Professionalism in Federal Service


Established in 2006 in memory of Michael Taylor Shelby, United States Attorney for the Southern District of Texas, 2001 to 2005, the award will consist of a plaque to the attorney and recognition in the attorney lounge at the federal courthouse in Houston. There is no monetary stipend. The award will be given at the 2017 Federal Bar Association, Southern District of Texas Chapter’s annual dinner scheduled to be held on Thursday, November 2, 2017, in Houston. Previous recipients include: Magistrate Judge Diana Song Quiroga (AUSA 2007), Marjorie A. Meyers, Federal Public Defender (2008), Toni Trevino, First Assistant USA (2009), H. Michael Sokolow, First Assistant FPD (2010), Lt. Guy L. Reschenthaler, Naval Legal Service Officer, and Donna M. Shafer, Deputy Chief Counsel, NASA (co-recipients for 2011), David Bradley, Clerk of Court SDTX, and Kyle Welch, Assistant FPD (co-recipients for 2012), Theodore Ro, NASA (2013), Peter Bray, Assistant Federal Public Defender (2014), James H. Sturgis, Assistant US Attorney (2015), and Cedric L. Joubert, Assistant US Attorney (2016).

Criteria:

The award recognizes an attorney in federal service in the Southern District of Texas, other than a sitting judge, who has exhibited outstanding dedication, ethics and professionalism in the practice of law on behalf of the federal government.

The nominee must have been employed full time by the United States government anywhere in the Southern District of Texas (Corpus Christi, Houston, Galveston, Victoria, McAllen, Brownsville or Laredo Divisions) during 2017 and must have been licensed to practice law during that period (although he or she may be serving in a role where he or she did not practice law on a daily basis).

Anyone may nominate a federal lawyer for this award without regard to whether or not the nominee is a member of the Federal Bar Association.

The nomination should be in letter format and include the name and contact information for the nominee, the name and contact information for the nominee’s supervisor, and a short statement of how the nominee exhibited outstanding dedication, ethics and professionalism in the practice of law on behalf of the United States. Exhibits and supporting letters may also be attached.

The nominations will be considered by a committee consisting of chapter members appointed by the chapter president. The committee will recommend the recipient to the Board of Directors of the Southern District of Texas Chapter of the Federal Bar Association for final approval.
