the Dallas Chapter
The Dallas Chapter of the Federal Bar Association comprises the following counties in Texas: Anderson, Bowie, Camp, Cass, Cherokee, Collin, Dallas, Delta, Ellis, Fannin, Franklin, Grayson, Gregg, Harrison, Henderson, Hopkins, Houston, Hunt, Kaufman, Lamar, Marion, Morris, Nacogdoches, Navarro, Panola, Rains, Red River, Rockwall, Rusk, Shelby, Smith, Titus, Upshur, Van Zandt, and Wood.
The chapter was organized and installed in 1944 by National President Honorable Tom C. Clark. Today, the Dallas Chapter boasts more than 350 members from private practice, government agencies, military branches, local law schools and local courts. The Dallas Chapter was proud to host the 2002 Annual Meeting and Convention of the Federal Bar Association for the inauguration of the 2002 National President Kent Hofmeister, a former Dallas Chapter president.
Our chapter has a long history of leadership in the Federal Bar Association. Marc Taubenfeld, a former Dallas Chapter president now serves on the Board of Directors of the Federal Bar Association. Martha Hardwick Hofmeister, former Dallas Chapter president and Vice President for the Fifth Circuit, was elected to the Board of Directors of the Foundation of the Federal Bar Association at the 2006 Annual Convention and currently serves as that Board’s Secretary. Marc Taubenfeld and Judge Harlin Hale, Bankruptcy Judge of the Northern District of Texas, serve on the board of the FBA Bankruptcy Law Section. Dallas Chapter member Gerrit Pronske currently serves as the chair of the FBA Bankruptcy Law Section.

Message from the Chapter President
Our National President Juanita Sales-Lee has set the period from April 15 to August 14 as the 2009 Member Get-A-Member campaign season. This campaign has been designed by the FBA Membership Committee to bring all FBA members together, working toward the common goal of increasing our membership. No membership campaign is complete without prizes! Some members will win cash prizes in the form of debit cards worth up to $3,000! Additionally, members who recruit at least 10 new members will receive a free year’s membership renewal. You will find all of the contest information—including prizes, rules, and a membership application that can be downloaded—on the FBA web site at www.fedbar.org/MGAM09.html.
As your outgoing President, I am particularly motivated to make this my contribution to our chapter. This Get-A-Member campaign is being led by Beth Smith, the Chair of the National FBA Membership Committee. Beth is also a member of the San Antonio Chapter, which has four times the number of members of our Dallas Chapter (800 members to our 230 members). San Antonio has a much smaller pool of attorneys from which to draw, and their numbers simply reflect a stronger degree of dedication, esprit de corps, and professionalism that I hope that we here in Dallas can emulate. Let us not be outdone by our brothers and sisters in the south.

Next month, we are back to our second Thursday noon CLE. On Thursday 14 May at the Belo Mansion, we will have one of our favorite perennial speakers, Professor Bill Bridge of the SMU School of Law update on legal ethics law. We all are keen to get those three ethics hours each year, and you will get an hour of ethics from Professor Bridge’s talk that day.
We try to make it easy for you. Membership in the Federal Bar Association asks nothing more of you than attendance at CLE. We hope you will come. For those few of you who are able to give back to the bar and our community, there are opportunities for service as an officer in our chapter. Please contact our President Elect Brian McKay, whose contact information is on the first page of this newsletter. Bring a new member to our meetings, and help us to grow the organization that does so much to promote the welfare, interests, education, and professional development of all attorneys involved in federal law. The FBA is the catalyst for communication between the bar and the bench, as well as the private and public legal community. Come be a part of such a noble and worthy cause.

On 12 November 2008, the Dallas Chapter of the Federal Bar Association worked with the office of the Clerk of Court for the Northern District of Texas to sponsor a swearing in ceremony conducted by the Chief Judge for the Northern District of Texas, Sidney Fitzwater. Fifty-one new attorneys were sworn in as members of the State Bar of Texas by Chief Judge Fitzwater, and many of them became members of the bar of the Northern District of Texas. The FBA Dallas Chapter sponsored a welcoming reception afterwards in the central jury room, and Dallas Chapter President Patrick McLain gave a brief talk on the virtues of membership in the Federal Bar Association.

CJA Panel Opportunities for the
Dallas Division of the Northern District of Texas
There are several opportunities currently available for private attorneys
to participate in representing indigent criminal defendants in the Dallas
Division.
The CJA Advisory Committee encourages attorneys who are admitted to practice
in the Northern District of Texas and have at least four years of experience,
including some criminal law experience, to apply to become part of the
CJA Panel. Attorneys who are fluent in Spanish are always needed.
An attorney who does not have sufficient experience to be a member of
the CJA Panel but is interested in working with a panel member on one
of their appointed cases may be eligible to be a member of the CJA “Associates
Panel.” An associate must be licensed to practice in the Northern
District of Texas. An associate may be assigned by the court to assist
a CJA Panel member in a “second chair” capacity. The hourly
rate for an associate is $50, and the associate may be paid up to a maximum
of $500 per case. Prior service on the Associates Panel is not a requirement
for membership on the CJA Panel, and service on the Associates Panel does
not guarantee later admission to the CJA Panel.
