be filed electronically
through the Case Management and Electronic Case Filing (CM/ECF) system.
This is a comprehensive electronic system that allows the court to maintain
its case files electronically. As of January 1, 2007, all documents in
criminal cases already are required to be filed electronically. Before
attorneys are permitted to file documents electronically, the court requires
them to complete a court-approved workshop on the electronic filing procedures.
Once the workshop is completed, the attorney will receive a password to
the CM/ECF system and can begin filing documents electronically. All legal
professionals will be encouraged to complete the workshop, but only attorneys
admitted to practice in the U.S. District Court, Central District of California
will be issued a password.
This workshop is certified for
two hours of MCLE credit.
Beginning in September 2007, hands-on workshops in computer labs will
be offered at California State University, San Bernardino, College of
Extended Learning’s San Bernardino and Palm Desert campuses; the
University of California, Riverside Extension; and the University of La
Verne School of Law. The Inland Empire Chapter of the Federal Bar Association
has been instrumental in bringing this training to the inland area.
The enrollment fee is $125 for members of the Federal Bar Association
and $135 for nonmembers. See link above for membership in the Federal
Bar Association. Registration fees will increase on November 1, 2007,
so early enrollment will both assure a place in class and offer the biggest
savings.

PILOT PROJECT ANNOUNCED: MAGISTRATE JUDGES TO RECEIVE CONSENT
CASES UPON FILING
The inauguration of a Pilot Project for Central District Magistrate
Judges in all Divisions is expected in Spring 2008, according to Chief
Magistrate Judge Stephen J. Hillman. In addition to their extensive
current duties, all Full Time Magistrate Judges who have served at least
36 months will be randomly asigned two civil cases per month. Provided
all parties consent in writing to Magistrate Judge jurisdiction, such
cases will remain with the assigned Magistrate Judge through trial or
other final disposition.
While Magistrate Judges in the Central District have for many years
tried civil cases with the consent of the parties, the new Pilot Project
represents the first time that the Central District will directly assign
civil cases district-wide to the Magistrate Judges upon filing of the
Complaint or removal of the action. No District Judge will be drawn for
such cases if the parties consent to Magistrate Judge jurisdiction for
all purposes within a certain time frame.
Once the Local Rules are revised to include the Pilot Project
assignments, a more detailed description of the Program will be
provided, along with brief Biographies of all Magistrate Judges in the
Central District. The entire Court looks forward with anticipation to
the success of the Pilot Program in achieving the Court's mission of
providing timely and efficient administration of justice to all
litigants.
