As new chair of the State and Local Government Relations Committee I wanted to formally introduce myself.  Currently I serve as Chief Administrative Officer for St. Tammany Parish Government (or county for every other state) which is a local government in southern Louisiana.  For over ten (10) years prior to serving in my current position I was the Executive Counsel and Director of the Legal Department for St. Tammany Parish Government.  I am intricately familiar with many issues that face local governments related to administering the many federal laws and regulations as well as leading general civil litigation in federal court.  I am thankful to be following Richard’s lead as our past chair and I am excited to be able to work with our new Board.  One of the Committee’s first initiatives to become more involved will be to submit columns for the Federal Lawyer Magazine. We have signed up for the March/April: Indian Law Theme issue (column due November 1st); July/August: Convention issue (column due March 1st); and November/ December: Trials, Hearings and Appeals issue (column due July 1st).

I also want to hear from members of any ideas for our section going forward. Personally, I think some type of symposium, column or CLE on navigating the Stafford Act/ FEMA recovery after natural disasters; defending 1983 actions; or local land use ability vs. federal regulatory processes are good starters for conversation.

Years ago I made a decision to become more active in the FBA and that effort lead me to serve as your new section chair.  I hope to be able to energize our section and ignite more participation from local government entities.

Sincerely,

Kelly
