In the coming year, the Section will continue pursue its mission to organize speaker programs on a variety of international legal subjects, to assist people in other nations with United States legal talent, and to further the causes of peace, democracy, and the development and enforcement of human rights principles.

Under the direction of Heather Carney Costanzo, the Section will publish a quarterly newsletter for our members and the international legal community.  In addition, the Section will be editing The Federal Lawyer International Law theme issue due for publication in May 2018.  We anticipate publishing member articles on a variety of topics including: (a) Combatting Human Trafficking:  New Developments in the U.S. and the E.U.; (b) Arbitration rules for disputes arising from outer space activity; (c) China’s Aid in Africa and its Impact on Africa's Development; (d) Trade Deficits and the Pharmaceutical Industry; (e) The Right to Education in the United States and Abroad: A Comparative Analysis of Constitutional Language and Academic Achievement; and (f) The U.S. Fulbright Program -- Under threat of abolition by the Administration budgetary proposal.  We are always looking for articles for our Quarterly Newsletter, and welcome your submissions.

Any welcome message would incomplete without acknowledging the extraordinary work of our outgoing Chair, Brian C. Murphy.  Under his leadership, we have been productively engaged in developing and implementing a range of programs of interest to our members, including multiple educational programs on recent developments in Immigration Law, a program with former U.S. Ambassador to Ukraine, The Honorable  Steven Pifer, on the Russia-Ukraine Conflict, and a discussion with Former U.S. Ambassador and Administrator of the Coalition Provisional Authority in Iraq, The Honorable L. Paul Bremer III.  In addition, I am pleased to report that the International Law Section has been leading FBA’s national effort to assume Consultative Status with the United Nations Economic and Social Council.  This opportunity would benefit not only International Law Section members, but the entire Federal Bar Association.  One of Brian’s lasting achievements was the revitalization of the Senior Counselor role.  The Section now has a growing number of leaders in the international legal community providing guidance and insight on programming and substantive issues.

As many of you already know, most recently, the Section held a prominent role at the recent FBA Annual Meeting in Atlanta, Georgia.  As co-sponsors with the FBA Health Law Section, the International Law Section presented a CLE program on cutting edge legal and regulatory issues coming before the Centers for Disease Control and Prevention.  The Section sponsored a social networking reception during the conference, as well.  I am particularly pleased to report that the Section was honored to receive the Presidential Excellence Award, as well as the Outstanding Newsletter Award for its work in Fiscal Year 2017.

Finally, over the past two years, the International Law Section has developed mutually beneficial relationships with a number of law schools, including Fordham, the University of Virginia, the Washington College of Law at American University, Georgetown University, the University of Dayton, the University of Oklahoma, Loyola University Chicago, and others.  We hope to expand this outreach during the coming year.

I look forward to working with you, and appreciate the time and effort that you take out of your busy schedules to contribute to this effort.
