Jessica R. Toplin, Director

Jessica R. Toplin is a trial attorney in the Commercial Litigation Branch of the Civil Division of the U.S. Department of Justice (DOJ). Jessica joined the DOJ in 2008 through the attorney general’s honors program. She specializes in government contracts and federal employment litigation and represents various federal agencies before the U.S. Court of Appeals for the Federal Circuit and the U.S. Court of Federal Claims. Prior to joining the DOJ, Jessica served as a judicial law clerk in the U.S. District Court for the Middle District of Florida. Jessica received a B.B.A. from George Washington University and J.D. from George Washington University Law School.

Jessica has been active in the Younger Lawyers Division (YLD) and D.C. Chapter of the FBA since 2011. She has been a member of the national YLD board since 2011 and served as Chair of the YLD from 2017 to 2018. Jessica served on the D.C. Chapter board from 2011 to 2015 and founded its Younger Lawyers Section. Jessica planned and attended several national and local FBA events. She also spoke on panels at the national FBA conventions in San Diego and Atlanta.

Jessica serves on the FBA’s Board of Directors in her personal capacity. Any views she expresses are her own and not those of the DOJ.
